UNFINISHED BUSINESS
The Civil Service List for Preparator/Technician — Culture & Arts was presented for approval. The
Human Resources Committee approved beginning the Civil Service process on 12/9/13 and the
Civil Service Commission approved the job description and testing criteria on 1/13/14. There is a
vacancy due to a termination. The position was advertised in the Courier, posted on the City
website and cable channel and a notice sent to the agencies, organizations and individuals on the
Affirmative Action list and in all City departments. We received 11 resumes and 5 candidates were
invited to interview. Marilyn DeKoster from the Center for the Arts Board, Chawne Paige from
Culture & Arts and Cheryl Huddleston from Human Resources conducted the interviews. Two
candidates cancelled their interview. The Civil Service List has 3 white males. Moved by Culp,
seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for
appointment to the position of Preparator/Technician for the City of Waterloo, Iowa Center for the
Arts. Appointment(s) shall be made from this list for the next year (March 7, 2014 — March 6,

Equipment Operator II -Street Dept
Approved by Civil Service on 11/22/13 and by Human Resources Committee on 12/9/13;
resumes have been reviewed and we will be scheduling 10 candidates for equipment testing as
soon as the weather cooperates.
Graphic Designer/Digital Arts Manager -Culture & Arts
Approved by Human Resources Committee on 12/9/13 and by Civil Service on 1/13/14.
Advertised in the Courier, on the City website and cable channel, sent notices to the individuals
and organizations on the Affirmative Action List and posted a notice in all City departments.
Ten candidates have been invited to interview on 3/24-25/14.
NEW BUSINESS
The job description and testing criteria for Events Coordinator - Culture & Arts was presented for
approval. The position was approved by the Human Resources Committee on 2/17/14. In the
past, this was a contracted position and then a part time non -Civil Service position. It initially
replaced the Public Programs Coordinator position. This is a completely new job description as
part of the reorganization of the Culture & Arts Department. Moved by Luce, seconded by Culp
to approve the job description and testing criteria for Events Coordinator - Culture & Arts.
Motion carried.
A revised job description for Mechanic — Street Department was presented for approval. There
was confusion about this position due to the way the description was initially written. The
description was rewritten to delineate the street mechanic from the garage mechanic and it will
be posted internally to allow possible transfer of another mechanic to this job assignment.
Moved by Culp, seconded by Luce to approve the revised job description and testing criteria for
Mechanic — Street Department. Motion carried.
OTHER BUSINESS
This is Tim Luce's fmal meeting. A new Civil Service Commissioner has been appointed —
Barry Haskins, who worked in the City of Cedar Falls Human Resources Department for many
years. His appointment is effective 4/1/14.
The Commissioners thanked Tim for his tireless efforts on behalf of the Waterloo Civil Service
Commission.

LEISURE SERVICES
ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Under the general direction of the City Forester,
performs a variety of skilled forestry tasks such as
trimming, pruning, applying chemicals, planting and
removing trees and shrubs along City streets, in City
Parks and on other public property. Essential
functions include but are not limited to the
following: operates hydraulic aerial lift, log loader
and other equipment used in planting, trimming,
pruning and removing trees and stumps; removes
dead, broken, misshapen and undesired branches
using saws and other tools; lowers branches and
limbs to the ground with ropes; removes
overhanging branches and split or broken limbs
after storms; prunes to improve visibility at street
intersections and traffic sign locations; climbs trees
using ropes and climbing equipment to prune and
remove trees; sharpens tools and cares for ropes and
safety equipment; participates in department
preventive maintenance program for vehicles and
equipment; participates in application of pesticides
and other chemicals in the care of trees; operates
trucks and other automotive equipment; assists park
maintenance crews with mowing and snow removal
as needed; responds to questions from the public
concerning tree trimming and planting; directs the
work activities of part time and seasonal workers as
assigned; workload varies and may be repetitive;
works independently and with others with minimum
supervision; works outside in all weather
conditions; works around moving mechanical
equipment and electrical wires; work environment

