The Civil Service List for Airport Maintenance Worker — Waterloo Regional Airport was presented for approval. The
position was approved by the Human Resources Committee on 9/15/14 and by Civil Service on 9/26/14. The position
was advertised in the Courier, listed on the City website and cable channel, a notice sent to the agencies and organization
on the Affirmative Action List, to Workforce Development and a notice posted in all City departments. We received 48
resumes and 5 were invited to interview. Panel members were Travis Nichols from Leisure Services, Larry Smith from

approval. The position was approved by the Human Resources Committee on 1/5/15. There is a vacancy due to a
promotion. There were no changes in the job description and testing criteria. Moved by Blitsch, seconded by Culp to
approve the job description and testing criteria for Housing Coordinator — Waterloo Housing Authority. Motion carried.
The job description and testing criteria for Financial Analyst — Finance Department was presented for approval. The
position was approved by the Human Resources Committee on 1/12/15. There is a vacancy due to a retirement. There
were no changes in the job description and testing criteria. Moved by Culp, seconded by Blitsch to approve the job
description and testing criteria for Financial Analyst — Finance Department. Motion carried.
The job description and testing criteria for Sign & Traffic Foreman — Traffic Operations was presented for approval. The
position was approved by the Human Resources Committee on 1/12/15. There is a vacancy due to a retirement. There
were small changes in the job description (added computer skills and experience with state-of-the-art paint equipment).

The job description and testing criteria for Combination Inspector H — Building Inspections was presented for approval.
The position was approved by the Human Resources Committee on 1/12/15. This is an additional position due to the new
regulations regarding footing drain inspections. It is also a completely revised description. Moved by Blitsch, seconded
by Culp to approve the job description and testing criteria for Combination Inspector II — Building Inspections. Motion
carried.

Under the general direction of a department head or
designee, using independent judgment, provides
clerical and record keeping support. Essential
functions include but are not limited to the
following: performs data entry, types
correspondence, reports and statistical data; collects
and compiles statistical data manually and through

The following duties are specific to the present
Clerk II vacancy which is in the City Clerk's
Office but could include duties related to rental
and commercial property inspections, also. The
City Clerk reserves the right to change job duties
as needed based on staffing and Clerk's Office
responsibilities:
Parking
1. Puts information from parking tickets into
computer.
2. Prepares invoices for ramp and lot reserve
parking.
3. Reserves parking stalls in lots and ramps.
4. Opens and counts fines paid for parking
tickets and inputs amount into the
computerized parking system.
5. Prepares and mails notices of outstanding
parking fines.
6. Uses IDOT list to match license plates with
vehicle owners.
7. Runs reports from parking system.

9. Prepares meter hood rental and billing.
10. Coordinates daily enforcement needs and
parking ramp booth operator schedule.

Acceptable experience and training: high school
graduate/GED with minimum one year verifiable
business clerical, secretarial, bookkeeping or other
closely related experience in an office setting or any
equivalent combination of experience and education
that provides the knowledge, skills and abilities
necessary to perform the work; prefer additional
education beyond high school in business clerical,
accounting or closely related field; skilled in use of
personal computer and Microsoft Office software
(verification of skills by testing required); typing
fifty (50) words per minute net of errors
(verification of typing speed required). Required
knowledge and abilities include but are not
limited to the following: knowledge of Microsoft
Office software, in particular Word and Excel;
thorough knowledge of clerical functions, office
procedures, terminology and equipment including
personal computer; ability to perform general office
services, leam specialized computer software,
develop computer -generated reports and keep
accurate, thorough and updated records; ability to
collect, analyze and present data from computerized
reports in organized and understandable form;
ability to answer questions and provide information
to the public in person and over the telephone in a

