UNFINISHED BUSINESS
The Civil Service List for Mechanic — Street Department was presented for approval. The Human Resources Committee
approved beginning the Civil Service process on 9/23/13 and the Civil Service Commission approved the job description and
testing criteria on 10/25/13. There is a vacancy due to the retirement of the Mechanic/Welder and the decision was made to
replace the position with a Mechanic. The position was advertised in the Courier, posted on the City website and cable
channel and a notice sent to the agencies, organizations and individuals on the Affirmative Action list and in all City
departments. We received 10 resumes and 7 candidates were invited to interview. Tony Pauley from the Street Department,
Rick Curran from Waste Management and Cheryl Huddleston from Human Resources conducted the interviews. One
candidate cancelled his interview and three did not score high enough to pass the interview. The Civil Service List has 3
white males. Moved by Luce, seconded by Blitsch:

examination process as set forth by the Civil Service Commission for the appointment to the position of Mechanic for the

Approved by Civil Service on 11/22/13 and by Human Resources Committee on 12/9/13; advertised in the Courier, on
the City website and cable channel, a notice was sent to the agencies, organizations and individuals on the Affirmative
Action List and posted in all City Departments; received 31 resumes and will begin reviewing soon and scheduling
testing.

The job description and testing criteria for Graphic Designer/Digital Arts Manager - Culture & Arts was presented for
approval. The position was approved by the Human Resources Committee on 12/9/13. There is a vacancy due to a
promotion. This is a completely revised job description. Moved by Blitsch, seconded by Culp to approve the job
description and testing criteria for Graphic Designer/Digital Arts Manager - Culture & Arts. Motion carried.

ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Professional position under the direction of the Culture &
Arts Director responsible for marketing and managing
meeting/event facilities and services for the Waterloo
Center for the Arts, RiverLoop Amphitheatre and
RiverLoop Expo Plaza. Oversees and maintains a master
event calendar, coordinates all aspects of events including
contract negotiations with renters, event budgets and
coordination, creates new events, recruits, hires and
supervises facilities/event staff and manages volunteers.
Manages beverage licenses and service at RiverLoop
Expo Plaza, RiverLoop Amphitheatre and Waterloo
Center for the Arts. Supervises paid and volunteer
facilities maintenance employees. Essential functions
include but are not limited to the following: coordinates
all aspects of event planning including arrangements for
staffing, equipment (tents, lighting, sound, stage, tables,
chairs, parking, additional toilet facilities), beverage and
alcohol sales, insurance and licenses, safety and security,
waste removal and clean-up, entertainment and food
vendors; collects all event revenues from space rentals,
service/equipment fees, alcohol sales and event
admissions; manages petty cash and cash drawers;
completes appropriate forms to record and document
monies received and deposits made on behalf of the
Waterloo Center for the Arts and RiverLoop Association,

and presents financial reports to the RiverLoop
Association Inc. and the City of Waterloo; working
closely with other WCA staff, develops ideas to creatively
promote events; actively promotes and markets the
Waterloo Center for the Arts and RiverLoop facilities and
services to a wide range of potential rentals; maintains a
master calendar of all events at the Waterloo Center for
the Arts and RiverLoop facilities and makes calendar
information available to other staff members; develops
and implements festivals, fairs, performances and other
events to produce revenues and maximize usage of
facilities; supervises the Building Manager and Assistant
Building Manager as well as other paid and volunteer
staff engaged in facilities maintenance, event set-
up/teardown and delivery of event services; assists in
supervising interns and volunteers as it relates to event
coordination; works closely with Center for the Arts staff
City of Waterloo Leisure Services, Building Maintenance
and other City departments to keep facilities properly
maintained; serves as staff liaison to Friends of the Arts
Center Board of Directors;- -works with —partnering
organizations on collaborative projects; assists in
organizing, implementing and promoting the annual arts
and crafts festival and other fund raising events;
prepares and presents written and verbal reports and
communications as requested by the Culture & Arts
Director; maintains favorable public relations with
organizations, institutions and the media regarding Center
for the Arts and RiverLoop events; participates in strategy
and planning related to Center for the Arts programs and
activities; attends training sessions related to events
marketing and programming; compiles data, prepares
reports, performs data entry and completes forms on
personal computer using the applicable software; may
assist with other Center for the Arts programs and
activities as needed and provides technical support to
other staff members; may be required to travel within the
United States by passenger vehicle or plane; works
independently and with others with minimum supervision;
attends work regularly at the designated place and time;
performs all work duties and activities in accordance with
City policies, procedures and City, OSHA and Center for