abilities necessary to perform the work; Iowa
Driver's License and good driving record based on
City of Waterloo driver performance criteria; Iowa
Class A Commercial driver's license required by
the end of 120-day probation period; obtain and
maintain ACRT Line Clearance Tree Trimmer
Certification within 180 days of employment; must
pass tree -climbing test within 120 days of
employment; obtain and maintain an Iowa Pesticide
Applicator's License within 120 days of
employment. Required knowledge and abilities
include but are not limited to the following: basic
knowledge of tree trimming, treatment and removal
methods and techniques; knowledge of occupational
hazards and safety procedures of forestry work;
knowledge and skill in use and care of ropes, knots
and the tools and equipment commonly used in tree
care and removal operations; ability to operate a
truck with hydraulic boom and grapple loader;
ability to work from aerial lift, sometimes during
windy or other unfavorable weather; basic
knowledge of rigging methods and use and
maintenance of tools and equipment of the trade;
ability to supervise seasonal and Park Maintenance I
employees; ability to operate machines such as
grapple, aerial lift, tree spade, stump grinder,
chipper, dump truck, chainsaw, loppers, shovel,
trimming shears; ability to respond to questions and
comments from members of the public tactfully and
politely in a clear, concise and easily understandable
manner; ability to communicate effectively and
maintain working relationships with other City
employees, supervisors and the public; ability to
work with people from a broad variety of social,
economic, racial, ethnic and educational
backgrounds. Following a conditional offer of
employment, a physical exam and drug test is
required. Subject to Department of Transportation
drug and alcohol testing requirements. Must comply
with City of Waterloo Residency Policy for Critical
Employees (must live within ten -mile radius of
Waterloo City Hall). Will be given a reasonable
period of time to satisfy this requirement as
determined by the department head.
MOTOR VEHICLE RECORD CHECK
The Human Resources Department will check
driving records of applicants through the Iowa
Department of Transportation. Loss of license for
OWI, reckless driving or other major moving
violation within the previous five years, four or more
citations for moving violations within the previous
three years or three or more citations for moving
violations within the previous one year will
disqualify an applicant from continuing in the testing
process.
ORAL EXAIVIINATION
All qualified applicants who submit a resume by the
deadline date will be required to appear before an
oral examination panel consisting of a minimum of
three people who have expertise in the areas being
tested. An individual must receive a minimum
average score of sixty points out of one hundred to
achieve a passing score on the oral examination. The
top applicants, as ranked by their scores on the oral
examination, will be the individuals placed on the
certified list. Applicants who qualify as outlined and
are full time regular employees of the City of
Waterloo shall have one additional point per full year
of employment up to a maximum of five points
added to their final score. Honorably discharged
men and women from the military or naval forces of
the United States who qualify per provisions of
Chapter 35 of the Code of Iowa and who are
citizens and residents of the State of Iowa shall have
five additional points added to their final score upon
submission of their DD214 or ten points added if
they were awarded a Purple Heart or have a service
connected disability. Employment is contingent on
passing a post job offer physical examination
including a drug test and possession of a good
driving record. Failure to pass the physical or drug
test will result in withdrawal of the employment
offer.
CLIMBING EXAMINATION
An applicant who is appointed to the position will be
required to participate in a climbing test that will test
skills in climbing trees with a rope and saddle. The
City Forester will judge the climbing test. This
examination will be graded on a pass/fail basis. An
individual must pass this examination within 120
days of appointment to the position. Failure to pass
the climbing examination will result in termination.
TESTING DATE
All qualified candidates who apply by the deadline
date will be notified of the time, place and date of the
oral examination.

GENERAL STATEMENT OF DUTIES
Performs a variety of skilled forestry tasks such as trimming, pruning, applying chemicals, planting and removing

be considered for employment: loss of license
for any reason during the period of candidacy
for employment, if the candidate remains
without a valid, current license for the
position when the City issues an offer of

