Updates
Sewer Maintenance Worker — Waste Management Services — Open Exam
Approved by Civil Service 11/19/10 and by Human Resources 12/13/10. Advertised in the
Courier, posted on the City website and Cable, notices sent to the agencies, organizations and
individuals on the Affirmative Acton list and posted in all City departments. Vacancy due to a
resignation but will have 2-3 additional vacancies to satisfy EPA/DNR regulations. Received 24
resumes, but only 6 met qualifications and were invited to interview by a panel of Keith Kearns
and Gary Luck from Waste Management Services and Mary Peterson from Human Resources.
One candidate did not show for his interview and 1 did not pass. We readvertised and have
received 15 resumes to date.
Police Sergeant — Public Safety/Police — Promotional Exam
Approved by Human Resources 4/4/11 and by Civil Service 4/7/11. There is 1 current vacancy
and the list will also be used for out -of -rank assignments. The job notice was posted in the
Waterloo Police Department and we received 11 resumes. A written test is scheduled for
6/23/11. A panel of current Waterloo Police Department management staff and officers will
interview the candidates.
Storm Water Specialist — Engineering — Open Exam
Approved by Human Resources 4/4/11 and Civil Service 4/7/11. This is a newly created position
needed due to EPA storm water regulations. Advertised in the Courier, posted on the City
website and Cable, notices sent to the agencies, organizations and individuals on the Affirmative
Acton list and posted in all City departments. We received 13 resumes and are still reviewing
them.
NEW BUSINESS
The job description and testing criteria for Waste Water Operator — Waste Management Services
was presented for approval. The Human Resources Committee approved the position on
4/25/11. There are 2 vacancies due to a transfer and a termination. We thought we would be
able to hire off a current list, but the remaining candidates did not work out. We went ahead and
advertised since there were not any changes in the job description and testing criteria so we are
requesting approval of the job notice and description as a procedural process. Ten resumes have
been received to date. Moved by Luce, seconded by Culp to approve the job description and
testing criteria for Waste Water Operator — Waste Management Services. Motion carried.
The job description and testing criteria for Street Foreman — Public Works/Street Department
was presented for approval. The Human Resources Committee approved the position on 4/4/11.
There is a vacancy due to a promotion and the position will be posted as a promotion in all City
departments. The job description has been rewritten to give the foremen more supervisory
responsibility. Moved by Luce, seconded by Culp to approve the job description and testing
criteria for Street Foreman — Public Works/Street Department. Motion carried.

Unable to approve May 5, 2011 Minutes because there were not two members present who had
attended the meeting. Minutes will be taken to next Civil Service Meeting for approval.

The Civil Service List for Sewer Maintenance Worker — Waste Management Services was
presented for approval. The Civil Service Commission approved the position on 11/19/10 and
the Human Resources Committee on 12/13/10. There is a vacancy due to a retirement and may
be additional vacancies due to EPA and DNR storm water management regulations. The
position was advertised in the Courier, posted on the City website and Cable, a notice was sent to
the agencies, organizations and individuals on the Affirmative Action list and posted in all City
departments. We received 24 resumes and 6 candidates were invited to interview by a panel of
Keith Kearns and Gary Luck from Waste Management and Mary Peterson from Human
Resources. One candidate did not show for his interview and 1 did not pass the interview. We
advertised a second time and received 22 resumes. Fourteen were invited to interview. Four
candidates were eliminated because they did not obtain a CDL by the interview date and 1
candidate did not pass the interview. The Civil Service List has 9 white males and 1 black male

Under the general direction of the Operations
Supervisor and a Street Foreman, performs skilled
construction, street maintenance and repair,
equipment operation and labor functions. Essential
functions include hut are not limited to the

erecting snow fence, putting chains on tires and
plows on trucks; assists in loading, hauling and

participates in special service programs such as
emergency storm damage clean up; assists in
cleaning, mowing and maintenance of property; fills
and sets sandbags, erects barricades and assists in
monitoring flood pumps during flood emergencies;
cleans roadside ditches of brush with weed trimming
equipment or chain saw; performs bridge
maintenance at heights of up to fifty feet; washes
vehicles, changes tires, repairs, cleans and paints City
buildings, and assists mechanics and welder as
needed; works in busy traffic areas, operating street

experience and training high school
graduate/GED; minimum two years related street
construction experience in all types of weather
conditions at any equivalent combination of
education and experience that provides the
knowledge, skills and abilities necessary to perform
the work; must maintain Iowa Class A or B
Commercial Driver's License and good driving
record based on City of Waterloo driver performance
criteria; must comply with City of Waterloo
Residency Policy for Critical Employees (must live
within ten -mile radius of Waterloo City Hall or 20-
mile radius for some current employees depending on
employment date). Required knnwledp and
abilities include hut are not limited to the
following; knowledge of traffic and safety rules;
ability to safely operate EOII and EOI equipment and
power and hand tools used in street construction and
maintenance work; knowledge of occupational
hazards associated with and safety precautions

EQITIPMENT EXAMINATION
All qualified employees who apply by the deadline
date will be required to participate in an equipment
examination that will test skills in operating
equipment used in this job classification. An
employee must receive a minimum of 80 out of 100
points to achieve a passing score on the equipment
examination. The equipment examination will count
60% of the overall test score.
ORAI, EXAMINATION
Those employees who pass the equipment
examination will be required to appear before an oral
examination panel consisting of a minimum of three
people who have expertise in the areas being tested.
An individual must receive a minimum average score
of 60 points out of 100 to achieve a passing score on
the oral examination. The oral examination will
count 40% of the overall test score.
SCORING
Those employees who successfully complete the
equipment and oral examinations, as outlined above,
will have their scores determined by giving 60%
weight to the equipment test score and 40% weight to
the oral test score. The top applicants, as ranked by
their score will be the individuals placed on the
certified lists.

GENERAL STATEMENT OF DUTIES
Performs skilled construction and street maintenance involving the safe operation of mixer, pulverizer/mixer,
mechanical sweeper, motor patrol, end loader, grader, roller and Equipment Operator I equipment such as
snowplow, dump truck and salt/sand truck and laborer and Equipment Operator I functions such as pothole

ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation.
1. Sufficient strength to perform assigned tasks.

to work double shifts during snow
emergencies.
3. Sufficient speech and hearing that permits the
employee to communicate effectively with
coworkers in person or over a radio.

operate vehicles and equipment in all weather
conditions; sufficient dexterity to safely
operate powered and manual street
maintenance tools; sufficient hearing to
understand verbal instructions, respond to

5. Sufficient personal mobility that permits the
employee to operate required equipment
safely in all types of weather and a variety of
road conditions.
MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, safety
vest, hearing protection, gloves and hardhat.
2. Must comply with City of Waterloo
Residency Policy for Critical Employees
(must live within ten -mile radius of Waterloo
City Hall or as determined by original hire
date). Must maintain a local telephone
number where can be contacted quickly.
3. Must submit to Department of Transportation
requirements including post -accident,
reasonable suspicion, random and return-to-
duty/follow-up alcohol and drug testing.
4. Must submit to Civil Service examination
procedures including an equipment test
involving Street Department vehicles and
equipment operated in this classification and
a panel interview.
WORK SCHEDULE
Will be assigned a shift that is 7:00 a.m.-3:00 p.m. or
3:00 p.m.-11:00 p.m. or 11:00 p.m.-7:00 a.m. Will
generally work Monday through Friday with twenty -
minute paid lunch. Will be required to respond to
emergency calls on weekends, evenings and
holidays. There may be significant overtime during
severe snow emergencies or flooding.
