UNFINISHED BUSINESS
The Civil Service List for Fire Fighter Recruit was presented for approval. The Human Resources Committee
approved beginning the Civil Service process on 3/1/13 and the Civil Service Commission approved the job
description and testing criteria on 4/3/13. There are several current vacancies. The position was advertised in the
Waterloo Courier, posted on the City website and cable channel and a notice sent to the agencies, organizations
and individuals on the Affirmative Action list and in all City departments; also to regional technical schools with
fire science programs and fire -related websites. We received 221 resumes and 143 candidates took the written
exam. The top 62 scores were invited to take the physical ability test. Three withdrew, 3 did not show for the test
and 26 did not pass the test. The remaining 30 candidates were interviewed by Fire Captain Bill Harter, Fire
Lieutenant Troy Luck, Fire Engineer Jason Phillips, Paramedic Neal Caughron and Human Resources Manager
Cheryl Huddleston. Four did not pass the interview and the Civil Service list has 25 white males and 1 white

list and all City departments. Received 13 resumes and will be inviting 6 candidates to take an equipment test.
We are holding off until things slow down a bit.
Park Maintenance II Construction — Leisure Services
Approved by Human Resources on 4/1/13 and by Civil Service on 4/3/13. Vacancy due to promotion.
Advertised in the Courier, listed on City website and cable channel, notice sent to agencies, organizations and
individuals on the Affirmative Action list and posted in all City departments. Received 24 resumes and 9 have
been invited to interview on August 15`h.
Fire Engineer — Fire Rescue
Approved by Human Resources on 3/11/13 and Civil Service on 4/3/13. Current list expired. List will be used
for out -of -rank assignments as well as vacancies. Posted at all Fire Stations. Twelve fire fighters signed up to
test. All passed the equipment test and we are waiting for results of written exam.
Bookkeeper — Waterloo Housing Authority
Approved by Human Resources on 6/10/13 and Civil Service on 6/14/13. Advertised in the Courier, posted on
City website and cable channel, notice sent to agencies, organizations and individuals on Affirmative Active list
and posted in all City departments. Received 49 resumes and 10 have been invited to interview on August 6-7.
Police Recruit — Police Dept
Approved by Human Resources on 3/11/13 and Civil Service on 4/3/13. Advertised in the Courier, posted on
the City website and cable channel, notice sent to agencies, organizations and individuals on Affirmative Action
list, posted in all City departments and notice sent to police -related websites and to technical schools with police
science programs. Received 118 resumes. Only 49 showed for fitness test and 9 did not pass the test. The
remaining 40 took a written test and 13 did not pass that test. The remaining 27 candidates are currently being
interviewed.
NEW BUSINESS
The job description and testing criteria for Golf Maintenance II — Leisure Services was presented for approval.
There is a vacancy due to a promotion. There are no significant changes in the job description and testing. The
Human Resources Committee approved beginning the Civil Service process on 7/1/13. Moved by Blitsch,
seconded by Culp to approve the job description and testing criteria for Golf Maintenance II — Leisure Services.
Motion carried.
OTHER BUSINESS
The Commission reviewed a request from Paul Huting, Leisure Service Director, to allow him to hire the last
candidate on a current list for Park Maintenance II - Forestry. The last candidate is the brother of the current
foreman which would not satisfy the Relatives in the Work Place Policy. The Commission will need to decide
whether to authorize an exception to this policy to allow this appointment to be taken to the City Council for
approval or deny this request which would mean the list would be exhausted and we would need to begin the
Civil Service process over to fill the current vacancy. It is difficult to find qualified candidates for this position.
The job is hard on the body and dangerous so there is a lot of turn -around as the employees move on to other
jobs in the City or elsewhere after several years. The City Forester, Todd Derifield, pointed out that this
remaining candidate has worked in the tree care industry for several years, is a certified arborist, has acted as a
general foreman for Wright Tree Service and would be a good addition to the current crew.
Both Commissioners are concerned that this may pose a bad situation down the line when other departments
want to do the same thing. Huddleston pointed out that we don't generally have only one qualified candidate for
other positions. Due to lack of other options and availability of candidates, moved by Culp, seconded to Blitsch
to allow this appointment of a relative to move to the City Council for approval. Motion carried.

UNFINISHED BUSINESS
The Civil Service List for Police Recruit was presented for approval. The Human Resources Committee approved
beginning the Civil Service process on 3/11/13 and the Civil Service Commission approved the job description and
testing criteria on 4/3/13. There are several current vacancies. The position was advertised in the Waterloo
Courier, posted on the City website and cable channel and a notice sent to the agencies, organizations and
individuals on the Affirmative Action list and in all City departments; also to regional technical schools with police
science programs and police -related websites. We received 118 resumes, but only 49 applicants showed up for the
physical ability test and only 40 passed the test. Those 40 took the written test and 13 did not pass the written
exam. The remaining 27 were interviewed by Police Officer Chris Gergen, Police Lieutenant Al Carrier and
Human Resources Manager Cheryl Huddleston. There was a slight problem on the fmal day of interviews. Officer
Gergen injured himself and was unable to participate on the panel. Police Officer Rob Duncan, who had served on
the Police Recruit panel in the past, participated in the last two interviews. Three candidates did not pass the
interview, one candidate did not show for his interview and 1 candidate was eliminated because he admitted to
drug use not within current standards. The Civil Service List has 3 white females and 19 white males. Moved by

ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Under the general direction of the Culture & Arts
Director, develops, coordinates and implements
high -quality arts and cultural learning offerings for
all visitors, volunteers, teachers, school children,
preschoolers, teens and adults. Primarily
responsible for the Waterloo Center for the Arts
educational programs. Essential functions include
but are not limited to the following: directs and
manages educational staff and contractual
employees in the coordination and delivery of
educational services for the Waterloo Center for
the Arts; as a member of the senior management
team, and working in concert with the Executive
Director, Curator, Youth Pavilion Manager and
Education Advisory Committee, takes a leadership
role in establishing institutional policies, practices
and direction; develops and coordinates all in-house
learning programs and educational outreach
activities; directs and manages the Education
Department and creates a comprehensive and
coordinated mission -based education and evaluation
plan that is geared towards serving a diverse
community; writes course descriptions, identifies
goals and objectives, recruits instructors and drafts
instructor contracts; assists with development of and
oversees implementation of education budget;
works with Curator to develop publicprograms for
adult and family audiences; works with community
groups to provide educational experiences in
partnership with other arts, cultural, educational and
civic organizations at the Center for the Arts and
off -site; manages educational volunteer program to
ensure that all volunteers are trained, motivated and
appreciated; oversees the management of school
and teacher programs to ensure that the museum
provides curriculum and standards -based, child -
centered art education to pre-K-12 and post-
secondary school groups and quality professional
development opportunities for educators;
collaborates with Curator to manage the planning
and development of interpretive materials, thematic
tours, public programs, teacher workshops,
symposia, and other educational services to help
adult and youth audiences better understand art and
cultural concepts; assists in the research and
development of grants for the Education
Department as well as other fundraising activities
and events as needed; attends meetings,
conventions, and civic events to promote use of the
Center's services, to seek financing and to maintain
community alliances; may be required to travel
within the United States and internationally by
passenger vehicle or plane; compiles reports,
performs data entry and completes forms on personal
computer using the applicable software, including
Microsoft Word; works independently and with
others with minimum supervision; attends work
regularly at the designated place and time; performs
all work duties and activities in accordance with City
policies, procedures and City, OSHA and Culture &
Arts safety rules and regulations; performs all other
related duties as assigned. Acceptable experience
and training: graduation from an accredited
college or university with a Bachelor's Degree in
Art Education or closely related field with
minimum one year experience in museum
education, art education or related field (can
include volunteer experience, an internship or other
unpaid experience) or any equivalent combination
of education and experience that provides the
knowledge, skills and abilities necessary to perform
the work; work experience must be verifiable with
an educational, cultural or other agency or school
system; proficiency with personal computer and
other office equipment and experience using a
variety of communications, data and image
management software programs. If operating a City
vehicle, Iowa Driver's License and good driving
record based on the City of Waterloo driver
performance criteria. Required knowledge and
abilities: ability to communicate clearly and

Waterloo reserves the right to conduct a background
investigation including employment, education and

considered for this position. The City of Waterloo

EXAMINATION INFORMATION
Qualified applicants who apply by the deadline date
will be required to appear before an oral examination
panel consisting of a minimum of three people who
have expertise in the areas being tested. An
individual must receive a minimum average score of
sixty points out of one hundred to achieve a passing
score on the oral examination. The top applicants, as
ranked by their scores on the oral examination will be
the individuals placed on the certified list. Applicants
who qualify as outlined and are full time regular
employees of the City of Waterloo shall have one
additional point per full year of employment up to a
maximum of five points added to their final score.
Honorably discharged men and women from the
military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the State
of Iowa shall have five additional points added to
their final score upon submission of their DD214 or
ten points added if they were awarded a Purple Heart
of have a service connected disability.

GENERAL STATEMENT OF DUTIES

2. Sufficient personal mobility that permits the
employee to operate a passenger vehicle
safely, visit sports and recreation sites and
physically move to and from various Leisure
Services facilities and attend meetings.
3. Sufficient vision and manual dexterity that
permits the employee to operate a personal
computer, handle files and perform other
administrative responsibilities.
MISCELLANEOUS
1. The City of Waterloo reserves the right to
require a physical examination,
including a drug test, by a physician of
the City's choice to determine if an applicant
is capable of performing the essential
functions of the job classification.
2. The City of Waterloo will conduct a
background investigation including
employment and criminal history checks on
any applicant being considered for this
position.
3. Must submit to and pass Civil Service
examination procedures including an oral
interview.
WORK SCHEDULE
Generally 8:00 a.m. to 5:00 p.m. Monday through
Friday with a one -hour unpaid lunch. Will be
required to work evenings, weekends and flexible
hours, as needed, for sports activities, events and
meetings that require the attendance of the Recreation
Supervisor.
