CIVIL SERVICE COMMISSION MINUTES

Huddleston reported that Item A under Other Business has been removed from the Agenda.

2015 meetings. Motion carried.
UNFINISHED BUSINES
The Civil Service List for Fire Recruit was presented for certification. The position was
approved by the Human Resources Committee on 4/16/15 and by Civil Service on 5/7/15.
Advertising was extensive — the Courier, City website and cable channel, agencies, organizations
and individuals on the Affirmative Action List, flyers sent to nearly 500 paramedics across 9
Iowa counties, notices sent to regional fire schools, notice posted to WFR website, Twitter,
Facebook, Cedar Valley group page, IEMSA website, fire.recruit.com. We received 183
resumes. A written test was conducted on 7/9/15 with 109 taking the test. Only 32 candidates
passed the test with a score of 70% or higher. These 32 were invited to the physical ability test —
1 cancelled, 1 did not show for the test and 8 did not pass the test. The remaining 22 were
interviewed by a panel of Fire Lieutenants Brian Shannon and Josh Heller, Fire Captain Carl
Reninger, Medical Officer Jason Hernandez and Human Resources Manager Cheryl Huddleston.
Four did not pass the interview. The list has 16 white males, 1 black female and 1 Korean male.

The Civil Service List for Fire Engineer was presented for certification. This is a promotional
position that was approved by Civil Service on 5/7/15 and by the Human Resources Committee
on 5/11/15. Thirteen signed up for testing but 2 were promoted from the old list and 1 candidate
withdrew prior to testing. Six passed the street identification exam but only 5 passed the written
exam. All 5 passed the equipment exam and we have a list with 5 white males. Moved by

The Civil Service List for Clerk II was presented for certification. This position was brought to
the Civil Service Commission quite some time ago but not acted upon when the City decided to
bid out parking enforcement and maintenance. Bidding was successful so the Clerk II who
transferred to another department from the Clerk's Office will not be replaced. But there is one
Clerk I in the department who is essentially responsible for the same or the same level of work as
the other two Clerks. Consequently, we went through the promotional process to allow her the
opportunity to be promoted. When the position was posted, 2 employees submitted a resume but
one subsequently withdrew. Panel members for the interview were Deputy Clerk Kelly Felchle,
Human Resources Specialist Nicole Fischels and Human Resources Administrative Secretary
Nancy Culpepper. The list has 1 white female. Moved by Amos, seconded by Haskins:

and individuals on the Affirmative Action List and posted in all City departments. We received
10 resumes and 5 candidates were invited to interview. Panel members were City Engineer Eric
Thorson, Waste Management Treatment Operations Supervisor Brian Rath and Human
Resources Manager Cheryl Huddleston. One candidate did not show for the interview and the

The Civil Service List for Equipment Operator II -Street Department was presented for
certification. The position was approved by the Civil Service Commission on 7/10/15 and by the
Human Resources Committee 7/13/15. There are vacancies due to retirements and a termination.
The position was posted in all City departments and 5 employees submitted a resume. The
candidates took an equipment exam judged by Rich Felderman and Tom Meyer, current Street
Department Equipment Operator II employees and Street Operations Supervisor Tony Pauley.
One did not pass the equipment exam. The remaining 4 were interview by Golf Manager JB
Bolger, Street Operations Superintendent Tony Pauley and Human Resources Manager Cheryl
Huddleston. One did not pass the interview. The Civil Service List has 3 white males. Moved

NEW BUSINESS
The job description and testing criteria for Police Recruit was presented for approval. There
were very minor changes in the job description. The position still needs to be approved by the
Human Resources Committee. We are planning on extensive outreach in the Midwest. We hope
to complete the entire process by the end of October. Moved by Amos, seconded by Haskins to
approve the job description and testing criteria for Police Recruit. Motion carried.
OTHER BUSINESS
There was a brief discussion regarding what type of diversity training the police officers receive
and if there was a possibility that our Human Rights Department or someone else in the area
could conduct that type of training. Huddleston will speak with the police department and get an
answer to that inquiry.

