UNFINISHED BUSINESS
The Civil Service List for Airport Maintenance Foreman — Waterloo Regional Airport was presented for
approval. The position was approved by the Human Resources Committee on 9/15/14 and by Civil Service on
9/26/14. A promotional notice was posted in all City departments and 4 employees submitted a resume. Three
were invited to interview. Panel members were Travis Nichols from Leisure Services, Mark Rice from Public
Works and Cheryl Huddleston from Human Resources. All passed the interview. The list has 3 white males.

ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
A technical and administrative position under the
general direction of the Housing Authority Director,
responsible for assisting in implementing the City's
housing programs and for providing program
information and referral services to tenants, landlords
and the public. Essential functions include but are
not limited to the following: receives and processes
all applications for rental assistance for Section 8 and
other public housing programs following selection
policies, eligibility criteria and Federal regulations;
compiles necessary information required for
occupancy, leases and HAP contracts, recertification
and interim interviews; completes all Section 8
related interviews, calculations, typing, computer
entries, telephone contacts, mailings and inspections
including certifications, recertification, leases, HAP
contracts, reports and correspondence; counsels
tenants and prospective tenants on housing
opportunities available within the scope of the
applicable housing programs or refers them to
agencies that might be able to assist them; advises
tenants and landlords through telephone
conversations, in person and in writing of the
requirements of the department's housing programs
and answers questions related to these programs;
develops and maintains Section 8 files and individual
tenant files; administers and provides intake for the
Family Self -Sufficiency Program, Home Ownership
Voucher Program, Down Payment Program and other
specialized programs when assigned; performs yearly
quality control housing standards inspections as
needed; types reports, performs data entry and
completes forms on personal computer using the
applicable software; maintains effective
communication with tenants and landlords; works
independently and with others with minimum
supervision; attends work regularly at the designated

ORAL EXAMINATION
All qualified applicants who apply by the deadlne
date will be required to appear before an interview
panel consisting of a minimum of three people who
have expertise in the areas being tested. An individual
must receive a minimum averageg score on the oral score of 60 points
out of 100 to achieve a p
examination. The top applicants, as ranked by their
scores on the oral examination, will be the individuals
placed on the certified lists. Applicants who qualify
as outlined and are full time regular employees of the
City of Waterloo shall have one additional point per
full year of employment up to a maximum of five
points added to their final score. Honorably
discharged men and women from the military or
naval forces of the United States who qualify per
provisions of Chapter 35 of the Code of Iowa and
who are citizens and residents of the State of Iowa
shall have five additional points added to their final
score upon submission of their DD214 or ten points
added if they were awarded a Purple Heart or have a
service connected disability. If operating a City
vehicle, must have a good driving record and meet
City of Waterloo driver performance criteria.
TESTING DATE

Performs administrative and technical work in the implementation of the City's housing

ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or

1. Sufficient speech and hearing that permits the

employee to operate a passenger vehicle safely
to visit public housing sites and perform

WORK SCHEDULE
Generally 8:00 a.m. to 5:00 p.m. Monday through
Friday with one hour unpaid lunch. Must also be
available outside these hours for department or City
activities or meetings that require the attendance of the
Housing Coordinator. Very limited overtime.

MOTOR VEHICLE RECORD CHECK
The Human Resources Department will check

violations within the previous one year will
disqualify an applicant from continuing in the testing

ORAL EXAMINATION
All qualified applicants who submit a resume by the
deadline date will be required to appear before an
oral examination panel consisting of a minimum of
three people who have expertise in the areas being
tested. An individual must receive a minimum
average score of sixty points out of one hundred to
achieve a passing score on the oral examination. The
top applicants, as ranked by their scores on the oral
examination, will be the individuals placed on the
certified list. Applicants who qualify as outlined and
are full time regular employees of the City of
Waterloo shall have one additional point per full year
of employment up to a maximum of five points
added to their final score. Honorably discharged
men and women from the military or naval forces of
the United States who qualify per provisions of
Chapter 35 of the Code of Iowa and who are
citizens and residents of the State of Iowa shall have
five additional points added to their final score upon
submission of their DD214 or ten points added if
they were awarded a Purple Heart or have a service

CLIMBING EXAMINATION
An applicant who is appointed to the position will be

days of appointment to the position. Failure to pass

The Civil Service List for Facilities Services Specialist -Culture & Arts was presented for approval. The Human
Resources Committee approved beginning the Civil Service process on 5/12/14 and the Civil Service Commission
approved the job description and testing criteria on 6/12/14. This is a new classification as part of the
reorganization of Culture & Arts. The position was advertised in the Courier, posted on the City website and cable
channel and a notice sent to the agencies, organizations and individuals on the Affirmative Action list and in all
City departments. We received 16 resumes and 7 candidates were invited to interview. Panel members were
Marilyn DeKoster-Center for the Arts Board, Carrie Gleason -Culture & Arts and Cheryl Huddleston-Human
Resources. One candidate did not show for the interview, 4 cancelled and 1 withdrew due to the pay rate. The

ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Technical position, under the general direction of
the Building Official, responsible for performing
complex inspections of electrical systems,
plumbing, HVAC, building, life safety, fire
sprinkler and fire alarm systems in compliance with
construction and fire codes to ensure fire safety, life
safety and health for commercial properties and
housing in the City of Waterloo. No supervisory
responsibility. Essential functions include but are
not limited to the following: uses knowledge of
building materials, construction methods and codes
to advise architects/design professionals, property
owners and others on code minimum requirements;
assists and advises citizens and building contractors
by answering questions concerning the installation
and repair of electrical, plumbing, HVAC, building,
life .safety, fire sprinkler and alarm systems;
investigates complaints regarding violations of City
life safety codes, identifies code deficiencies and
informs property owner of deficiencies in a clear,
concise and punctual manner; gives technical advice
to other municipal inspectors on life safety code
issues; uses historical building codes in correlation
with current construction practices as appropriate to
assess plumbing, electrical, sprinkler, fire alarm and
mechanical systems and makes recommendations for
improving life safety through the application of
applicable codes and ordinances; inspects
construction sites for compliance with life safety

experience and training: Bachelor's Degree in
construction technology, structural or architectural
engineering, architecture or related field and
minimum three years experience in plan review or
inspection or Associate's Degree in building
inspection or closely related field with minimum
five years experience in plan review or inspection
or high school diploma/GED with minimum ten
years experience in construction and five years
experience in plan review or inspection or any
equivalent combination of education and experience
that provides the knowledge, skills and abilities
necessary to effectively perform the essential
functions of the position; must obtain ICC
certification as Fire Inspector within one year of
appointment and must obtain any other two ICC
certifications within two years. Iowa Driver's License
and good driving record based on City of Waterloo
driver performance criteria. Required knowledge
and abilities include but are not limited to the
following: considerable knowledge of standard
practices in all phases of the building construction;
familiarity with hazardous materials use and storage

EXAMINATION INFORMATION
Qualified applicants who apply by the deadline date
will be required to appear before an oral examination
panel consisting of a minimum of three people who
have expertise in the areas being tested. An
individual must receive a minimum average score of
sixty points out of one hundred to achieve a passing
score on the oral examination. The top applicants, as
ranked by their scores on the oral examination will be
the individuals placed on the certified list.
Applicants who qualify as outlined and are full time
regular employees of the City of Waterloo shall have
one additional point per full year of employment up
to a maximum of five points added to their final
score. Honorably discharged men and women from
the military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the State
of Iowa shall have five additional points added to
their final score upon submission of their DD214 or
ten points added if they were awarded a Purple Heart
or have a service connected disability.

The following physical abilities are required with or

MISCELLANEOUS

Under the general direction of the Education
Coordinator, responsible for oversight and
management of daily operations of Youth Pavilion
facilities at the Waterloo Center for the Arts
including but not limited to supervision of Youth
Gallery exhibitions and programs. Supervises paid
and volunteer docents and education assistants.
Essential functions include but are not limited to
the following: opens and secures youth gallery
exhibitions and facilities; supervises overall
operations of youth galleries; monitors and
maintains inventory of exhibition supplies; ensures
that exhibition consumables are restocked;

EXAMINATION INFORMATION
Qualified applicants who apply by the deadline date

sixty points out of one hundred to achieve a passing
score on the oral examination. The top applicants, as
ranked by their scores on the oral examination will be

who qualify as outlined and are full time regular

additional point per full year of employment up to a

Courier, posted on the City website and cable channel and a notice sent to the agencies, organizations and individuals on
the Affirmative Action list and in all City departments. We received 43 resumes and 18 candidates were invited to take
an equipment test. Two cancelled, 2 did not pass the test, 2 did not show for the interview and 1 did not have his CDL.
The remaining candidates were interviewed by Matt Vlasak-Traffic Operations, Tony Pauley-Street Dept and Cheryl

certifications and now must have Associates Degree with five years experience (before could have AA with 3 years

scores on the interview, will be the individuals placed
on the certified list. Applicants who qualify as
outlined and are full time regular employees of the

the duties of the Building Manager and the previously contracted and part time events position. The position was
advertised in the Courier, posted on the City website and cable channel and a notice sent to the agencies,
organizations and individuals on the Affirmative Action list and in all City departments. We received 23 resumes
and 11 candidates were invited to interview. Aaron Buzza from the Convention & Visitors Bureau, Laura

The job description and testing criteria for Fire Lieutenant was presented for approval. This is a promotional
position that was approved by the Human Resources Committee on 6/9/14. There are not any changes in the job
description and testing criteria except we are using a different written test and the passing score for this test has
been increase from 60% to 65%. Moved by Blitsch, seconded by Haskins to approve the job description and

OTHER BUSINESS
The City has agreed to try mediation to settle issues involving the employee terminated due to performance and
misconduct issues so, if the mediation is successful, there may not be a hearing before the Civil Service
Commission.

