UNFINISHED BUSINESS
The Civil Service List for Equipment Operator II — Street Department was presented for
approval. The Human Resources Committee on 4/4/11 approved beginning the Civil Service
promotional process. The Civil Service Commission on 9//7/11 approved the job description and
testing criteria. There is a vacancy due to a retirement. The position was posted in all City
Departments and 4 employees submitted a resume, took and passed an equipment test on 8/4/11.
Bob Morelock-Street Foreman, Todd Derifield-City Forester and Cheryl Huddleston-Human
Resources Manager interviewed them on 8/11/11. All candidates passed and there is a Civil
Service List with 4 white males.
We, the members of the Civil Service Commission, certibi the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Equipment Operator II for the City of Waterloo, Iowa Street
Department. Appointment(s) shall be made from this list for the next two years (August 26, 2011 —
August 25, 2013).

The Civil Service List for Plant Maintenance Mechanic — Waste Management Services was
presented for approval. The Human Resources Committee on 6/6/11 approved beginning the
Civil Service process. The Civil Service Commission on 6/9/11 approved the job description
and testing criteria. There is a vacancy due to a retirement. The position was advertised in the
Courier, notices were sent to the agencies, organizations and individuals on the Affirmative
Action List, posted on the City Website, on the cable access channel and in all City departments.
We received 12 resumes. One candidate withdrew and 5 were invited to interview. Panel
members were Kent Quin —Instrumentation Control Foreman from Waste Management, Dick
Olson -Maintenance Foreman from Waste Management and Mary Peterson -Human Resources
Secretary. One candidate cancelled their interview and 3 candidates did not pass the interview.
There is a list with 1 white male.
We, the members of the Civil Service Commission, certify the following list of applicants, who are

appointment to the position of Plant Maintenance Mechanic for the City of Waterloo, Iowa Waste

presented for approval. The Human Resources Committee approved the position on 7/18/11.
There is a vacancy due to a transfer. There have not been any changes in the job description and
testing criteria. Moved by Blitsch, seconded by Culp to approve the job description and testing
criteria for Park Maintenance II/Forestry-Leisure Services. Motion carried.
The job description and testing criteria for Permit Writer -Building Inspections was presented for
approval. The Human Resources Committee approved the position on 7/18/11. There is a
vacancy due to a promotion. The new department head has changed the job title from Permit
Writing Specialist to Permit Writer and has reworded the job description to more accurately
reflect the job duties. Moved by Blitsch, seconded by Culp to approve the job description and
testing criteria for Permit Writer -Building Inspections. Motion carried.
The job description and testing criteria for Draftsperson -Engineering was presented for approval.
The Human Resources Committee approved the position on 7/25/11. There is a vacancy due to a
retirement. There were only minor changes in the job description. Moved by Culp, seconded by
Blitsch to approve the job description and testing criteria for Draftsperson -Engineering
Department. Motion carried.
The job description and testing criteria for Electrical Foreman -Traffic Operations was presented
for approval. The Human Resources Committee approved the position on 8/8/11. There is a
vacancy due to a retirement. This is an entirely new job description since the position has not
been vacant for 20 years and there have been many technological changes in that period. Moved
by Blitsch, seconded by Culp to approve the job description and testing criteria for Electrical
Foreman -Traffic Operations. Motion carried.