This will most likely be an 11:00 p.m. — 7:00 a.m. shift after probation
ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Under the general direction of the Operations
Supervisor and a Street Foreman, performs skilled
construction, street maintenance and repair,
equipment operation and labor functions. Essential
functions include but are not limited to the
following: operates mixer, pulverizer/mixer,
mechanical sweeper, end loader, grader, roller, track
excavator and backhoe and EOI equipment; performs
routine street repairs such as pothole patching and
oiling, and general maintenance and labor duties such
as shoveling and raking asphalt, finishing concrete,
setting concrete forms, directing traffic and erecting
barricades; assists in preparation for winter by
erecting snow fence, putting chains on tires and
plows on trucks; assists in loading, hauling and
plowing snow and operating sand/salt trucks during
snow emergencies; participates in special service
programs such as emergency storm damage clean up;
assists in cleaning, mowing and maintenance of
property; fills and sets sandbags, erects barricades
and assists in monitoring flood pumps during flood
emergencies; cleans roadside ditches of brush with
weed trimming equipment or chain saw; washes
vehicles, changes tires, repairs, cleans and paints City
buildings and assists mechanics and welder as
needed; works in busy traffic areas, operating street
maintenance equipment or on foot; performs street
maintenance and repairs in trenches and on uneven
ground; works outside in all weather conditions; other
related duties as assigned. Acceptable experience
and training: high school graduate/GED; minimum
two years related street construction experience in all
types of weather conditions or any equivalent
combination of education and experience that
provides the knowledge, skills and abilities necessary
to perform the work; Iowa Class A or B Commercial
Driver's License and good driving record based on
City of Waterloo driver performance criteria; must
comply with City of Waterloo Residency Policy for
Critical Employees (must live within ten -mile radius
of Waterloo City Hall by date as determined by
Public Works Director). Required knowledge and
abilities include but are not limited to the
following: knowledge of traffic and safety rules;
ability to safely operate EOII and EOI equipment and
power and hand tools used in street construction and
maintenance work; knowledge of occupational
hazards associated with and safety precautions
necessary when working in busy traffic areas or
extreme weather conditions; ability to learn the City
street layout; ability to read street signs, chemical
hazard labels and written directions of supervisors;
ability to work alone when operating snow removal
equipment; ability to complete daily work sheets;
ability to complete projects without direct
supervision; ability to respond to questions and
comments from the public tactfully and politely;
ability to communicate effectively and maintain
working relationships with other City employees,
supervisors and the public; ability to work with
people from broad variety of social, economic, racial,

Department of Transportation drug and alcohol
testing requirements.
EQUIPMENT EXAMINATION
All qualified applicants who apply by the deadline
date will be required to participate in an equipment
examination that will test skills in operating
equipment used in this job classification. An
applicant must receive a minimum of 80 out of 100
points to achieve a passing score on the equipment
examination. The equipment examination will count
60% of the overall test score.
ORAL EXAMINATION
Those applicants who pass the equipment
examination will be required to appear before an oral
examination panel consisting of a minimum of three
people who have expertise in the areas being tested.
An applicant must receive a minimum average score
of 60 points out of 100 to achieve a passing score on
the oral examination. The oral examination will
count 40% of the overall test score. The top
applicants, as ranked by their scores as determined
by combining 60% of the equipment examination
score with 40% of the oral examination score will
be the individuals placed on the certified lists.
Appointment is contingent on passing a physical
examination including a drug test and possession of
a good driving record based on the City of Waterloo
driver performance criteria. Applicants who qualify
as outlined and who are full time regular employees
of the City of Waterloo will have one additional
point per full year of employment up to a maximum
of five points added to their final score. Honorably
discharged men and women from the military or
naval forces of the United States who qualify per
provisions of Chapter 35 of the Code of Iowa and
who are citizens and residents of the United States
shall have five additional points added to their final
score upon submission of their DD214 or ten points
added if they were awarded a Purple Heart or have a
service connected disability.
TESTING DATE
All qualified employees who apply by the deadline
date will be notified of the time, place and date of the
examinations.