EXAMINATION INFORMATION
All qualified applicants who apply by the deadline
date will be required to appear before an interview
panel consisting of a minimum of three people who
have expertise in the areas being tested. An
individual must receive a minimum average score
of 60 points out of 100 to achieve a passing score
on the interview. The top applicants, as ranked by
their score on the interview, will be the individuals
placed on the certified lists. Applicants who qualify
as outlined and are full time regular employees of
the City of Waterloo shall have one additional point
per full year of employment up to a maximum of
five points added to their final score. Honorably
discharged men and women from the military or
navel forces of the United States who qualify per
provisions of Chapter 35 of the Iowa Code and who
are citizens and residents of the United States shall
have five additional points added to their final score
upon submission of their DD214 or ten points added
if they were awarded a Purple Heart or have a
service connected disability.
WRITTEN EXAMINATION
In the event the City of Waterloo receives resumes
from more than forty (40) qualified applicants who
have submitted verification of ability to type a
minimum of fifty (50) words per minute net of
errors, we reserve the right to require these
applicants to participate in a written examination
designed to test knowledge of clerical skills. The
top thirty scores on the written examination will be
invited to the oral examination, but, in no case will
a candidate be allowed to proceed in the testing
without receiving a minimum score of at least 70%
on each portion of the written examination. In the
event a written examination is necessary, the written
examination will be worth 40% of the total score
with the oral examination being worth 60% of the
total score.
Typing verification must be received by a time and
date to be determined. The attached sheet or
similar document provided by the testing service
must be used. This verification must be obtained
within the last year from Iowa Workforce
Development or an accredited educational
institution or employment service verifying ability
to type at least 50 words per minute net of errors.
The test must be at least a three -minute test.
Testing done by a private employer will not be
accepted.
Typing verification must be received directly
from the testing service. Typing verification
submitted by the candidate will not be accepted.
INTERVIEW DATE
Qualified candidates who apply by the deadline date
will be notified of the time, place and date of the
written test and interview.

Staff support position responsible for performing a variety of difficult clerical tasks within one of the above
departments requiring the use of independent judgement. The work is performed under the general direction of a

WORK SCHEDULE
Generally 8:00 a.m. to 5:00 p.m. Monday through
Friday with one hour unpaid lunch, although hours
may vary depending on department, with earliest
starting time 7:00 a.m. The City of Waterloo reserves
the right to change these hours within the guidelines
of the Teamsters contract. Occasional overtime.

Technical and working foreman position under the
general direction of the Waste Management
Services Superintendent and Treatment Operations
Supervisor, responsible for coordination and
supervision of all day-to-day operational functions of
the Easton Avenue Treatment Plant and the
Independence Avenue Treatment Facility. Essential
functions include but are not limited to the
following: coordinates the effective and efficient
operation of all waste treatment equipment systems;
inspects facilities and oversees the maintenance work
order program for mechanical functions of the
treatment facilities to insure continuity of all waste
treatment processes; assists Treatment Operations
Supervisor in scheduling personnel and assigning
duties and supervises and reviews the work of waste
water operators; oversees training of operations
personnel regarding safe and proper work procedures
and policies; reviews operations logs, records,
gauges, meters and all forms of process
measurements to ensure proper functioning and
accuracy; responds to emergency situations involving
equipment breakdown/failure and arranges for
repairs; lifts, moves, carries, pushes and pulls objects
weighing up to one hundred pounds with assistance
as needed; performs administrative duties as assigned
including reviewing daily work projects and daily
work sheets for accuracy, preparing written records
and reports, completing forms and maintaining
supplies; works around mechanical and electrical
hazards; faces exposure to toxic and explosive gases;
works in excessive noise, poor visibility, slippery
surfaces, limited mobility, dirty and possibly
infectious environments in all weather conditions for
extended periods of time; performs work of a
repetitive nature and varied workload pace; works
independently and with others with minimum
supervision; attends work regularly at the designated
place and time; performs all work duties and
activities in accordance with City policies, procedures
and OSHA, City and Waste Management Services
Department safety rules and regulations; performs all
other related duties as assigned. Acceptable
experience and training: high school
graduate/GED with minimum five years experience
in waste water operations in a municipal treatment
facility and State of Iowa Grade II Waste Water
Operator Certificate or any equivalent combination of
education and experience that provides the
knowledge, skills and abilities necessary to perform
the work; Iowa Driver's License and good driving
record based on City of Waterloo driver performance
criteria; certified in CPR and First Aid as required by
department. Required knowledge and abilities
include but are not limited to the following:
comprehensive knowledge of the standard methods,
practices, tools, equipment, materials and
terminology used in operation of a waste water
treatment plant; general knowledge of the City of
Waterloo collection system, treatment facilities and
flood control system; thorough knowledge of State
and Federal regulations governing operation of a
waste water treatment facility; thorough knowledge
of occupational hazards associated with and the
safety precautions necessary in the operation and
maintenance of a waste water treatment plant; ability
to observe and enforce appropriate safety rules and
regulations; ability to instruct others in safe and
proper practices associated with treatment plant
operations; ability to assess complex operations
problems and make decisions based on standard
operating procedures; ability to limit exposures to
infectious waste, toxic and explosive gases or
unfavorable natural ventilation; ability to complete
daily work sheets and keep thorough operations logs
and maintenance records; ability to prepare written
reports, complete forms and perform required record