plea of no contest or its equivalent or
conviction for OWI, reckless driving or other
major moving violation within the previous
five years; four or more citations for moving
violations within the previous three-year
period, excluding speeding violations of 10
mph or less over the posted speed limit; three
or more citations for moving violations
within the previous one-year period. After
appointment to the position, disciplinary
action or continuing employment status may
be reviewed for the following: four or more
moving violations within the previous three
years, three or more moving violations within
the previous one year or loss of license or
conviction for OWI, reckless driving or other
major moving violation within the previous
five years; two or more at -fault accidents
within a three-year period while driving on
City business; a combination of three or more
at -fault or not -at -fault accidents within a
three-year period. An applicant's driving
record will be reviewed prior to an offer of
employment and at least annually after hire.
3. Obtain and maintain ACRT Line Clearance
Tree Trimmer Certification within 180 days
of employment. Failure to obtain and
maintain this license will result in
disciplinary action up to and including
termination.
4. Must pass tree -climbing test within 120 days
of employment. Failure to pass this test will
result in termination.
5. Obtain and maintain an Iowa Pesticide
Applicator's License within 120 days of
employment. Failure to obtain and maintain
this license will result in disciplinary action
up to and including termination.
ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without reasonable accommodation.
1. Sufficient strength to perform assigned tasks
(lifting branches and logs up to 300 pounds
with weight distributed among crew
members).
2. Sufficient strength to climb trees and perform
work at heights up to 50 feet using only a
safety rope.
3. Sufficient speech and hearing that permits the
employee to communicate effectively with
other workers in person or over a radio, and
to safely operate equipment, often along busy
streets.
4. Sufficient depth perception, distance and
peripheral vision to safely operate vehicles
and equipment in all weather conditions;
sufficient color vision to identify dead or
diseased foliage; sufficient dexterity to safely
operate powered and manual forestry tools
and equipment; sufficient hearing to
understand verbal instructions, respond to
questions from the public, diagnose
equipment malfunctions and hear
approaching traffic.
5. Sufficient personal mobility that permits the
employee to safely operate a variety of
motorized and manual park and forestry
equipment in all types of weather.
MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, hearing
protection, hardhat, gloves, safety vest,
protective clothing and respirator.
2. After CDL license is obtained, subject to
Department of Transportation requirements
including pre -employment, post -accident,
reasonable suspicion, random and return-to-
duty/follow-up alcohol and drug testing.
3. Must comply with City of Waterloo
Residency Policy for Critical Employees
(must live within ten -mile radius of Waterloo
City Hall). Will be given a reasonable period
of time to satisfy this requirement as
determined by the department head.
4. Following a conditional offer of employment,
the City of Waterloo requires a physical
examination including a drug test by a
physician of the City's choice to determine if
an applicant is capable of performing the
essential functions of the position. Failure to
pass the physical exam and drug test will
result in withdrawal of the employment offer.
5. The City of Waterloo will conduct a
background investigation including
employment and criminal history checks on

6. Must submit to Civil Service examination

WORK SCHEDULE
Will generally work Monday -Friday 7:00 a.m.-3:30
p.m. with a half-hour unpaid lunch. May be required
to report during emergency situations or work
overtime during/after damaging storms. May be
required to assist Street Department with snow
removal.

EQUIPMENT OPERATOR I
STREET DEPARTMENT
ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Under the general direction of the Operations
Supervisor and a Street Foreman, performs semi-
skilled construction, street maintenance and labor
functions. Essential functions include but are not
limited to the following: performs routine street
repairs such as pot hole patching, oiling, shoveling
and raking asphalt, finishing concrete, setting
concrete forms, directing traffic and erecting
barricades; assists in preparation for winter by
erecting snow fence, putting chains on tires and
plows on trucks; assists in loading, hauling and
plowing snow and operating sand/salt trucks during
snow emergencies up to sixteen hours a day;
participates in emergency storm damage clean up;
fills and sets sandbags, erects barricades and assists
in monitoring flood pumps during flood emergencies;
cleans ditches of brush with weed trimming
equipment or chain saw; performs bridge
maintenance at heights of up to fifty feet; washes
vehicles, changes tires, repairs, cleans and paints City
buildings; assists mechanics as needed; works in busy
traffic areas, operating street maintenance vehicle or
on foot; performs street maintenance and repairs in
trenches and on uneven ground; operates heavy duty
and rough -riding vehicles and equipment; lifts and
carries items weighing up to one hundred pounds
with assistance as needed; works outside in all
weather conditions; works near moving vehicles and
equipment and around mechanical hazards; operates
equipment and tools that cause vibration; noise level
is loud; atmosphere may contain dust and traffic
fumes; visibility might be poor; performs work of a
repetitive nature and varied workload pace; works
independently and with others with minimum
supervision; attends work regularly at the designated
place and time; performs all work duties and
activities in accordance with City policies,
procedures and OSHA, City and Street Department
safety rules and regulations; performs all other related

year street construction experience in all types of

wide variety of hand tools found in street
construction and maintenance or any equivalent