GENERAL STATEMENT OF DUTIES
Performs skilled construction and street maintenance involving the safe operation of mixer, pulverizer/mixer,

3. Valid Class A or B Commercial Driver's
License and good driving record based
on City of Waterloo driver performance
criteria. A candidate with any of the
following will not be considered for
employment: loss of license for any reason
during the period of candidacy for
employment, if the candidate remains
without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty,
plea of no contest or its equivalent or
conviction for OWI, reckless driving or
other major moving violation within the
previous five years; four or more
citations for moving violations within the
previous three-year period, excluding
speeding violations of ten mph or less
over the posted speed limit; three or more
citations for moving violations within
the previous one-year period. After

The following physical abilities are required with or

MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, safety
vest, hearing protection, gloves and hardhat.
2. Must comply with City of Waterloo
Residency Policy for Critical Employees
(must live within 10-mile radius of Waterloo
City Hall within period as determined by
department head). Must maintain a local
telephone number where can be contacted
quickly.
3. Must submit to Department of Transportation
requirements including pre -employment,
post -accident, reasonable suspicion, random
and return-to-duty/follow-up alcohol and
drug testing.
4. Must submit to and pass Civil Service
examination procedures including an
equipment test involving Street Department
vehicles and equipment operated in this
classification and a panel interview.
WORK SCHEDULE
Will be assigned a shift that is 7:00 a.m.-3:00 p.m. or
3:00 p.m.-11:00 p.m. or 11:00 p.m.-7:00 a.m. Will
generally work Monday through Friday with twenty -
minute paid lunch. Will be required to respond to
emergency calls on weekends, evenings and holidays
generally caused by weather. There may be
significant overtime during severe snow emergencies
or flooding.

In the event the City of Waterloo receives resumes
from more than forty (40) qualified applicants who
have submitted verification of ability to type a
minimum of forty (40) words per minute net of
errors, we reserve the right to require these
applicants to participate in a written examination
designed to test knowledge of clerical skills. The
top twenty scores on the written examination will be
invited to the oral examination, but, in no case will
a candidate be allowed to proceed in the testing
without receiving a minimum score of at least 70%
on each portion of the written examination. In the
event a written examination is necessary, the written
examination will be worth 40% of the total score
with the oral examination being worth 60% of the
total score.

Under the general direction of a department head or designee, using independent judgment, provides clerical
support, recordkeeping and/or customer service support within one of the above departments. Work may be

Payroll/Accounts Payable/Miscellaneous:
keeps track of benefit time and usage,
labor and hours report; makes payroll

Clerk's Office deadlines; files reports and

Cheryl,
The Chief said you were asking about what training we provide our Officers for Diversity. We have participated in many
programs over the years. Several Officers have attended Anna Mae Weems Diversity Training Course (We have not
attended her trainings for several years) We have also sent Officers to a program put on by the Waterloo Commission on
Civil Rights called Undoing Racism. We have partnered with Veridian Credit Union when they brought in a speaker by
the name of Troy Cicero, who put on a program called Multicultural and Inclusion Training. One year about 40 Officers
attended a training at the Waterloo Cultural Arts Center which brought in many different cultures to talk about
Diversity. Several Years ago we sent about 10 Officers to a round table discussion which was an 8 week program to
discuss diversity and Police Relations in our Community. This was put on through Juvenile Court Services( I believe
Marvin Spencer ran that program.)
We also have Diversity training at our Monthly In-service training. This usually takes place every other year. In These
trainings we have partnered with the NAACP many times. These trainings were group sessions where we did a
component with local minority leaders in our community. We also did a spin-off of this one year with Minority High
school students. ( Jim Day and Belinda Creighton Smith were the instructors for this. ) We have had Rosa Findley come
talk to Officers about Latino groups. We had a lady come speak to us about the Burmese people that have moved into
our community. We partnered again with Belinda Creighton Smith to bring in a lady from Milwaukee Wisconsin by the
name of Pat Parker to give diversity training. We have also had a man from Waterloo by the name of John Baskerville
teach about the minority population in Waterloo.
This is just what I can think of off the top of my head. I'm sure there is more that I do not remember. Hope this is what
