Motion carried UNFINISHED BUSINESS The Civil Service List for Mechanic — Street Department was presented for approval. The Human Resources Committee approved beginning the Civil Service process on 9/23/13 and the Civil Service Commission approved the job description and testing criteria on 10/25/13. There is a vacancy due to the retirement of the Mechanic/Welder and the decision was made to replace the position with a Mechanic. The position was advertised in the Courier, posted on the City website and cable channel and a notice sent to the agencies, organizations and individuals on the Affirmative Action list and in all City departments. We received 10 resumes and 7 candidates were invited to interview. Tony Pauley from the Street Department, Rick Curran from Waste Management and Cheryl Huddleston from Human Resources conducted the interviews. One candidate cancelled his interview and three did not score high enough to pass the interview. The Civil Service List has 3 white males. Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certifi, the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Mechanic for the City of Waterloo, Iowa Street Department. Oversees and maintains a master event calendar, coordinates all aspects of events including contract negotiations with renters, event budgets and coordination, creates new events, recruits, hires and supervises facilities/event staff and manages volunteers. Manages beverage licenses and service at RiverLoop Expo Plaza, RiverLoop Amphitheatre and Waterloo Center for the Arts. Supervises paid and volunteer facilities maintenance employees. CIVIL SERVICE NOTICE CITY OF WATERLOO, IOWA OPEN EXANIINATION MECHANIC ESSENTIAL FUNCTIONS, KNOWLEDGE, EXPERIENCE & TRAINING SUMMARY Skilled technical position, under the general direction of the Public Works Director, responsible for maintenance and repair of up to seventy different types of vehicles owned by the City and operated by City employees. or Skilled, highly technical position under the general direction of the Public Works Director, responsible for repair and maintenance of over thirty-five fire rescue vehicles including several different makes and models of fire apparatus, ambulances, pickup trucks and passenger vehicles. or Skilled technical position under the general direction of the Public Works Director and directly supervised by the Street Department Operations Supervisor, responsible for the maintenance and repair of all snow and ice control equipment owned by the City and operated by City employees. Essential functions include but are not limited to the following: Central Garage Mechanic: performs routine preventive maintenance on a variety of large and small City vehicles and equipment; performs tire replacement/repair, fuel systems diagnosis/repair, brake repair, suspension systems repair, cooling systems repair, engine tune-up and repair, clutch/transmission replacement/repair, driveline repair and hydraulic systems diagnosis/repair; performs major overhaul on gasoline and diesel engines; performs mechanical duties in the shop or on the road, including responding to calls for service from employees at remote job sites; performs layout and fabrication of metal assemblies and weldments; performs design and creation of jigs to aid in fabrication of parts; works outside in all weather conditions. Fire Rescue Mechanic: repairs gasoline and diesel engines, transmissions and drive trains; traces and repairs automotive electrical failures; repairs radiators, cleans and overhauls carburetors and replaces fuel pumps; repairs hydraulic pumps and lines; replaces or repairs major components of fire apparatus high volume centrifugal water pumps; performs welding/cutting, as needed; maintains accurate records of all parts and equipment purchases and logs of all maintenance and repairs; may assist with writing specifications for purchase of new fire and medical apparatus; purchases parts for repair and maintenance. Street Department Mechanic: performs preventive maintenance and makes necessary repairs on a variety of snow emergency equipment; maintains salt boxes, spinners, conveyors and other related components; repairs, replaces and modifies -plows andmoldboardsand cutting edges on a variety of snow emergency equipment; inspects, services and repairs all snow emergency equipment pre -season and post -season; performs repairs on chassis -mounted hydraulic systems that support standard operation of snow emergency equipment; performs layout and fabrication of metal assemblies and weldments; performs design and creation of jigs to aid in the fabrication of parts; maintains accurate maintenance records on all equipment; maintains an adequate repair parts inventory to support emergency operations; may be required to perform repairs on other related items as the department needs. MECHANIC NOTICE 14 March 2014 MECHANIC DEPARTMENT SALARY FLSA CIVIL SERVICE BARGAINING UNIT GARAGE or STREET $24.52 after 4-month probation NON-EXEMPT INCLUDED MUNICIPAL EMPLOYEES LOCAL 353 GENERAL STATEMENT OF DUTIES Skilled technical position, responsible for the maintenance and repair of up to seventy different types of vehicles owned by the City and operated by City employees. The work is performed under the general direction of the Public Works Director, but