All qualified candidates who apply by the deadline
date will be required to appear before an oral
examination panel consisting of a minimum of three
police officers, one each at the rank of captain,
sergeant and police officer from the Waterloo Police
Department. The City of Waterloo reserves the right to
add additional panel members. A candidate must
receive a minimum average score of sixty points out of
one hundred to achieve a passing score on the oral
examination. Rating sheets as completed by the
panelists will be collected at the end of each day's
interviews and compiled for ranking when the entire
process has been completed. Any panelist wishing to
change a score must do so on the day the interview is
conducted. All score changes must be initialed. The
top applicants, as ranked by their scores on the oral
examination, will be the individuals placed on the
certified list. A staff member from the Human
Resources Department will monitor the interviews.

ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Management position under the general direction of a
Division Captain responsible for assisting in the
direction, control, supervision, planning, organization
and review of the activities of a designated area. An
illustrative list of essential functions and physical
abilities are listed in the job description.
Acceptable experience and training: minimum
one year of service at the rank of sergeant with the
Waterloo Police Department by deadline for
submission of resume; experience, training and
education in management, supervision and other
technical areas of law enforcement; Iowa Driver's
License and good driving record based on City of
Waterloo driver performance criteria. Required
knowledge and abilities include but are not
limited to the following: knowledge of modem
police administration methods, modem police
procedures and technology and department and City
rules, regulations, guidelines and policies; ability to
exercise independent judgement and initiative; ability
to provide leadership, supervise and train assigned
personnel; knowledge of Federal and State laws,
local ordinances and Federal and State court
decisions pertaining to law enforcement; ability to
prepare and present effective oral and written
information and reports relating to police activities;
ability to establish and maintain accurate records
relating to police services; ability to establish and
maintain effective working relationships with public
officials, supervisors, coworkers and the general
public; ability to work with people from a broad
variety of social, economic, racial, ethnic and
educational backgrounds.
EXAMINATION INFORMATION
All qualified employees who apply by the deadline
date will be required to appear before an oral
examination panel consisting of a minimum of three
police officers, one each at the rank of captain,
lieutenant and police officer from the Waterloo
Police Department. The City of Waterloo reserves
the right to add additional panel members. A
candidate must receive a minimum average score of
sixty points out of one hundred to achieve a passing
score on the oral examination. Rating sheets as
completed by the panelists will be collected at the
end of each day's interviews and compiled for
ranking when the entire process has been completed.
Any panelist wishing to change a score must do so
on the day the interview is conducted. All score
changes must be initialed. The top candidates, as
ranked by their scores on the oral examination will be
the individuals placed on the certified lists. A staff
member from the Human Resources Department will
monitor the interviews.

GENERAL DESCRIPTION OF DUTIES
Management position responsible for assisting in the direction, control, supervision, planning, organization and
review of the activities of a designated area. Duties include but are not limited to the following: enforces rules,
regulations, orders, policies and procedures of the City and Police Department as they relate to assigned area;
reviews actions of subordinate personnel and utilizes approved procedures in matters calling for commendation,
disciplinary action or personnel evaluation and directs them toward maximum department productivity;
coordinates the activities of an assigned area of responsibility with all other department divisions to insure
maximum cooperation and effectiveness; prepares oral and written reports relating to area of responsibility and
makes oral presentations at the direction of supervisor; meets and works with community groups and individuals to
solve problems or potential problems and to foster good police community relations; develops and maintains
knowledge of Federal and State laws and City ordinances as they relate to assigned area; keeps up-to-date on
training needs of assigned personnel and reports these needs with suggestions for implementation to supervisor;
other duties as assigned. The work is performed under the general direction of a Division Captain but considerable
leeway is granted for the exercise of independent judgement and initiative. May assume responsibility for
operational section in the absence of supervisor. May supervise up to thirty officers.

continuing employment status may be
reviewed for the following: four or more
moving violations within the previous three
years, three or more moving violations
within the previous one year or loss of
license or conviction for OWI, reckless
driving or other major moving violation; two
or more at -fault accidents within a three-year
period while driving on City business; a
combination of three or more at -fault or not -
at -fault accidents within a three-year period.
Driving record will be reviewed at least
annually.

WORK SCHEDULE
Assigned shift may be any of the following:
6:45 a.m.-3:15 p.m.
2:45 p.m.-11:15 p.m.
10:45 p.m.-7:15 a.m.
8:00 a.m.-5:00 p.m. or as assigned by Police
Chief. If working Monday -Friday day shift, will have
one hour unpaid lunch break.
May work weekends, holidays and overtime as
assigned, scheduled or needed. If assigned to a
special task force or special unit, actual work
schedule may vary from regularly assigned shift
hours. May be required to work on call. Must be
available during emergencies and to attend meetings
and court as required.
