The Civil Service List for Fitness Specialist -Leisure Services was presented for approval. The Human Resources
Committee approved beginning the Civil Service process on 8/19/13 and the Civil Service Commission approved
the job description and testing criteria on 9/19/13. This is a new position as part of the addition of the SportsPlex
to Leisure Services. The position was advertised in the Courier, posted on the City website and cable channel and
a notice sent to the agencies, organizations and individuals on the Affirmative Action list and in all City
departments. We received 23 resumes and 7 candidates were invited to interview. Mark Gallagher, Bob Etringer
and Bill Bachman from Leisure Services and Cheryl Huddleston from Human Resources conducted the interviews.
One candidate did not show for the interview and 1 did not score high enough to pass the interview. The Civil

taking over animal control from the Humane Society. The position was advertised in the Courier, posted on the
City website and cable channel and a notice sent to the agencies, organizations and individuals on the Affirmative
Action list and in all City departments. We received 17 resumes and 5 candidates were invited to interview. Maria
Tiller from Waste Management Services, Gus Farmer from the Police Department and Cheryl Huddleston from
Human Resources conducted the interviews. One candidate cancelled their interview and 2 did not pass. The

Will be starting process over as an open position. Posted as promotional, received only 1 resume and he has
withdrawn from consideration.
Garage Mechanic
Approved by Human Resources on 9/23/13 and by Civil Service on 10/25/13. Vacancy due to retirement of
Mechanic/Welder. Advertised Courier, City website and cable, Affirmative Action list and posted in all City
departments. Received 10 resumes and will be scheduling interviews soon.
NEW BUSINESS
The job description and testing criteria for Equipment Operator II — Street Department was presented for
approval. We need to advertise as an open position since we did not have interest at the promotional level. We
still need to get Human Resources Committee approval. There are no changes in the job description and testing
criteria. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Equipment
Operator II -Street Department. Motion carried.

ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Professional position under the direction of the
Development/Marketing Manager responsible for the
design of all printed and electronic
promotional/informational material for the Waterloo
Center for the Arts and for management of digital arts
functions, programs and the digital arts studio. May
assist in supervising interns, instructors and
volunteers. Essential functions include but are not
limited to the following: develops, designs and
manages printed and electronic materials for the
promotion/marketing of events, exhibitions,
workshops and classes for the Waterloo Center for
the Arts such as brochures, announcements,
courseware, presentations, website, etc.; designs
interpretive materials for use in exhibitions and
educational programs; designs and manages the
Waterloo Center for the Arts website; manages and
maintains the Center's digital arts studio including
hardware, software and operations; manages and
maintains digital files to be utilized in a print and
electronic environment; collaborates with
Development/Marketing Manager to develop and
design advertisements for the Waterloo Center for
the Arts such as billboards, commercials,
print/electronic ads, etc.; collects or take photos for
use in promotional/informational material in a print
or electronic environment; designs building and
exhibition signage; assists with planning,
implementing and maintaining technology -based
exhibitions and interactives; works with partnering
organizations on collaborative projects; assists in
organizing, implementing and promoting the annual

Arts Director; maintains favorable public relations
with organizations, institutions, the media and

related to Center for the Arts programs and activities;
attends training sessions related to print and
electronic media and remains informed on new or
innovative methods; compiles data, prepares reports,

supervising interns, instructors and volunteers as it
relates to digital arts programs and the digital arts
studio; may assist with other Center for the Arts
programs and activities as needed and provides
technical support to other staff members; works
independently and with others with minimum
supervision; attends work regularly at the designated
place and time; performs all work duties and
activities in accordance with City policies,
procedures and City, OSHA and Center for the Arts
safety rules and regulations; performs all other related
duties as assigned. Acceptable experience and
training: Bachelor's Degree in graphic design or
graphic communications from an accredited college
or university with minimum one year experience in
graphic design for print and web or related field
(volunteer experience, an internship or other
verifiable unpaid experience is acceptable) or any
equivalent combination of education and experience
that provides the knowledge, skills and abilities
necessary to perform the work; experience using a
wide range of professional design and web
development software. Work experience must be
verifiable with an educational or cultural institution
or other agency or business. If using a City vehicle,
must have Iowa Driver's License and good driving
record based on the City of Waterloo driver
performance criteria. Required knowledge and
abilities include but are not limited to the
following: extensive knowledge of current methods
and techniques of graphic design and digital media;
sound working knowledge of Microsoft Office
software including Microsoft Word, Excel, Publisher,