considerable leeway is granted for independent judgment. or Skilled, highly technical position, responsible for repair and maintenance of over thirty-five fire rescue vehicles including several different makes and models of fire apparatus, ambulances, pickup trucks and passenger vehicles. Repair assignments and priorities will often come from the Fire Rescue Department. or Skilled technical position, responsible for the maintenance and repair of all snow and ice control equipment owned by the City and operated by City employees. EXAMPLES OF ESSENTIAL FUNCTIONS (Illustrative Only) These functions are considered essential for successful performance in this job classification. Garage Mechanic 1. Performs routine preventive maintenance on a variety of large and small City vehicles and equipment. 2. Performs tire replacement/repair, fuel systems diagnosis/repair, brake repair, suspension systems repair, cooling systems repair, engine tune-up and repair, clutch/transmission replacement/repair, driveline repair and hydraulic systems diagnosis/repair. 3. Performs major overhaul on gasoline and diesel engines. 4. Performs layout and fabrication of metal assemblies and weldments. 5. Performs design and creation of jigs to aid in the fabrication of parts. 6. Performs mechanical duties in the shop or on the road, including responding to calls for service from employees at remote job sites. 7. Works outside in all weather conditions. Fire Rescue Mechanic 1. Repairs gasoline and diesel engines, transmissions and drive trains. 2. Traces and repairs automotive electrical failures. 3. Repairs radiators, cleans and overhauls carburetors and replaces fuel pumps. 4. Repairs hydraulic pumps and lines. 5. Replaces or repairs major components of fire apparatus high volume centrifugal water pumps. 6. Performs welding/cutting, as needed. 7. Maintains accurate records of all parts and equipment purchases and Togs of all maintenance and repairs. 8. May assist with writing specifications for purchase of new fire and medical apparatus. 9. Purchases parts for repair and maintenance of fire vehicles. Street Mechanic 1. Performs preventive maintenance and makes necessary repairs on a variety of snow emergency equipment; maintains salt boxes, spinners, conveyors and other related components. 2. Repairs, replaces and modifies plows and moldboards and cutting edges on a variety of snow emergency equipment. 3. Inspects, services and repairs emergency equipment pre -season season. all snow and post- 4. Performs repairs on chassis -mounted hydraulic systems that support standard operation of snow emergency equipment. 5. Performs layout and fabrication of metal assemblies and weldments. 6. Performs design and creation of jigs to aid in the fabrication of parts. 7. Maintains accurate maintenance records on all equipment. 8. Maintains an adequate repair parts inventory to support emergency operations. 9. May be required to perform repairs on other related items as the department needs. All Mechanics 1. Lifts, moves, carries, pushes and pulls objects weighing up to one hundred pounds with assistance, as needed. 2. Works near and around mechanical, hydraulic and electrical hazards; atmosphere may contain dust; environment may be hot/cold, noisy, low visibility, slippery surfaces, dirty/oily/greasy; there may be unfavorable natural ventilation and mobility may be limited. 3. Ability to work with people from a broad variety of social, economic, racial, ethnic and educational backgrounds. ACCEPTABLE EXPERIENCE & TRAINING 1. Associate's Degree in car or truck mechanics with minimum two years experience in major repair of vehicles Attends work regularly at the designated place and time. 6. Performs all work duties and activities in accordance with City policies, procedures and OSHA, City, Street and Garage safety rules and regulations. 7. Performs all other related duties as assigned. REOUTRED KNOWLEDGE & ABILITIES 1. Working knowledge of engines, drive trains, or Technical school graduate with a diploma in automotive mechanics and minimum three years experience as defined or High school graduate/GED with minimum four years experience as defined. 2. Work experience must be verifiable with a dealership, private repair facility, truck stop/service center, construction company, governmental agency/school system or other legitimate business. 3. Must possess or obtain an Iowa Class A or B Commercial Drivers' License (CDL) without air brake restriction and with tank and combination endorsements within 120 days of employment. Good driving record based on City of Waterloo driver performance criteria. A candidate with any of the following will not be considered for employment: loss of license for any reason during the period of candidacy for employment, if the candidate remains without a valid, current license for the position when the City issues an offer of employment; loss of license, plea of guilty, plea of no contest or its equivalent or conviction for OWI, reckless driving or other major moving violation within the previous five years; four or more citations for moving violations within the previous three-year period, excluding speeding violations of 10 mph or less over the posted speed limit; three or more citations for moving violations within the previous one-year period.
