UNFINISHED BUSINESS
The Civil Service List for Housing Coordinator -Waterloo Housing Authority/Community Planning & Development was presented
for approval. The Human Resources Committee approved the position on 10/1/12 and the Civil Service Commission approved on
10/19/12. There is a current vacancy due to a resignation and will be a second due to a retirement. We posted on the City website
and cable access, notices were sent to the agencies, organizations and individuals on the Affirmative Action List and posted in
all City departments. We received 18 resumes and 6 candidates were invited to interview. Panel members were Ethel
Washington and Gladys Rainey from Waterloo Housing Authority and Cheryl Huddleston, Human Resources. One candidate
did not pass the interview. The Civil Service List has 2 black females and 3 white females. Moved by Luce, seconded by

Engineering Technician — Engineering Department
Approved by Human Resources Committee on 8/27/12 and by Civil Service 9/6/12. Will either interview or readvertise after the
first of the year.
Medical Officer -Fire Rescue
Have set up a training/practice program for current paramedics to give them opportunity to familiarize themselves with the position
without making a permanent commitment. Three have signed up for the program and plan on reposting the position in March.
NEW BUSINESS
The job description and testing criteria for Park Maintenance II-Forestry/Leisure Services was presented for approval. The
position was approved by the Human Resources Committee on 11/19/12. There is a vacancy due to a transfer. There have not
been any changes in the job description and testing. Moved by Blitsch, seconded by Luce to approve the job description and
testing criteria for Park Maintenance II-Forestry/Leisure Services. Motion carried.

The Civil Service List for Engineering Technician -Engineering Department was presented for approval. The
Human Resources Committee approved the position on 10/1/12 and the Civil Service Commission approved on
10/19/12. There is a current vacancy due to a promotion. We posted on the City website and cable access,
notices were sent to the agencies, organizations and individuals on the Affirmative Action List and posted in all
City departments and ended up readvertising due to lack of qualified candidates. We received 21 resumes total
and 16 candidates were invited to interview. Panel members were Dennis Gentz and Phil Schuppert from the
Engineering Department and Cheryl Huddleston, Human Resources. Three candidates did not pass the
interview and 2 did not show for their interview. The Civil Service List has 8 white males, 1 white female and 1
black male. The reserve list has 1 white male. Moved by Blitsch, seconded by Culp:

PROMOTIONAL EXAMINATION
FIRE ENGINEER
WATERLOO FIRE RESCUE
ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Technical position responsible for performing the
following: driving fire fighting apparatus, operating
pumps and other mechanical equipment at an
assigned fire station and on an assigned shift;
assisting with community injury prevention
programs; cleaning and servicing assigned apparatus;
attending training courses related to fire fighting and
fire prevention; performing general maintenance
work; assisting in fire station drill sessions;
performing assigned fire inspections of buildings, fire
escapes and related structures for compliance with
fire prevention ordinances; other duties as assigned.
An illustrative list of essential functions and
physical abilities are listed in the job description.
Acceptable experience and training: high school
graduate/GED and presently employed with Waterloo
Fire Rescue with minimum three years of service as a
fire fighter with Waterloo Fire Rescue by the
deadline date for application; EMS State Certification
as required by department; must maintain Fire
Fighter I certification; valid Class D Iowa Driver's
License and good driving record based on City of
Waterloo driver performance criteria; must comply
with the City of Waterloo Residency Policy for
critical employees (must live within 10, 20 or 30-mile
radius of Waterloo City Hall depending on original
hire date). Required knowledge and abilities
include but are not limited to the following:
knowledge of principles and practices of fire fighting,
EMS, rescue and hazardous materials; ability to learn
the operation and maintenance of fire apparatus and
equipment; knowledge of location of City streets,
principal buildings and fire hydrants; working
knowledge of modern fire fighting and rescue
principles, practices and methods; knowledge of
State and City laws and ordinances regarding fire
prevention; ability to accept lines of authority; ability
to work with people from a broad variety of social,
economic, racial, ethnic and educational
backgrounds.
EXAMINATION INFORMATION
DRIVING, PUMP OPERATIONS, AERIAL
OPERATIONS EXAMINATION
All qualified candidates who apply by the deadline
date will be required to participate in a practical skills
examination covering driving, pump operations and
aerial operations. There is a 30-minute time limit to
complete the test. Failure to complete the test in 30
minutes will result in no points being awarded for the
Driving, Pump Operations, Aerial Operations
examination. There are 140 total possible points on
this examination. The driving, pump operations,
aerial operations examination will be worth 30% of
the total score.
STREETS WRITTEN EXAMINATION
All qualified candidates who apply by the deadline
date will be required to participate in a written
examination developed by Waterloo Fire Rescue that
tests knowledge of streets. There are 50 total
possible points on this examination. This
examination will be worth 30% of the total score.
GENERAL FIRE KNOWLEDGE WRITTEN
EXAMINATION
All qualified candidates who apply by the deadline
date will be required to participate in a written
examination entitled, Fire Apparatus
Driver/Operator, developed by Cooperative
Personnel Services. The examination will cover: (1)
Firefighting Essentials; (2) Knowledge & Use of
Equipment & Apparatus; (3) Water Supplies & Fire
Stream Practices; (4) Hydraulic Principles &
Calculations. A source list study guide will be
provided for this portion of the testing. A staff
member from the Human Resources Department will
administer the examination and Cooperative
Personnel Services will score the examination. The
written examination will be worth 40% of the total
score.
SENIORITY
Candidates will be given 1/4 point for each completed
year of service up to twenty years of service as a fire
fighter on the Waterloo Fire Rescue Department.
The cutoff point for accumulation of these seniority
points will be the deadline date set for application for
this position.
SCORING
Final scores will be determined by adding seniority
points as outlined above to: (1) 30% of the driving,
pump operations, aerial operations examination; (2)
30% of the streets written examination; (3) 40% of
the general fire knowledge written examination. The
ranking for Fire Engineer will be based upon this
composite score. The top twenty applicants as
ranked by their total points will be the individuals
certified on the initial list; the next ten will be placed
on a reserve list. Appointments to the promotional
position of Fire Engineer will be made from these
lists for the next two years. The lists will also be
used for out -of -rank assignments until the next
promotional examination for Fire Engineer.
DEADLINE DATE
All qualified candidates who want to take the Fire
Engineers tests, must notify the Human Resources
Department by email (employment@waterloo-
ia.org), telephone call (291-4303) or walk-in (715
Mulberry St) by a time and date to be determined.
At that time, you will pick or be assigned a time to
take the Equipment, Pump Operations, Aerial
Operations examination.
TESTING DATE
All qualified candidates who apply by the
deadline date will be notified of the written
examination dates and times as soon as we have a
complete list of candidates and determine there
isn't any scheduled time off conflicts.

GENERAL DESCRIPTION
Technical position under the general direction of the company officer responsible for performing a variety of duties
in the Fire Rescue Department including but not limited to the following: drives assigned pieces of fire fighting
apparatus to and from fires and operates pumps and other mechanical equipment; assists with community injury
prevention programs; cleans and services assigned apparatus; attends training courses related to fire fighting and
fire prevention; performs general maintenance work in the upkeep of fire department property; assists in fire station
drill sessions when assigned; performs assigned fire inspections of buildings, fire escapes and other related
structures for compliance with fire prevention ordinances other duties as assigned.
ESSENTIAL FUNCTIONS
The essential functions are derived from the
performance objectives stated in Medical Protocol for
Fire Fighters, Municipal Fire and Police Retirement
System of Iowa and NFPA 1001, Standard on Fire
Fighter Professional Qualifications:
A Fire Engineer candidate shall maintain a sufficient
physical and mental fitness level to perform the
following functions with safety and competency:
1. Safely drive fire fighting/other emergency
vehicles.
2. Visually assess the emergency or fire scene
and/or condition of patient(s) and request
additional assistance when necessary.
3. Properly use and monitor fire fighting
equipment and tools.
4. Perform rescue, clean up and salvage
activities.
5. Verbally communicate with others in person,
by telephone or via two-way radio.
6. Understand and follow orders.
7. Provide emergency medical services as
required by department.
8. Properly maintain and utilize required
personal and/or chemical protective
equipment including SCBA and encapsulated
suit.
9. Utilize Incident Command System.
10. Assist in on -site control including traffic
control, providing assistance to bystanders,
and calming distraught persons.
11. Prepare accurate reports.
12. Function as a member of the team and as an
individual.
13. Free/lift/move patient(s) in a safe manner and
prepare patient(s) for transport.
Using universal precautions, correctly
perform emergency medical services, and
properly utilize medical equipment and
supplies.
Transport patient(s) and belongings to a
medical facility, monitor patient(s), and
provide needed care in route, and report
patient(s) condition and treatment provided to
medical staff. Remain available to assist
medical staff when requested