Waterloo will conduct a background investigation

EXAMINATION INFORMATION
All qualified applicants who apply by the deadline
date will be required to appear before an oral
examination panel consisting of a minimum of three
people who have expertise in the areas being tested.
An individual must receive a minimum average score
of 60 points out of 100 to achieve a passing score on
the oral examination. The oral examination will be
worth 50% of the total score. Applicants who pass
the oral examination will be required to present a
portfolio of previous graphic design, digital art and
other electronic media or related work products. The
portfolio projects will be worth 50% of the total
score. The top applicants, as ranked by combining
50% of their score on the oral examination with 50%
of their score on the portfolio projects, will be the
individuals placed on the certified list. Applicants
who qualify as outlined and are full time regular
employees of the City of Waterloo shall have one
additional point per full year of employment up to a
maximum of five points added to their final score.
Honorably discharged men and women from the
military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the State
of Iowa shall have five additional points added to
their final score upon submission of their DD214 or
ten points added if they were awarded a Purple Heart
or have a service connected disability.
TESTING DATE
All qualified candidates who apply by the deadline
date will be notified of the time, place and date of the
oral examination and portfolio review.

GENERAL STATEMENT OF DUTIES
Professional position responsible for the design of all printed and electronic promotional/informational material for
the Waterloo Center for the Arts and for management of digital arts functions, programs and the digital arts studio.

Technical position under the direction of the
Curator responsible for assisting in the design,
coordination, construction, implementation and
maintenance of all exhibitions for the Waterloo
Center for the Arts including but not limited to
packing/crating and unpacking of art and exhibition
materials, pick-up and delivery of art/exhibitions,
general construction, maintenance and building
improvement projects, working with Curator,
Registrar, Education Coordinator and Youth
Pavilion Manager in planning, implementing and
maintaining infrastructure of exhibition and
interpretive programs and services. No supervisory
responsibilities. Essential functions include but
are not limited to the following: assists with
planning and implementing fabrication, installation,
deinstallation and storage of collections and
exhibitions; prepares galleries for installation of
artwork, including patching and painting walls,
removing or moving exhibit fixtures and replacing
displays, pedestals and mounts; directs fixtures to
illuminate displays and maintains gallery track
lighting systems; designs, constructs, finishes and
installs pedestals, casework, shelving, mounts,
framing, crates and other physical infrastructure
related to exhibitions, collections and programs;
monitors and maintains exhibitions including
hands-on interactive exhibitions incorporating a
wide range of technologies; troubleshoots and
repairs hands-on interactive exhibitions and gallery
infrastructure as necessary; working in conjunction
with Curator and Registrar, packs and unpacks
objects in accordance with professional museum

including loading and unloading, to and from
venues locally and nationally, including trips of 7-
12 days; installs graphic panels, vinyl signage and

ORAL EXAMINATION
All qualified candidates who apply by the deadline
date will be required to appear before an interview
panel consisting of a minimum of three people who
have expertise in the areas being tested. An
individual must receive a minimum average score of
sixty points out of one hundred to achieve a passing
score on the interview. The top applicants, as ranked
by their scores on the interview, will be the
individuals placed on the certified list. Applicants
who qualify as outlined and are full time regular
employees of the City of Waterloo shall have one
additional point per full year of employment up to a
maximum of five points added to their final score.

GENERAL STATEMENT OF DUTIES
Technical position responsible for assisting in the design, coordination, construction, implementation and
maintenance of all exhibitions for the Waterloo Center for the Arts including but not limited to packing/crating
and unpacking of art and exhibition materials, pick-up and delivery of art/exhibitions, general construction,
maintenance and building improvement projects, working with Curator, Registrar, Education Coordinator and
Youth Pavilion Manager in planning, implementing and maintaining infrastructure of exhibition and interpretive
programs and services. The work is performed under the general direction of the Curator, but considerable
leeway is granted for the exercise of independent judgment and initiative. No supervisory responsibilities.