communicate with contractors, supervisors and
coworkers regarding specialized treatment facility

ORAL EXAMINATION
Qualified employees who apply by the deadline
date will be required to appear before an interview
panel consisting of a minimum of three people who
have expertise in the areas being tested. An
individual must receive a minimum average score
of 60 points out of 100 to achieve a passing score
on the interview. The top applicants, as ranked by
their score on the interview, will be the individuals
placed on the certified list.
TESTING DATE
All qualified candidates who apply by the deadline
date will be notified of the time, place and date of the
oral examination.

GENERAL STATEMENT OF DUTIES
Skilled technical working and supervisory position responsible for coordination and supervision of all day-to-day
operational functions of the Easton Avenue Treatment Plant and the Independence Avenue Treatment Facility. The
work is performed under the general direction of the Treatment Operations Supervisor and Waste Management
Services Superintendent but considerable leeway is granted for the exercise of independent judgment and initiative.
Directly supervises 5-8 Waste Water Operators.

been developed for the local jurisdiction based on
generally accepted standards for wastewater
treatment facilities.
1. Coordinates the effective and efficient

ACCEPTABLE EXPERIENCE & TRAINING
1. High school graduate/GED with minimum

operations in a municipal treatment facility
and State of Iowa Grade II Waste Water
Operator Certificate.

2. Iowa Driver's License and good driving
record based on City of Waterloo driver
performance criteria. Disciplinary action or
continuing employment status may be
reviewed for the following: four or more
moving violations within the previous three
years, three or more moving violations
within the previous one year or loss of
license or conviction for OWI, reckless
driving or other major moving violation
within the previous five years; two or more
at -fault accidents within a three-year period
while driving on City business; a
combination of three or more at -fault or not -
at -fault accidents within a three-year period.

3. Certified in CPR and First Aid as required by

ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or

1. Sufficient strength to perform assigned tasks
including but not limited to lifting and
carrying up to one hundred pounds with

2. Sufficient physical and mental stamina to
work double shifts during flooding or other
weather emergencies.

6. Sufficient depth perception, peripheral vision
and color vision to work around machinery,
operate equipment and identify indicator
lights on control panels.

problems and to communicate with

MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, safety
vest, hearing protection, gloves and hardhat as
needed.
2. Must comply with City of Waterloo
Residency Policy for Critical Employees
(live within 10-mile radius of Waterloo City
Hall -or as based on original employment
date). Must maintain a telephone number
where can be contacted quickly.
3. Must submit to and pass Civil Service
examination procedures including a panel
interview.
WORK SCHEDULE
Scheduled shift is generally 7:00 a.m.-3:00 p.m.
Monday -Friday with a twenty -minute paid lunch.
Subject to emergency call or longer shifts during
operations problems or during plant emergency
conditions. Rotates evening and weekend call with
other foremen, about every fifth week.

person and over the telephone.