PROMOTIONAL EXAMINATION
BATTALION CHIEF
FIRE RESCUE
ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY:
Professional, technical and supervisory position
under the general direction of the Public Safety
Director and Chief of Fire Services, responsible for
providing general supervision to fire fighting
personnel on an assigned shift, commanding and
coordinating all single alarm emergency incidents
and overseeing daily shift activities, general orders,
City and department rules and regulations, public
relations, personnel matters, compliance with OSHA
and NFPA standards, assisting with annual budget
preparation and long and short range planning for the
department; plans, organizes and directs shift
operations; coordinates and directs on -site fire
fighting personnel activities through subordinate
officers; writes daily duty assignments; coordinates
balanced apparatus placement throughout the City
during daily and emergency shift activities; evaluates
the performance of personnel on assigned shift;
prepares reports, monitors support activities, attends
conferences, conventions and other educational
meetings on behalf of the department; addresses
civic clubs and organizations regarding the activities
of the department; other duties as assigned. May
assume responsibility for the operation of the Fire
Rescue Department in the absence of the Chief of
Fire Services. An illustrative list of essential
functions and physical abilities are listed in the
job description. Acceptable experience and
training: minimum ten (10) years experience with
Waterloo Fire Rescue with minimum five (5) years
at rank of lieutenant or higher; graduation from an
accredited four-year college or university with a
Bachelor's Degree with major course work in fire
management, public or business administration or
other related field, supplemented by completion of
approve training in fire department administration,
operations, inspection and prevention with
extensive experience in fire department emergency
operations with a considerable management role or
any equivalent combination of experience,
education and training that provides the required
knowledge, skills and abilities necessary to perform
the work; EMS State Certification at least at First
Responder level or as required by department;
HazMat Certification at least at operations level;
basic computer skills; Class D Iowa Driver's License.
Required knowledge and abilities include but are
not limited to the following: thorough knowledge
of modern principles and techniques of fire
prevention, including inspection methods, fire
hazards and methods of eliminating hazardous
conditions; thorough knowledge of the State and City
laws and ordinances regarding fire prevention;
thorough knowledge of the principles and materials
of building construction maintenance; thorough
knowledge of modern fire fighting, EMS, rescue and
hazardous materials principles, practices and
methods; thorough knowledge of mechanics as it
relates to fire equipment, fire apparatus, methods of
manufacturing and specifications and the uses and
limitations of various types of related apparatus and
equipment and its operations and maintenance
requirements with the ability to supervise the
effective use of such equipment and apparatus;
thorough knowledge of State and Federal regulations
relating to OSHA, FLSA, hazardous materials,
underground storage tanks, SARA and relevant
NFPA standards and regulations; thorough
knowledge of the principles and practices involved in
instructing and training fire fighters together with the
ability to apply them to specific training problems;
thorough knowledge of rules and regulations of the
Fire Rescue Department; knowledge of the locations
of City streets, principal buildings and fire hydrants;
ability to react quickly and calmly in emergencies
and to direct the work of fire fighting personnel in
emergency situations; ability to communicate clearly
and concisely, orally and in writing; ability to
supervise fire personnel, maintain discipline, accept
lines of authority and promote effective working
relationships with supervisors, coworkers, public
officials and the public; ability to maintain records
and prepare reports; ability to make presentations
before civic and community groups and school
children; ability to work with people from a broad
variety of social, economic, racial, ethnic and
educational backgrounds.
At the discretion of the Fire Chief, the Fire
Marshal, if otherwise qualified, may be promoted
to Battalion Chief and continue to hold the Fire
Marshal classification.
EXAMINATION INFORMATION: All qualified
candidates who apply by the deadline date will be
required to appear before an oral examination panel
consisting of the three Waterloo Fire Rescue
Battalion Chiefs and at least two additional panel
members from a department outside the metropolitan
area at the rank of Battalion Chief or higher from a
municipality of comparable size. If any one of the
Waterloo Fire Rescue Battalion Chiefs is not
available due to a conflict of interest, the City of
Waterloo reserves the right to use an additional panel
member at the rank of Battalion Chief or higher
from a department outside the metropolitan area. A
staff person from the Human Resources Department
will monitor the interviews. An individual must
receive a minimum average score of sixty points out
of one hundred to achieve a passing score on the oral
examination. The top candidates, as ranked by their
scores on the oral examination, will be the individuals
placed on the certified lists.
HOW TO APPLY: All qualified candidates must
submit a cover letter and resume to the City of
Waterloo Human Resources Department, 620
Mulberry Street, Waterloo, Iowa 50703 or email
employment@waterloo-ia.org by a time and date to
be determined. The resume must include a listing of
all formal education and training completed by the
candidate in fire department administration,
operations, inspection and prevention. A candidate
with the applicable Bachelor's Degree must provide
a copy of their final transcript. All applicants will
receive additional information on the position when
the resume is received.
TESTING DATE: All qualified candidates who
apply by the deadline date will be notified of the time,
place and date of the oral examination.

Professional, technical and supervisory position responsible for providing general supervision to fire fighting

Qualifications:
A Battalion Chief candidate shall maintain a
sufficient physical and mental fitness level to perform
the following functions with safety and competency:
1. Safely drive fire fighting/other emergency
vehicles.
2. Visually assess the emergency or fire scene
and/or condition of patient(s) and request
additional assistance when necessary.

14. Maintain Haz-Mat certification at least at
operations level.
Be prepared and respond to releases and
potential releases of hazardous materials for
the purpose of controlling the release
including assessing the emergency scene and
identifying the area and extent of exposure
and implementing an emergency response
plan.
Use field survey instruments and equipment,
performing classification, identification, and
verification of hazardous materials including
visually identifying hazardous materials by
color -coding system. Use chemical reference
materials including books, charts or
computers.
Perform, assist or oversee hazardous
materials control operations and assist with
mitigation of Haz-Mat incident including
implementing appropriate decontamination
procedures.
15. Inspect residential and commercial buildings
for fire hazards and report violations for
follow up.
16. Operate computer both at the Fire Station(s)
and in the trucks.
17. Attend and participate in ongoing training
drills and utilize training materials to learn,
know and be able to demonstrate proficiency
in:
a. drills and evolutions.
b. safe use of all equipment, tools and
supplies.
c. role of the fire fighter at fires,
response to emergency medical calls
and hazardous exposure situations.
d. knowledge of components of fire and
its behavior.

18. Report and prepare for duty on time
presenting a neat and clean appearance and
dressed in uniform. Remain on duty for
twenty-four (24) hour periods, interacting
with coworkers in confined area.
19. Inspect, service, inventory, maintain and
perform scheduled operational tests on all
equipment and tools.
20. Communicate clearly and professionally with
coworkers, supervisors and members of the
public.
21. Prepare trucks and equipment for next
emergency response.

May be assigned to work twenty-four (24) hour shift
schedule or forty (40) hour Monday -Friday schedule
depending on job duties and staffing needs. May be
required to report when off duty for operations where
additional staff is needed to effectively control a fire
or rescue operation or to fill in for an unscheduled
absence. Must be available for department and City
meetings that require the attendance of the Battalion
Chief.
