UNFINISHED BUSINESS
The Civil Service List for Police Recruit was presented for approval. The Human Resources Committee approved
beginning the Civil Service process on 3/11/13 and the Civil Service Commission approved the job description and
testing criteria on 4/3/13. There are several current vacancies. The position was advertised in the Waterloo
Courier, posted on the City website and cable channel and a notice sent to the agencies, organizations and
individuals on the Affirmative Action list and in all City departments; also to regional technical schools with police
science programs and police -related websites. We received 118 resumes, but only 49 applicants showed up for the
physical ability test and only 40 passed the test. Those 40 took the written test and 13 did not pass the written
exam. The remaining 27 were interviewed by Police Officer Chris Gergen, Police Lieutenant Al Carrier and
Human Resources Manager Cheryl Huddleston. There was a slight problem on the final day of interviews. Officer
Gergen injured himself and was unable to participate on the panel. Police Officer Rob Duncan, who had served on
the Police Recruit panel in the past, participated in the last two interviews. Three candidates did not pass the
interview, one candidate did not show for his interview and 1 candidate was eliminated because he admitted to
drug use not within current standards. The Civil Service List has 3 white females and 19 white males. Moved by

Resources Committee approved beginning the Civil Service process on 6/10/13 and the Civil Service Commission
approved the job description and testing criteria on 6/14/13. There is a vacancy due to a promotion. The position
was posted on the City website and cable channel and a notice sent to the agencies, organizations and individuals
on the Affirmative Action list and in all City departments. We received 49 resumes and 10 candidates were invited
to interview by a panel of Housing Authority Director Ethel Washington, Community Development Coordinator
Nancy Gulick and Human Resources Secretary Nancy Culpepper. One candidate did not show for his interview

The Civil Service List for Fire Engineer was presented for approval. The Human Resources Committee
approved beginning the Civil Service process on 3/11/13 and the Civil Service Commission approved the job
description and testing criteria on 4/3/13. The current list expired. The list will be used for out -of -rank
assignments as well as vacancies. A notice was posted at all Fire Stations. Twelve fire fighters signed up to
test. All passed an equipment test and took written and street identification examinations. The Civil Service

operations test on 8/21/13. Those who pass will be interviewed on the same day.

7/22/13. This is essentially a new job description because it has not been open for many years. Moved by Blitsch,
seconded by Culp to approve the job description and testing criteria for Education Coordinator -Waterloo Center for the
Arts. Motion carried.
The job description and testing criteria for Curator -Waterloo Center for the Arts was presented for approval. There is a
vacancy due to a promotion. The position was approved by the Human Resources Committee on 7/22/13. This is
essentially a new job description, also. Moved by Culp, seconded by Blitsch to approve the job description and testing
criteria for Curator -Waterloo Center for the Arts. Motion carried.
The job description and testing criteria for Associate Planner -Community Planning & Development was presented for
approval. There is a vacancy due to a resignation. The position was approved by the Human Resources Committee on
8/5/13. There are only minor changes. Moved by Blitsch, seconded by Culp to approve the job description and testing
criteria for Associate Planner -Community Planning & Development. Motion carried.
The job description and testing criteria for Recreation Services Manager -Leisure Services was presented for approval.
This is a new, promotional position that was approved by the Human Resources Committee on 8/19/13. This position
will manage the SportsPlex as well as the other Leisure Services recreation programs. Moved by Culp, seconded by
Blitsch to approve the job description and testing criteria for Recreation Services Manager -Leisure Services. Motion
carried.
The job description and testing criteria for Recreation Supervisor -Leisure Services was presented for approval. This is a
new, promotional position that was approved by the Human Resources Committee on 8/19/13. This position will assist in
supervising the 'SportsPlex as well as the other Leisure Services recreation programs. Moved by Blitsch, seconded by
Culp to approve the job description and testing criteria for Recreation Supervisor -Leisure Services. Motion carried.
OTHER BUSINESS
Abraham Funchess wondered about the process to determine who gets interviewed for City vacancies. Huddleston
explained the process in detail. He wondered whether the City was practicing affirmative action when deciding who to
interview. Huddleston explained that only those candidates who meet the qualifications are interviewed — race, gender
and ethnicity don't enter into the equation. Also, since most resumes come by email, we don't know the race or ethnicity
of the candidates we invite to interview. Generally, the Human Resources Department will review the resumes
independently of a department head or supervisor; notes are then compared. There are generally, "yes", "no" and
"maybe" candidates. If there are discrepancies, those candidates are reviewed once more and a decision is made whether
to include them into the interview group. This is an objective process, although there are generally not many
discrepancies. There are almost always candidates who don't agree with the decision not to interview them, but we don't
interview a candidate because they don't like that they have not been chosen to interview and complain. It would not be
fair to those other candidates who may have better qualifications than the complainer, but aren't being interviewed either.

