The position was approved by Human Resources on 11/8/10 and by Civil Service on 11/19/10. Extensive advertising was done including Waterloo Courier twice, City website & cable, notices sent to agencies, organizations and individuals on the Affirmative Action list and posted in all City departments. A PSA was sent to regional radio stations and newspapers, with a program on KBBG and a TV ad on KWWL, notices were posted around town including all fitness facilities, policeone.com, policerecruiter.com, officer.com. Notices were sent to state & regional colleges with a police science program. We received 211 resumes, but only 87 took the physical fitness test and only 75 passed. These 75 took the written exam, but only 62 passed. Interviews were conducted on 2/22-25 & 28/11 by Lieutenant Lisa Campbell, Investigator Rob Duncan and Mary Peterson from Human Resources. Three candidates did not pass the interview, 1 cancelled his interview, 2 did not show for their interview and 2 withdrew for other reasons. The list has 4 white females, 1 Hispanic female, 1 Hispanic male and 24 white males. The position will continue to perform a division captain's duties with additional administrative duties. The job notice was posted as a promotional. We received 3 resumes and interviews were conducted on 3/10/11 by Police Chief Jeff Olson from Cedar Falls, Fire Chief John Tekippe from Des Moines, union representatives Dave McFarland from Police and Dave Floyd from Fire Rescue and Bob Stringer from Human Resources. There is a vacancy due to reorganization of the Police and Fire Rescue departments. This is a new job classification and description. This position will act as Fire Chief — per Iowa Code the Fire Department must have Chief - and the position must be advertised as open. We conducted only minimal outside advertising and received 1 resume, a current Waterloo Fire Captain. He was interviewed on 3/10/11 by Police Chief Jeff Olson from Cedar Falls, Fire Chief John Tekippe from Des Moines, union representatives Dave McFarland from Police and Dave Floyd from Fire Rescue and Bob Stringer from Human Resources. This is a new job classification and description. The position was posted on the City website and Cable, a notice was sent to the agencies, organizations and individuals on the Affirmative Action list and posted in all City departments. We received 5 resumes and all candidates were invited to interview on 3/16/11 by a panel of Kate Payne from Invision Architects, Bob Ball from Building Inspections and Cheryl Huddleston from Human Resources. One candidate cancelled his interview. The Civil Service List has 4 white males including 1 current employee. Have been holding off on interviewing until knew what budget looked like. Will probably hire 3 because of Federal storm water regulations. Engineering Technician — Engineering Department — Open Exam Approved by Human Resources 12/13/11 and by Civil Service 2/18/11. Vacancy due to retirement. Posted on City website and Cable, notices were sent to the agencies, organizations and individuals on the Affirmative Action list and posted in all City departments. Received 12 resumes — preliminary review shows most will be invited to interview probably the lst week of April. Maintenance Worker I — Traffic Operations — Open Exam Approved by Civil Service 2/18/11 and by Human Resources 2/21/11. New job classification and description replacing Parking Meter Repair who retired. Posted on City website and Cable, notices sent to the agencies, organizations and individuals on the Affirmative Action list and posted in all City departments. EXAMINATION INFORMATION WRITTEN EXAMINATION All qualified applicants who apply by the deadline date will be eligible to participate in a written examination developed by International Public Management Association for Human Resources (IPMA-HR), administered by Human Resources staff, designed to measure aptitude in the following areas: (1) Laws Related to Police Work; (2) Police Field Operations; (3) Investigative Procedures; (4) Supervisory Principles & Concepts & Reports; (5) Records & Paperwork. A maximum of twenty-five (25) applicants, plus ties as ranked by their scores on the written examination, shall be allowed to further proceed with the testing process. The written examination will count 40% of the overall score. ORAM, EXAMINATION The top applicants, as defined, will be invited to appear before an oral examination panel. The oral examination panel shall consist of City of Waterloo police or fire personnel as follows: (1) one police officer; (2) two sergeants; (3) one lieutenant; (4) a staff person from the Waterloo Police Department or Waterloo Fire Rescue Department. We reserve the right to change the composition of this examination panel. A staff member from the Human Resources Department will monitor the interviews. An individual must receive a minimum average score of 60 points out of 100 to achieve a passing score on the oral examination. Rating sheets as completed by the panelists will be collected at the end of each day's interviews and compiled for ranking when the entire process has been completed. Any panelist wishing to change a score must do so on the day the interview is conducted. All score changes must be initialed and a reason stated in the comments section as to why the change occurred. The oral examination will count 60% of the overall score. SCORING Those individuals who successfully complete the written and oral examinations shall have their final scores determined by giving 40% weight to the written examination and 60% weight to the oral examination. The top twenty applicants as ranked by their scores, as outlined, shall be the individuals certified on the initial and reserve lists. POLICE SERGEANT NOTICE 11 April 2011 POLICE SERGEANT DEPARTMENT SALARY FLSA CIVIL SERVICE BARGAINING UNIT POLICE DEPARTMENT $29.41 per hour ( Level 1 rate) NON-EXEMPT INCLUDED POLICE PROTECTIVE ASSOCIATION GENERAL STATEMENT OF DITTIES Supervises and reviews the activities of subordinate personnel to assure proper performance of all assigned tasks and enforcement of State laws, City ordinances and department policies, rules and regulations. Duties include but are not limited to the following: conducts