UNFINISHED BUSINESS
The Civil Service List for Fire Fighter Recruit was presented for approval. The Human Resources Committee
approved beginning the Civil Service process on 3/1/13 and the Civil Service Commission approved the job
description and testing criteria on 4/3/13. There are several current vacancies. The position was advertised in the
Waterloo Courier, posted on the City website and cable channel and a notice sent to the agencies, organizations
and individuals on the Affirmative Action list and in all City departments; also to regional technical schools with
fire science programs and fire -related websites. We received 221 resumes and 143 candidates took the written
exam. The top 62 scores were invited to take the physical ability test. Three withdrew, 3 did not show for the test
and 26 did not pass the test. The remaining 30 candidates were interviewed by Fire Captain Bill Harter, Fire
Lieutenant Troy Luck, Fire Engineer Jason Phillips, Paramedic Neal Caughron and Human Resources Manager
Cheryl Huddleston. Four did not pass the interview and the Civil Service list has 25 white males and 1 white
female. Moved by Blitsch, seconded by Culp:
We, the members of the Civil Service Commission, certi the following list of applicant(s), who are eligible based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Fire Recruit for the City of Waterloo, Iowa Fire Rescue Department. Appointment(s) shall be made from this list
for the next two years (July 26, 2013 —July 25, 2015).

Updates
Solid Waste Operator — Waste Management
Approved by Human Resources on 3/18/13 and by Civil Service on 4/3/13. Vacancy due to retirement. Posted
on City website and cable channel and with agencies, organizations and individuals on the Affirmative Action
list and all City departments. Received 13 resumes and will be inviting 6 candidates to take an equipment test.
We are holding off until things slow down a bit.
Park Maintenance II Construction — Leisure Services
Approved by Human Resources on 4/1/13 and by Civil Service on 4/3/13. Vacancy due to promotion.
Advertised in the Courier, listed on City website and cable channel, notice sent to agencies, organizations and
individuals on the Affirmative Action list and posted in all City departments. Received 24 resumes and 9 have
been invited to interview on August 15t.
Fire Engineer — Fire Rescue
Approved by Human Resources on 3/11/13 and Civil Service on 4/3/13. Current list expired. List will be used
for out -of -rank assignments as well as vacancies. Posted at all Fire Stations. Twelve fire fighters signed up to
test. All passed the equipment test and we are waiting for results of written exam.
Bookkeeper — Waterloo Housing Authority
Approved by Human Resources on 6/10/13 and Civil Service on 6/14/13. Advertised in the Courier, posted on
City website and cable channel, notice sent to agencies, organizations and individuals on Affirmative Active list
and posted in all City departments. Received 49 resumes and 10 have been invited to interview on August 6-7.
Police Recruit — Police Dept
Approved by Human Resources on 3/11/13 and Civil Service on 4/3/13. Advertised in the Courier, posted on
the City website and cable channel, notice sent to agencies, organizations and individuals on Affirmative Action
list, posted in all City departments and notice sent to police -related websites and to technical schools with police
science programs. Received 118 resumes. Only 49 showed for fitness test and 9 did not pass the test. The
remaining 40 took a written test and 13 did not pass that test. The remaining 27 candidates are currently being
interviewed.
NEW BUSINESS
The job description and testing criteria for Golf Maintenance II — Leisure Services was presented for approval.
There is a vacancy due to a promotion. There are no significant changes in the job description and testing. The
Human Resources Committee approved beginning the Civil Service process on 7/1/13. Moved by Blitsch,
seconded by Culp to approve the job description and testing criteria for Golf Maintenance II — Leisure Services.
Motion carried.
OTHER BUSINESS
The Commission reviewed a request from Paul Huting, Leisure Service Director, to allow him to hire the last
candidate on a current list for Park Maintenance II - Forestry. The last candidate is the brother of the current
foreman which would not satisfy the Relatives in the Work Place Policy. The Commission will need to decide
whether to authorize an exception to this policy to allow this appointment to be taken to the City Council for
approval or deny this request which would mean the list would be exhausted and we would need to begin the
Civil Service process over to fill the current vacancy. It is difficult to find qualified candidates for this position.
The job is hard on the body and dangerous so there is a lot of turn -around as the employees move on to other
jobs in the City or elsewhere after several years. The City Forester, Todd Derifield, pointed out that this
remaining candidate has worked in the tree care industry for several years, is a certified arborist, has acted as a
general foreman for Wright Tree Service and would be a good addition to the current crew.
Both Commissioners are concerned that this may pose a bad situation down the line when other departments
want to do the same thing. Huddleston pointed out that we don't generally have only one qualified candidate for
other positions. Due to lack of other options and availability of candidates, moved by Culp, seconded to Blitsch
to allow this appointment of a relative to move to the City Council for approval. Motion carried.
With no further business, moved by Blitsch, seconded by Culp to adjourn. Motion carried.