c. role of the fire fighter at fires,
response to emergency medical calls
and hazardous exposure situations.
d. knowledge of components of fire and
its behavior.
e. fire department rules and regulations.
f. location of streets, direct routes, water
mains and hydrants in response area.
17. Report and prepare for duty on time
presenting a neat and clean appearance and
dressed in uniform. Remain on duty for
twenty-four (24) hour periods, interacting
with coworkers in confined area.
18. Inspect, service, inventory, maintain and
perform scheduled operational tests on all
equipment and tools.
19. Communicate clearly and professionally with
coworkers, supervisors and members of the
public.
20. Prepare trucks and equipment for next
emergency response.
21. It is not feasible to rate the frequency of
physical demands for emergency situations
due to the varied nature of tasks and
environmental conditions that a Fire Engineer
may encounter. The majority of critical
functions are not performed consistently in
the course of a typical shift. Critical tasks are
usually performed under emergency
situations lasting from a few minutes to
several hours and requiring intense physical
and mental exertion. The responsibility to
protect the public and to prevent or reduce the
possibility of injury to fire personnel requires
that each of the physical demands would be
rated as frequent or constant. These include
the following:
Standing and walking.
Bending.
Stooping and squatting.
Crawling and kneeling.
Climbing stairs and ladders.
Reaching above, at and below
shoulder level.

year on the job and maintain this certification for five
years; must obtain Fire Fighter I Certification within

WRITTEN EXAMINATION
All candidates who meet the minimum requirements
and apply by the deadline date will be required to
participate in a written examination designed by
. The written examination will
be held at a time, place and date to be determined.
Check -in will be held from . Picture
identification is required. A candidate without
picture identification will not be allowed to test.
This examination consists of sections with a
total of questions. The sections are
A maximum of sixty (60) applicants (with exception
of tied scores) of those who have completed the
written examination shall be allowed to proceed in
the testing process. These applicants will be those
who progressively scored the highest on the written

40% of the overall test score. There will be a

physically capable of safely participating in the
Physical Ability Test. The test will be graded on a
pass/fail scoring system. Each applicant will be
contacted immediately upon receipt of his or her

Ability Test will be allowed to proceed in the testing

ORAL INTERVIEW
All applicants who pass the Physical Ability Test will
be required to appear before an oral interview panel.
The interview panel shall consist of at least three
persons who have expertise in the areas being tested.
An individual must obtain a minimum average score
of sixty points out of one hundred points to achieve a
passing score on the interview. The oral examination
will count 60% of the overall test score. The oral
examinations will be held at the Hazardous
Materials Regional Training Center, 1925 Newell.
Waterloo on dates to be determined. Every effort
will be made to interview out-of-state candidates on
the first day after the physical ability test. Only
those candidates who successfully pass the Physical
Ability Test will be interviewed.
SCORING
Those applicants who successfully complete the
written and oral examinations, as outlined above, will
have their fmal scores determined by combining the
weighted percentage of their score from the written
examination with the weighted percentage of their
score from the oral examination plus any veteran or
City employee preference points as outlined below.
Applicants who qualify, as outlined, and are full time
regular employees of the City of Waterloo shall have
one additional point per full year of employment up
to a maximum of five points added to their fmal
score. Honorably discharged men and women from
the military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the State
of Iowa shall have five additional points added to
their final score upon submission of their DD214 or
ten points added if they were awarded a Purple Heart
or have a service connected disability. The top forty
applicants as ranked by their total points, as outlined,
shall be the individuals placed on the certified list.
Employment is contingent upon a good driving
record, based on City of Waterloo driver performance
criteria, passing of a post job offer physical
examination, including a drug test, passing a
psychological examination and successful completion
of a background investigation.
MMPI H EXAMINATION: Prior to an applicant
being hired from the Civil Service Certified List, the
applicant must satisfactorily complete this pre-
employment personality test to measure those
attitudes that are determined to be most relevant to
one's success as a fire fighter. The test measures five

The City of Waterloo Civil Service Commission has
established the following application of the MMPI II
scores.
Applicants taking the MMPI II will receive a rating
in one of several categories: A, B, B?, C, C?, retest,
D, E. An applicant receiving a retest, D rating, or E
rating shall be required to undergo further
psychological testing prior to employment. The
results of this additional testing for a retest, D rating,
or E rating applicant could be grounds for removal
from the Certified List. In addition, an applicant with
an A rating, B rating, or C rating could be required to
undergo further evaluation, prior to employment, if

Entry level position responsible for performing various duties in the Fire Rescue Department including but not