good driving record based on City of Waterloo driver
performance criteria; may be required to obtain and
maintain Pesticide Applicator's License. Must
comply with City of Waterloo Residency Policy for
Critical Employees (physically reside within ten -mile
radius of Waterloo City Hall -will be given reasonable
compliance period as determined by department
head). Must maintain a local telephone number in
order to be contacted during emergencies. Required
knowledge and abilities include but are not
limited to the following: knowledge of traffic and
safety rules; knowledge of occupational hazards
associated with and the safety precautions necessary
when working in busy traffic areas or extreme
weather conditions; ability to read street signs,
chemical hazard labels and written directions of
supervisors; ability to safely operate a dump truck,
snowplow, sand/salt truck, concrete saw, air
hammer and other power tools; ability to work alone
when operating snow removal equipment; ability to
complete daily work sheets; ability to complete
assigned work projects without direct supervision;
ability to respond to questions and comments from
members of the public tactfully and politely; ability
to communicate effectively and maintain working
relationships with other City employees, supervisors
and the public; ability to work with people from a
broad variety of social, economic, racial, ethnic and

examination. This will be a pass/fail test. City of
Waterloo regular employees who presently hold a
Class A or B Commercial Driver's License as a
requirement for their job will not be required to
participate in the equipment examination.

GENERAL STATEMENT OF DUTIES
Performs semi -skilled construction, street maintenance and labor functions such as pot hole patching, oiling,
shoveling and raking asphalt, finishing concrete, setting concrete forms, directing traffic, erecting barricades,
loading, hauling and plowing snow. The work is performed under the general direction of the Operations
Supervisor and a Street Foreman. No supervisory responsibilities.

Performs routine street repairs such as pot

snow fence, putting chains on tires and plows

5. Fills and sets sandbags, erects barricades and
assists in monitoring flood pumps during

ACCEPTABLE EXPERIENCE & TRAINING
1. High school graduate/GED.
2. Minimum one year related street construction
experience in all types of weather conditions
and knowledge of the use of a wide variety of
hand tools found in street construction and
maintenance work

Any equivalent combination of education and
experience that provides the knowledge,
skills and abilities necessary to perform the

3. Iowa Class A or B Commercial Driver's
License by equipment testing date and good
driving record based on City of Waterloo
driver performance criteria. A candidate with

without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty,

MISCELLANEOUS

Residency Policy for Critical Employees
(physically reside within ten -mile radius of
Waterloo City Hall -will be given reasonable
compliance period as determined by

during emergencies.

WORK SCHEDULE
Will be assigned a shift that is 7:00 a.m.-3:00 p.m. or

generally work Monday through Friday with twenty -
minute paid lunch. Will be required to respond to
emergency calls on weekends, evenings and
holidays. There may be significant overtime during
severe snow emergencies or flooding.
Employees hired in this job classification may be
cross -utilized in other City departments in
emergency and non -emergency situations as
determined by the workload. Consequently,
hours of work, including starting and ending
times, work schedule, rest periods, work duties
etc. will vary depending on the department to

ACCEPTABLE EXPERIENCE & TRAINING
1. Bachelor's Degree in urban forestry or
closely related field with a minimum of one
summer as an intern in urban forest
management
OR
Associates Degree in forestry with a
minimum of two years experience in urban
forest management
OR
High school graduate/GED with a minimum
of four years experience in urban forest
management
OR
Any equivalent combination of education
and experience that provides the knowledge,
skills and abilities necessary to perform the
work.
2. Iowa driver's license and good driving
record based on City of Waterloo driver
performance criteria. A candidate with any
of the following will not be considered for
employment: loss of license for any reason
during the period of candidacy for
employment, if the candidate remains
without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty,
plea of no contest or its equivalent or
conviction for OWI, reckless driving or
other major moving violation including
habitual violator within the previous five
year period; four or more citations for
moving violations within the previous three
year period excluding speeding violations of
ten mph or less over the posted speed
limit; three or more citations for moving

ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or

MISCELLANEOUS
1. The City of Waterloo will conduct a

WORK SCHEDULE
Generally 7:00 a.m. to 4:00 p.m. Monday through
Friday with a one hour unpaid lunch. Occasional
weekends, evenings and holidays. Must also be
available for department or City meetings that
require the attendance of the Forestry Specialist.