work area to another, use required laboratory
instruments and equipment, go to remote
sampling stations, visit industrial sites and

and basic laboratory protective clothing and
gloves.
2. Following a conditional offer of promotion,
the City of Waterloo reserves the right to
require a physical examination by a physician
of the City's choice including a drug screen,
to determine if an applicant is capable of
performing the essential functions of this job
classification.
3. Must submit to and successfully pass Civil
Service examination procedures including a
panel interview.
WORK SCHEDULE
Generally 7:00 a.m. to 3:00 p.m. Monday through
Friday with twenty minute paid lunch. Will be
required to work Saturday shift as needed. May be
required to work overtime, weekends or holidays.
Hours may vary based on flexible scheduling or
needs of the department and many be changed with
two week's notice at the discretion of the Waste
Management Services Superintendent. Must be
available outside of and in addition to these hours for
City meetings that require the attendance of the
Laboratory Services Foreman.

WASTE MANAGEMENT SERVICES
ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Under the general direction of the Waste
Management Services Superintendent and reporting
to the Laboratory Services Foreman, performs a
variety of laboratory tests on wastewater, sludge and
other pollutants. Essential functions include but
are not limited to the following: performs chemical
and/or bacteriological tests of wastewater to ensure
compliance with Federal, State and local laws and
regulations; performs all standard wastewater
analysis (BOD, COD, solids, volatile acids, grit,
PH, etc) and computes and records test results
accurately; analyzes samples during treatment
stages; checks automated sampling systems for
proper operation; assists foreman with sampling
surveys, facility inspections and other industrial
pretreatment related duties; assists in maintaining a
quality control program that ensures compliance
with Federal, State and local government
regulations and performs quality control audits of
samples; assists in writing and maintaining Standard
Operating Procedures; assists in training new
personnel; analyzes and records complex technical
data and prepares technical reports; maintains and
cleans laboratory equipment and cleans and
sterilizes glassware; uses laboratory testing
equipment and computes and records test results
accurately; may fill in for Laboratory Services
Foreman as needed for absences; drives passenger
vehicle to local businesses or industries to perform
tests or sampling; works in a variety of weather
extremes, excessive noise, inadequate ventilation,
electrical and/or mechanical hazards, dirty, infectious
and/or toxic conditions and on wet or slippery
surfaces (conditions that exist at various locations at
the Treatment Plant or when performing on -site
testing); may enter confined spaces with the entry
space being as small as twenty-two inches (22")
using steps or permanent or portable vertical ladders
at a depth of up to forty (40) feet; communicates
with and maintains effective working relationships
with coworkers and supervisors; works
independently and with others with minimum
supervision; performs work of a repetitive nature and
varied workload pace; attends work regularly at the
designated place and time; performs all work duties
and activities in accordance with OSHA, Waste
Management Services and City policies, procedures
and safety practices; performs other duties as
assigned. Acceptable experience and training:
Associate's Degree as a laboratory technician with
minimum three (3) years progressively more
responsible experience in a medical laboratory or a
laboratory involved in consulting and testing of
environmental materials or high school graduate or
completion of G.E.D. with minimum five (5) years
progressively more responsible experience as defined
or any equivalent combination of education and
experience that provides the knowledge, skills and
abilities necessary to perform the work; prefer
college course work in biology, chemistry,
bacteriology or related field; must obtain and
maintain State of Iowa Waste Water Operator
certification within one year of appointment; Iowa
Driver's License and good driving record based on
City of Waterloo driver performance criteria.
Required knowledge and abilities include but are
not limited to the following: thorough knowledge
of chemical principles, terminology, techniques,
equipment and laboratory tests used to analyze
samples in a laboratory; knowledge of the processes
and treatment stages involved in waste treatment and
industrial testing; knowledge of the occupational
hazards associated with and safety precautions
necessary when performing laboratory testing and
operations; knowledge of quality control processes
and procedures as they relate to chemical and
bacteriological testing; ability to communicate and
maintain effective working relationships with
coworkers, supervisors and industrial users; ability to
work alone on weekends or holidays; ability to work
with people from a broad variety of social, economic,
racial, ethnic and educational backgrounds.
Following a conditional offer of employment, a
physical and drug test is required. Failure to pass the
physical and drug test will result in withdrawal of the
employment offer.
ORAL EXAMINATION
All qualified applicants will be required to appear
before an oral examination panel consisting of a
minimum of three people who have expertise in the
areas being tested. An individual must receive a
minimum average score of sixty points out of one
hundred to achieve a passing score on the oral
examination. The top applicants, as ranked by their
scores on the oral examination, will be the
individuals placed on the certified lists. Applicants
who qualify as outlined and are full time regular
employees of the City of Waterloo shall have one
additional point per full year of employment up to a
maximum of five points added to their final score.
Honorably discharged men and women from the
military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the
United States shall have five additional points added
to their final score upon submission of their DD214
or ten points added if they were awarded a Purple
Heart or have a service -connected disability.
Employment is contingent on passing a post job offer
physical examination including a drug test and
possession of a good driving record.
TESTING DATE
All qualified candidates who apply by the deadline
date will be notified of the time, place and date of the
oral examination.