21. It is not feasible to rate the frequency of
physical demands for emergency situations
due to the varied nature of tasks and
environmental conditions that a Fire Fighter
may encounter. The majority of critical
functions are not performed consistently in
the course of a typical shift. Critical tasks are
usually performed under emergency
situations lasting from a few minutes to
several hours and requiring intense physical
and mental exertion. The responsibility to
protect the public and to prevent or reduce the

History of Lasik surgery: post -op records
must be submitted for review. Must be no
impairing difficulty with glare or night vision,
no significant diurnal instability in visual
testing or function and no indication that

degraded with the next 2-3 years by

SCORING
The written examination will count as 50% of the
overall test score. The oral examination will count as
50% of the overall test score. The top candidates will
have their final scores determined by combining the
weighted percentage of their score from the written
and oral examinations, any City employee points, and
veteran's preference points per Chapter 35 of the
Code of Iowa. Additional points will also be
awarded for a Bachelor's degree from an accredited
college or university (appropriate accreditation at sole
discretion of City of Waterloo). The top twenty
applicants as ranked by their total points shall be the
individuals placed on the certified list. The next
highest ten applicants will be placed on a reserve list.
The City of Waterloo reserves the right to certify up
to two additional lists of ten applicants. Employment
is contingent on possession of a good driving record
based on City of Waterloo driver performance
criteria, passing a physical examination including a
drug test, successful completion of a background
investigation including a fingerprint check and
polygraph test and passing a psychological
examination as mandated by the Iowa Law
Enforcement Academy.
REIMBURSEMENT AGREEMENT
All applicants certified on the Civil Service List will
be required to sign an Employee Reimbursement
Agreement prior to consideration for employment.
Failure to sign this agreement will eliminate the
candidate from further consideration and their name

GENERAL DESCRIPTION OF DUTIES
Entry level position responsible for protection of life and property, prevention of crime through patrol and/or
directed activities, enforcement of State and local laws and ordinances relating to criminal and traffic violations,
and solution of crime through preliminary investigation, identification, apprehension and conviction of criminals;
other duties as assigned. The work is performed under the general direction of a Watch/Unit Commander but
considerable leeway is granted for the exercise of independent judgment and initiative.
MINIMUM QUALIFICATIONS
1. Eighteen years of age by the application
deadline date. Verification of birth date will

2. Vision not less than 20/100 in both eyes,
corrected to 20/20 in both eyes. Will be

WORK SCHEDULE

EXAMINATION PROCESS
PHYSICAL FITNESS EXAMINATION: All
applicants who meet the minimum requirements and
apply by the deadline date will be required to
participate in a Physical Fitness Examination that will
be administered and scored by personnel from the
Waterloo Police Department. The Physical Fitness
Examination will be held at a time, place and date
to be determined. Applicants must report
promptly between 8-8:30 a.m. for check -in and
warm-up.
All applicants participating in the Physical Fitness
Examination will be required to obtain a
statement from their personal physician prior to
the examination indicating they are physically
capable of safely participating in the examination.
This statement must be submitted at the time of
check -in for the Physical Fitness Examination or the
candidate will not be allowed to proceed in the
testing. The examination will be graded on a
pass/fail scoring system. There will be no make-up
date for the Physical Fitness Examination. Each
applicant will be notified immediately upon
completion of the examination whether they have
passed the Physical Fitness Examination. All
applicants must provide picture identification in
order to participate in the physical fitness
examination.
STANARD & ASSOCIATES POLICE OFFICER
SELECTION TEST (P.O.S.T.): All applicants who
pass the Physical Fitness Examination will be
required to participate in a written examination
designed by Stanard & Associates, as mandated by
the Iowa Law Enforcement Academy. This
examination consists of four sections with a total of
75 questions. The sections are (1) Reading; (2)
Writing; (3) Mathematics; (4) Incident Report
Writing. Each section of the examination is timed
and scored separately. An applicant must score at
least 70% in each individual section to pass the test.
Those applicants who pass the test by scoring 70% or
higher on each section will be ranked by total score
and the top seventy (70) scores plus ties will be
allowed to proceed in the testing process. The written
examination will count as 50% of the overall test
score.
If an applicant has taken the P.O.S.T. in another
jurisdiction within the preceding year, he/she will be
required to take an alternate version of the
examination for the City of Waterloo. If an applicant
has taken all versions of the P.O.S.T. within the
preceding year, the City of Waterloo will make
arrangements with the Iowa Law Enforcement
Academy for permission to retest the candidate on
the first version of the test the candidate took. An
applicant will not be allowed to take the same version
of the P.O.S.T. more than twice within the same year.
If the candidate has taken all available versions of the
test within the preceding ninety (90) days, the score
on the most recent test will be the score used to rank
the candidate. Scores from the P.O.S.T. taken in any
other state will not be accepted. The P.O.S.T. will
be conducted at a time, place and date to be
determined. Candidates can check in anytime
between 5-5:30 p.m. All applicants must show a
state driver's license or state picture I.D. card in
order to participate in the written examination.
There will be no make-up date for the P.O.S.T.
ORAL EXAMINATION: Candidates with the top
seventy (70) scores plus ties, will be required to
appear before an oral examination panel. The oral
examination panel will consist of a minimum of three
people who have expertise in the areas being tested.
An individual must obtain a minimum average score
of sixty points out of one hundred to achieve a
passing score on the Oral Examination. Each
applicant will be notified in advance concerning the
time and date of their Oral Examination. The Oral
Examination will count as 50% of the applicant's
total test score. Tentative dates for the Oral
Examination Interviews are to be determined.
SCORING: Those individuals who successfully
complete all portions of the testing process, as
outlined, will have their final scores determined by
combining the weighted percentage of their score
from the Police Officer Selection Test with the
weighted percentage of their score from the Oral
Examination plus any veteran's preference, City
employee and/or education points as outlined below.
Applicants who qualify, as outlined, and are full time
regular employees of the City of Waterloo will have
one additional point per full year of employment up
to a maximum of five points added to their final
score. Honorably discharged men and women from
the military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the State
of Iowa will have five additional points added to their
final score upon submission of their DD214 or ten
points added if they were awarded a Purple Heart or
have a service connected disability. Applicants with
a Bachelor's Degree from an accredited college or
university (appropriate accreditation at sole discretion
of City of Waterloo) (must have verification of
degree by providing a copy of final transcripts) will
have two additional points added to their final score.

