Huddleston said that Unfinished Business, Item A will be only an update. Moved by Luce, seconded by Blitsch
to approve the amended April 7, 2011 Agenda. Motion carried.

ITNFINISHED BUSINESS
The Civil Service List for Engineering Technician — Engineering Department was presented for approval. The
Human Resources Committee approved the position on 12/13/10 and the Civil Service Commission on 2/18/11.
There is a vacancy due to a retirement. There have not been any changes in the job description and testing
criteria. The position was posted on the City website and Cable, a notice was sent to the agencies,
organizations and individuals on the Affirmative Action list and posted in all City departments. We received 12
resumes and 11 candidates were invited to interview on 4/5/11 by a panel of Dennis Gentz from Engineering,
Craig Clark from Building Inspections and Cheryl Huddleston from Human Resources. Two candidates
cancelled their interview. The Civil Service List has 9 white males. Moved by Blitsch, seconded by Luce:

upon the examination process as set forth by the Civil Service Commission for the appointment to the position of

The Civil Service List for Maintenance Worker I — Traffic Operations was presented for approval. The Civil
Service Commission approved the position on 2/18/11 and the Human Resources Committee on 2/21/11. This
is a new job classification and job description that replaces a Parking Meter Repair position, vacant due to a
retirement. The position was posted on the City website and Cable, a notice was sent to the agencies,
organizations and individuals on the Affirmative Action list and posted in all City departments. We received 24
resumes and 12 candidates were invited to interview on 4/5/11 by a panel of James Bolger from Leisure
Services, Kent Quin from Waste Management Services and Cheryl Huddleston from Human Resources. Five
candidates did not pass their interview and 1 did not have a current driver's license. The Civil Service List has
6 white males. Moved by Luce, seconded by Blitsch:

Sewer Maintenance Worker — Waste Management Services — Open Exam
Approved by Civil Service 11/19/10 and by Human Resources 12/13/10. Advertised in the Courier, posted on
the City website and Cable, notices sent to the agencies, organizations and individuals on the Affirmative Acton
list and posted in all City departments. Vacancy due to a resignation but will have 2-3 additional positions o
satisfy EPA/DNR regulations. Received 24 resumes, but only 6 met qualifications and were invited to interview
by a panel of Keith Kerns and Gary Luck form Waste Management Services and Mary Peterson from Human
Resources. One candidate did not show for interview and 1 did not pass. After considerable discussion, it was
decided to not certify a list at this time. Will brain storm how to attract a larger, more qualified applicant pool
and will bring list to Commission for certification later.
NEW RTISTNESS
The job description and testing criteria for Police Sergeant was presented for approval. The Human Resources
Committee approved the position on April 4, 2011. The current list has expired and we have 1 current vacancy.
There is a written test with an interview for the top 20 scores. The only change in the job description and testing
criteria is the composition of the interview panel — it will be entirely internal, rather than using officers from
other cities. Moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Police
Sergeant. Motion carried.
Culp arrived at the meeting.
The job description and testing criteria for Storm Water Specialist for the Engineering Department was
presented for approval. The Human Resources Committee approved the position on April 4, 2011. This is a
new position and description, needed due to the EPA storm water regulations. Moved by Blitsch, seconded by
Luce to approve the job description and testing criteria for Storm Water Specialist — Engineering Department.
Motion carried.

EXPERIENCE & TRAINING SUMMARY
Technical position, under the general direction of the
Laboratory Services Foreman and Waste
Management Services Assistant Superintendent,
responsible for overall operation of the Waste Water
Treatment Plant and related facilities as assigned.
The essential functions are performed according
to Standard Operating Procedures. The
procedures have heen developed for the local
jurisdiction based on generally accepted
standards for waste water treatment facilities

to ascertain proper operation; collects water samples
for routine lab testing; reads meters, gauges and
dials and keeps Logs on readings; trains and
coordinates work of new operators; cleans bar

devices; changes and operates valves of various
sizes up to sixty inches with differing degrees of
resistance alone and with the help of others; starts,
stops and performs minor maintenance to pumps,
motors and other equipment; performs routine
preventive maintenance and repair of mechanical
equipment; lifts and carries items weighing up to
one hundred pounds with assistance as needed;
drives light and heavy-duty equipment as assigned;
may perform general maintenance activities such as
snow removal, building and equipment repair;
works outside in all weather conditions; works near
and around mechanical, hydraulic and electrical
hazards; noise level is loud; atmosphere may
contain dust, infectious wastes, toxic and explosive
gases or unfavorable natural ventilation; visibility
might be poor and mobility limited; works at
different or repetitive workload pace, independently