GENERAL STATEMENT OF DUTIES
Skilled technical position under the general direction of the Waste Management Services Superintendent and

ACCEPTABLE EXPERIENCE & TRAINING

the following will not be considered for
employment: loss of license for any reason
during the period of candidacy for
employment, if the candidate remains
without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty,
plea of no contest or its equivalent or
conviction for OWI, reckless driving or
other major moving violation within the
previous five years; four or more citations
for moving violations within the previous
three-year period, excluding speeding
violations of 10 mph or less over the posted
speed limit; three or more citations for
moving violations within the previous one-
year period. After appointment to the
position, disciplinary action or continuing
employment status may be reviewed for the
following: four or more moving violations
within the previous three years, three or
more moving violations within the previous
one year or loss of license or conviction for
OWI, reckless driving or other major
moving violation within the previous five
years; two or more at -fault accidents within
a three-year period while driving on City
business; a combination of three or more at -

year period.
ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation.
1. Sufficient strength to lift and carry
wastewater samples and glassware weighing
up to forty (40) pounds.
2. Sufficient grasp/grip ability to safely handle
sample containers and laboratory instruments
and use laboratory analysis equipment and
tools.
3. Sufficient vision to read, analyze and record
complex technical data, prepare written
reports, complete forms and perform
laboratory recordkeeping.
4. Sufficient color vision to identify all colors
used in color metric testing.
5. Sufficient speech and hearing that permits the
employee to communicate effectively with
coworkers, supervisors, business and
industrial users orally and in writing, in
person and over the telephone.
6. Sufficient personal mobility that permits the
employee to move safely from one laboratory
work area to another, use required laboratory
instruments and equipment, go to remote
sampling stations, occasionally visit industrial
sites and enter confined spaces with limited
entry space using steps or permanent or
portable vertical ladders at a depth of up to
forty (40) feet.
MISCELLANEOUS
1. Must wear personal protective equipment
such as safety glasses, hearing protection and
basic laboratory protective clothing and
gloves..
2. Required to be trained regarding the Permit
Confined Space Safety Policy as required by
supervisor; no facial hair allowed that would
interfere with the proper fit of a respirator.
Must be CPR and First Aide Certified as
required by supervisor.
3. Following a conditional offer of employment,
the City of Waterloo requires a physical
examination and a drug test by a physician of
the City's choice to determine if an applicant
is capable of performing the essential
functions of the position.
4. Must submit to and pass Civil Service
examination procedures including a panel
interview.
WORK SCHEDULE
Generally Monday -Friday 7:00 a.m.-3:00 p.m. or
8:00 a.m.-4:00 p.m. Will rotate Saturdays with other
lab staff. Will occasionally work overtime. Will
work two or three City -observed holidays per year
from 7:00 a.m.-11:00 a.m.