FITNESS SPECIALIST
LEISURE SERVICES
ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Under the general direction of the Recreation
Services Manager and Recreation Supervisor and
with the exercise of independent judgment and
initiative, performs professional and supervisory
work overseeing the operation of the fitness areas of
the Cedar Valley SportsPlex as well as off -site
fitness and wellness initiatives. Assists in
coordinating the work of interns and seasonal
employees. Essential functions include but are
not limited to the following: works with healthy as
well as functionally limited populations including
seniors, adults, teens and children in facility
allocation; supervises the work of assigned staff
including fitness attendants; provides guidance and
training to seasonal staff; assists in interviewing and
hiring seasonal staff and fitness contractors;
provides equipment orientation and training to staff
and patrons; oversees all weight and cardio
equipment maintenance, repair and service
agreements as well as general ordering for all fitness
areas; assists in establishing and enforcing fitness
area rules, regulations and procedures; develops,
implements and evaluates work site wellness
programs including a comprehensive wellness
program for City of Waterloo employees; updates
fitness safety procedures as needed to keep within
mandated State and industry standards; develops a
well-rounded health and wellness program for all
facility patrons; recruits a comprehensive team of
fitness instructors across numerous disciplines to
carry out the program; compiles reports, performs
data entry and completes forms on personal
computer using the applicable software; creates
revenue -producing programs and recommends
procedures to minimize expenditures while
providing a diverse fitness and wellness program;
operates passenger vehicle to perform on -site job
duties; works independently and with others with
limited supervision; performs all duties and
activities in accordance with City, Leisure Services
and OSHA policies, procedures and safety rules;
may be required to fill in as coach or official if
needed; attends work regularly at the designated
place and time; performs related duties as assigned.
Acceptable experience and training: Bachelor's
Degree in fitness management or closely related
field with a minimum of one year experience in
administering and scheduling sports programs and
events (recent graduates with significant part time
or seasonal experience will be considered) or high
school diploma/GED with a minimum of four years
experience administering a professional health and
wellness program or any equivalent combination of
education and experience that provides the
knowledge, skills and abilities necessary to perform
the work; must possess Personal Training
Certification through one of the following
organizations: ACSM, NSCA, AFAA or ACE; Iowa
Driver's License and good driving record based on
the City of Waterloo driver performance criteria.
Required knowledge and abilities include but are
not limited to the following: considerable
knowledge of the principles and practices of fitness
programming and supervision to include operations
and facility management; ability to assist in
coordinating the work of seasonal employees as it
relates to fitness and wellness programs; ability to
implement rules, policies, regulations and programs
as developed by the Leisure Services Department
and the City; personal computer skills and ability to
learn related software applications, enter and
retrieve information on a computer, develop
computer -generated reports and update records;
ability to assist in coordinating and implementing

relationships with local schools and civic groups;

employees, supervisors and the public tactfully and

backgrounds. The City of Waterloo reserves the

including employment, education and criminal

EXAMINATION INFORMATION
Qualified applicants who apply by the deadline date
will be required to appear before an oral examination
panel consisting of a minimum of three people who
have expertise in the areas being tested. An
individual must receive a minimum average score of
sixty points out of one hundred to achieve a passing
score on the oral examination. The top applicants, as
ranked by their scores on the oral examination, will
be the individuals placed on the certified list.
Applicants who qualify as outlined and are full time
regular employees of the City of Waterloo shall have
one additional point per full year of employment up
to a maximum of five points added to their final
score. Honorably discharged men and women from
the military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the State
of Iowa shall have five additional points added to
their final score upon submission of their DD214 or
ten points added if they were awarded a Purple Heart
or have a service connected disability.
ORAL EXAMINATION DATE

MISCELLANEOUS
1. The City of Waterloo will conduct a
background investigation including
employment and criminal history checks on

2. Following a conditional offer of employment,
the City of Waterloo reserves the right to
require a physical examination and a drug
test by a physician of the City's choice to
determine if an applicant is capable of
performing the essential functions of the
position.
3. If using a City vehicle, must have Iowa
Driver's License and good driving record
based on the City of Waterloo driver
performance criteria. A candidate with any
of the following will not be allowed to drive a

operate vehicles and equipment in all weather
conditions; sufficient dexterity to safely
operate powered and manual street
maintenance tools; sufficient hearing to
understand verbal instructions, respond to
questions from the public and hear traffic in
work areas.
5. Sufficient personal mobility that permits the
employee to operate required equipment
safely in all types of weather and a variety of
road conditions.
MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, safety
vest, hearing protection, gloves and hardhat.
2. Must comply with City of Waterloo
Residency Policy for Critical Employees
(must live within ten -mile radius of Waterloo
City Hall or as determined by original hire
date). Must maintain a local telephone
number where can be contacted quickly.
3. Must submit to Department of Transportation
requirements including post -accident,
reasonable suspicion, random and return-to-
duty/follow-up alcohol and drug testing.
4. Must submit to and pass Civil Service
examination procedures including an
equipment test involving Street Department
vehicles and equipment operated in this
classification and a panel interview.
WORK SCHEDULE
Will be assigned a shift that is 7:00 a.m.-3:00 p.m. or
3:00 p.m.-11:00 p.m. or 11:00 p.m.-7:00 a.m. Will
generally work Monday through Friday with twenty -
minute paid lunch. Will be required to respond to
emergency calls on weekends, evenings and
holidays. There may be significant overtime during
severe snow emergencies or flooding.