Acceptable experience and training; High school
graduate/GED. Background or work experience
must include one of the following: (1) relevant work
experience in operations or maintenance in a water
or wastewater organization; (2) formal education in
environmental science; (3) operational or
established skill in pumping or mechanical systems.
Background or work experience must be verifiable.
Able to obtain State of Iowa Waste Water Operator
certification within one year of employment and
able to maintain certification - failure to obtain this
certification within one year will result in
termination of employment; must obtain within four
month probationary period and maintain Iowa Class
A or B Commercial Driver's License and good
driving record based on City of Waterloo driver
performance criteria; must be trained regarding
Permit Required Confined Space Program as
required; must comply with City of Waterloo
Residency Policy for Critical Employees (physically
reside within ten -mile radius of Waterloo City Hall -
will be given reasonable compliance period as
determined by department head); must maintain a
local telephone number in order to be contacted
during emergencies; must pass post job offer physical

The City of Waterloo will conduct a background
investigation on any applicant being considered for
this position.
ORAL, EXAMINATION
All qualified candidates who apply by the deadline
date will be required to appear before an interview
panel consisting of a minimum of three people who
have expertise in the areas being tested. An
individual must receive a minimum average score of
sixty points out of one hundred to achieve a passing
score on the interview. The top applicants, as ranked
by their scores on the interview, will be the
individuals placed on the certified lists. Applicants
who qualify as outlined and are full time regular
employees of the City of Waterloo shall have one
additional point per full year of employment up to a
maximum of five points added to their final score.
Honorably discharged men and women from the
military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the State
of Iowa shall have five additional points added to
their final score upon submission of their DD214 or
ten points added if they were awarded a Purple Heart
or have a service connected disability. Employment
is contingent on possession of a good driving record
based on City of Waterloo driver performance criteria
and passing a post job offer physical and drug test.

REQUIRED KNOWLEDGE & ABILITIES
1. Comprehensive knowledge of materials,
methods, practices and operating procedures
utilized in the maintenance and upkeep of
streets, bridges and highways.
2. Knowledge of construction, maintenance and
repair of concrete, asphalt and rock roads.
3. General knowledge of the location of City
streets.
4. Ability to plan, assign, supervise and review
work of subordinate employees.
5. Ability to make decisions in emergency
weather conditions.
6. Ability to respond to questions and discuss
street maintenance issues with the public
tactfully and promptly, in a clear, concise and
easily understandable manner.
7 Ability to communicate effectively and
maintain working relationships with other
City employees, supervisors, elected officials
and the public.
8. Ability to keep accurate and thorough records
regarding street and equipment maintenance
work performed.
9. Ability to read, understand and train others
on chemical hazard labels.
10. Knowledge of occupational hazards and
safety precautions needed to operate street
maintenance vehicles and equipment.
11. Ability to work with people from a broad
variety of social, economic, racial, ethnic,
and educational backgrounds.
ACCEPTABLE EXPERIENCE & TRAINING
1. High school graduate/GED.
2. Minimum four years progressively more
responsible experience in street maintenance
in all types of weather conditions
OR
Any equivalent combination of experience
and training that provides the knowledge,
skills and abilities necessary to perform the
essential functions of the position.
3. Prefer supervisory experience in street
maintenance.
4. Iowa Driver's License and good driving
record based on City of Waterloo driver
performance criteria. Disciplinary action or
continuing employment status may be
reviewed for the following: four or more
moving violations within the previous three
years, three or more moving violations within
the previous one year or loss of license or
conviction for OWI, reckless driving or other
major moving violation within the previous
five years; two or more at -fault accidents
within a three-year period while driving on
City business; a combination of three or more
at -fault or not -at -fault accidents within a
three-year period.
ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation.
1. Sufficient speech and hearing that permits the
employee to communicate effectively with
employees and the public in person, over the
telephone or over a radio.
2. Sufficient personal mobility that permits the
employee to operate a pickup truck safely in
all types of weather, to visit work sites all
over town, attend meetings and meet with the
public both inside and outdoors.
3. Sufficient vision to review construction sites,
assess road conditions, operate a pickup truck
and train employees on equipment operation
and general maintenance.
MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses and
hardhat.
2. Must comply with City of Waterloo
Residency Policy for Critical Employees
(physically reside within ten -mile radius of
Waterloo City Hall -or based on requirements
at time of original hire). Must maintain a
local telephone number in order to be
contacted during emergencies.
3. Must submit to Civil Service examination
procedures including a panel interview.
WORK SCHEDULE
Generally 7:00 a.m. to 3:00 p.m. Monday through
Friday with twenty -minute paid lunch. Must also be
available outside these hours for department or City
activities or meetings that require the attendance of
the Street Foreman. Significant overtime during
weather emergencies, including weekends, evenings,
nights and holidays.