Inventory Test II (MMPI II) as mandated by the
Iowa Law Enforcement Academy.

POLYGRAPH TEST & BACKGROUND
INVESTIGATION: In order to be employed as a
Police Officer with the City of Waterloo Police
Department, a candidate is required to meet certain
minimum qualifications as indicated in this job
description. Whether a candidate meets these
minimum qualifications will be determined by use of
a background investigation, a post job offer
polygraph test, and one or more interviews by law
enforcement personnel. Questions will cover all
areas of the minimum qualifications. Questions will
also include but not be limited to the following:

MMPI II EXAMINATION: Prior to an applicant
being hired from the Civil Service Certified List, the
applicant must satisfactorily complete this pre-
employment personality test to measure those
attitudes that are determined to be most relevant to
one's success as a police officer. The test measures
five categories:

The examination consists of 567 true/false questions.
The Iowa Law Enforcement Academy has mandated
the MMPI II Personality Test successfully be
completed prior to an applicant being hired. The City
of Waterloo Civil Service Commission has
established the following application of the MMPIII
scores.
Applicants taking the MMPI II will receive a rating
in one of several categories: A, B, B?, C, C?, retest,
D, E. An applicant receiving a retest, D rating, or E
rating shall be required to undergo further
psychological testing prior to employment. The
results of this additional testing for a retest, D rating,
or E rating applicant could be grounds for removal
from the Certified List. In addition, an applicant with
an A rating, B rating, or C rating could be required to
undergo further evaluation, prior to employment, if
deemed necessary by the Police Chief, Human
Resources Department or the Civil Service
Commission and the results of this additional
psychological testing could be utilized as grounds for
removal from the Certified Police Recruit List.

GENERAL STATEMENT OF DUTIES
Performs construction, maintenance and repair of Leisure Services buildings, structures and facilities. The work is
performed under the general direction of the Facilities/Project Manager and supervision of the Construction
Foreman but often works independently and with minimum supervision. Supervises seasonal or part-time
employees as assigned.

2. Installs, maintains and repairs playground

ORAL EXAMINATION
Qualified applicants who apply by the deadline date
will be required to appear before an interview panel
consisting of a minimum of three people who have
expertise in the areas being tested. An individual
must receive a minimum average score of sixty
points out of one hundred to achieve a passing score
on the interview. The top applicants, as ranked by
their scores on the interview, will be the individuals
placed on the certified lists. Applicants who qualify
as outlined and are full time regular employees of the
City of Waterloo shall have one additional point per
full year of employment up to a maximum of five
points added to their final score. Honorably
discharged men and women from the military or
naval forces of the United States who qualify per
provision of Chapter 35 of the Code of Iowa and who