related duties as assigned. Acceptable experience and
training: Bachelor's Degree from an accredited college
or university in Marketing, Management, Public
Relations, Communications or a closely related field with
a minimum of one year professional experience in events
scheduling or coordination (volunteer experience, an
internship or other unpaid experience will be considered
if verifiable) or any equivalent combination of education
and experience that provides the knowledge, skills and
abilities necessary to perform the work; work experience
must be verifiable with an educational or cultural
institution or other agency or business; proficiency with
personal computer, word processing and experience using
a variety of communications, data and image management
software programs including QuickBooks and digital
scheduling software; experience with contracting as it
relates to event planning; experience with cash

Following a conditional offer of employment, the City of
Waterloo reserves the right to require a physical
examination, including a drug test, by a physician of the
City's choice to determine if an applicant is capable of
performing the essential functions of the position.
EXAMINATION INFORMATION
Qualified applicants who apply by the deadline date will
be required to appear before an oral examination panel
consisting of a minimum of three people who have
expertise in the areas being tested. An individual must
receive a minimum average score of sixty points out of
one hundred to achieve a passing score on the oral
examination. The top applicants, as ranked by their
scores on the oral examination will be the individuals
placed on the certified list. Applicants who qualify as
outlined and are full time regular employees of the City of
Waterloo shall have one additional point per full year of
employment up to a maximum of five points added to
their final score. Honorably discharged men and women
from the military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of Iowa
and who are citizens and residents of the State of Iowa
shall have five additional points added to their final score
upon submission of their DD214 or ten points added if
they were awarded a Purple Heart of have a service
connected disability.
ORAL EXAMINATION DATE

GENERAL STATEMENT OF DUTIES
Professional position responsible for marketing and managing meeting/event facilities and services for the Waterloo
Center for the Arts, RiverLoop Amphitheatre and RiverLoop Expo Plaza. Oversees and maintains a master event

WORK SCHEDULE
Generally 9:00 am to 6:00 pm Monday through Friday
with one hour unpaid lunch. Must also be available for
Center for the Arts or other City activities or meetings

the summer months.

Skilled technical position, under the general direction of
the Public Works Director, responsible for maintenance
and repair of up to seventy different types of vehicles
owned by the City and operated by City employees.

Skilled, highly technical position under the general
direction of the Public Works Director, responsible for
repair and maintenance of over thirty-five fire rescue
vehicles including several different makes and models of
fire apparatus, ambulances, pickup trucks and passenger
vehicles.

Skilled technical position under the general direction of
the Public Works Director and directly supervised by the
Street Department Operations Supervisor, responsible
for the maintenance and repair of all snow and ice
control equipment owned by the City and operated by
City employees.
Essential functions include but are not limited to the
following:
Central Garage Mechanic: performs routine preventive
maintenance on a variety of large and small City vehicles
and equipment; performs tire replacement/repair, fuel
systems diagnosis/repair, brake repair, suspension
systems repair, cooling systems repair, engine tune-up and
repair, clutch/transmission replacement/repair, driveline
repair and hydraulic systems diagnosis/repair; performs
major overhaul on gasoline and diesel engines; performs
mechanical duties in the shop or on the road, including
responding to calls for service from employees at remote
job sites; performs layout and fabrication of metal
assemblies and weldments; performs design and creation
of jigs to aid in fabrication of parts; works outside in all
weather conditions.
Fire Rescue Mechanic: repairs gasoline and diesel
engines, transmissions and drive trains; traces and
repairs automotive electrical failures; repairs radiators,
cleans and overhauls carburetors and replaces fuel
pumps; repairs hydraulic pumps and lines; replaces or
repairs major components of fire apparatus high volume
centrifugal water pumps; performs welding/cutting, as
needed; maintains accurate records of all parts and
equipment purchases and logs of all maintenance and
repairs; may assist with writing specifications for
purchase of new fire and medical apparatus; purchases
parts for repair and maintenance.
Street Department Mechanic: performs preventive
maintenance and makes necessary repairs on a variety of
snow emergency equipment; maintains salt boxes,
spinners, conveyors and other related components;
repairs, replaces and modifies -plows andmoldboardsand
cutting edges on a variety of snow emergency equipment;
inspects, services and repairs all snow emergency
equipment pre -season and post -season; performs repairs
on chassis -mounted hydraulic systems that support
standard operation of snow emergency equipment;
performs layout and fabrication of metal assemblies and
weldments; performs design and creation of jigs to aid in
the fabrication of parts; maintains accurate maintenance
records on all equipment; maintains an adequate repair
parts inventory to support emergency operations; may be
required to perform repairs on other related items as the
department needs.
All Mechanics: lifts, moves, carries, pushes and pulls
objects weighing up to one hundred pounds with
assistance, as needed; works near and around mechanical,
hydraulic and electrical hazards; atmosphere may contain
dust; environment may be hot/cold, noisy, low visibility,
slippery surfaces, dirty/oily/greasy; there may be
unfavorable natural ventilation and mobility may be
limited; works at different or repetitive workload paces;
works independently and with others with minimum
supervision; attends work regularly at the designated
place and time; performs all work duties and activities in
accordance with City policies, procedures and OSHA,
City, Street and Garage safety rules and regulations;
performs all other related duties as assigned.
Acceptable experience and training: Associate's
Degree in car or truck mechanics with minimum two
years experience in major repair of vehicles or technical
school graduate with a diploma in automotive mechanics
and minimum three years experience as defined or high
school graduate/GED with minimum four years
experience as defined; work experience must be verifiable
with a dealership, private repair facility, truck stop/service
center, construction company, governmental
agency/school system or other legitimate business; must
possess or obtain an Iowa Class A or B Commercial
Driver's License without air brake restriction and with
tank and combination endorsements within 120 days of
employment; good driving record based on City of
Waterloo driver performance criteria; must comply with
City of Waterloo Residency Policy for Critical Employees
(must live within ten -mile radius of Waterloo City Hall -
will be given reasonable compliance period as determined
by supervisor); must pass post job offer physical
examination, including a drug test. Required knowledge
and abilities include but are not limited to the
following: working knowledge of engines, drive trains,
chassis, cooling, electrical and hydraulic systems;
knowledge of properties and characteristics of metals
used for cutting, welding and forming objects; ability to
cut and join metal parts for fabrication and repair of
vehicles and equipment basic knowledge—of—bl
reading; knowledge of occupational hazards and the
safety precautions necessary in the maintenance and
repair of vehicles; ability to assess vehicle and equipment

ORAL EXAMINATION
All qualified candidates who apply by the deadline date
will be required to appear before an interview panel
consisting of a minimum of three people who have
expertise in the areas being tested. An individual must
receive a minimum average score of sixty points out of
one hundred to achieve a passing score on the interview.
The top applicants, as ranked by their scores on the
interview, will be the individuals placed on the certified
list. Applicants who qualify as outlined and are full time
regular employees of the City of Waterloo shall have one
additional point per full year of employment up to a

WORK SCHEDULE

7:00 a.m.-3:00 p.m. or 3:00 p.m.-11:00 p.m. Monday -
Friday with a twenty -minute paid lunch. Required to