regular inspections of all departmental equipment to ensure proper performance, maintenance and usage; assists in the coordination of the Division or Section activities with all other divisions and sections of the Police Department; reviews the actions of all subordinate personnel and utilizes approved procedures in matters calling for commendations, disciplinary action or personnel evaluation; supervises FTO's and evaluates probationary officers during field training and probation; responds to emergencies or incidents of a serious or unusual nature, taking command when the need dictates; prepares oral and written reports relating to the assigned area of responsibility and the department. The work is performed under the general direction of the Division or Section Commander but considerable leeway is granted for the exercise of independent judgement and initiative. May supervise up to twenty-one officers. EXAMPLES OF ESSENTIAL, FUTNCTTONS R. PHYSICAL, ABILITIES (illustrative Only) These functions are considered essential for successful performance in this job classification and are derived from the performance objectives stated in Medical Protocol for Police Officers, Municipal Fire and Police Retirement System of Iowa. A Police Sergeant candidate shall maintain a sufficient physical and mental fitness level to perform the following functions with safety and competency: 1. Sits in and safely operate a patrol vehicle, in all weather conditions, for up to eight hours at a time; exits and enters the vehicle numerous times during the shift. 2. Visually assesses emergency situations and requests additional assistance when necessary. 3. Participates in training sessions that may consist of but not be limited to firearms training, running, defensive tactics, physical fitness, and intermediate weapons training. 4. Performs sudden strenuous physical activity such as chasing suspects or physically fighting with suspects during apprehension; makes rapid transitions from nonstrenuous to maximum exertion activity without a warm-up period; performs rescue and clean up activities. 5. Stands at one location for extended periods of time in all weather conditions; walks for long periods of time in all types of terrain or weather conditions. 6. Communicates with others in person, by telephone, or via two-way radio. 7. Performs clerical duties on a computer or typewriter and prepares reports and correspondence according to department policies and procedures. 8. Strength, mobility, and flexibility to lift and move victims of violent crime or accidents and ability to subdue and control unruly or emotionally disturbed individuals. 9. Performs work of a repetitive nature and varied workload pace. 10. Wears personal protective equipment such as ballistic vest, shooting glasses, hearing protection. Uniformed officers wear a gun, ammunition, radio, handcuffs and nightstick on a belt around the waist that weighs approximately 10-15 pounds. 11. Using universal precautions, provides emergency services such as Basic Life Support and First Aid to accident victims or coworkers as needed. 12. Assists in on -site control including traffic control, providing assistance to bystanders, and calming distraught persons. 13. Completes required reports, forms, and personnel records accurately. 14. It is not feasible to rate the frequency of physical demands for emergency situations due to the varied nature of tasks and environmental conditions that a Police Sergeant may encounter. The majority of critical functions are not performed consistently in the course of a typical shift. Critical tasks are usually performed under emergency situations lasting from a few minutes to several hours and requiring intense physical and mental exertion. The responsibility to protect the public and to prevent or reduce the possibility of injury to police personnel requires that each of the physical demands would be rated as frequent or constant. These include the following: a. Standing and walking. b. Bending/crouching. c. Stooping and squatting. d. Crawling and kneeling. e. Balancing and jumping. f. Climbing stairs and ladders; climbing over, under, or through a variety of obstacles (i.e. searching buildings, during pursuit of a suspect). Reaching above, at and below shoulder level. h. Pushing/pulling/dragging up to one hundred (100) pounds. i. Lifting and carrying up to one hundred (100) pounds. Twisting torso, hands, neck, waist. Hand and wrist motions such as simple and firm grasping/gripping, and radial and ulnar deviation (i.e. handling items of evidence, writing instruments, firearms, other police weaponry and equipment). 1. Visual effort twenty (20) inches or less up to twenty (20) feet or more, sometimes in reduced visibility. m. Color vision, peripheral vision, depth perception and hand/eye coordination (i.e. safely operate a vehicle, use firearms, protect self and others during control and/or arrest situations). n. Hearing and speaking in loud and g• j• k. confused situations. o. Restricted mobility (i.e. performing surveillance duties). These physical demands would be rated as occasional: a. Perform tasks with intense concentration for extended periods of time. b. Remain calm and perform complex tasks during stressful and volatile situations. c. Present self in non -threatening and courteous manner to the public in emergency situations. d. Work as a member of a team while functioning as an individual. e. Understand, follow, and give orders. f. Give accurate and truthful testimony about actions and observations in a court of law. Accept the fact that duty may require taking the life of a fellow human being in order to protect own life or life of fellow officers or citizens. g. 16. Must tolerate environmental conditions including the following: a. Performs duties in sub zero weather and contends with wind chill factors. b. Works in wet, muddy or icy areas, and on slippery or uneven surfaces. c. Performs work in the vicinity of vehicles in motion. d. Faces exposure to infectious agents such Hepatitis B, TB, or HIV and toxic chemicals, dust, fumes, and gases (responding to hazardous materials spills). e. Exposed to noise levels over ninety (90) decibels (i.e. when riding in police vehicles). f. Performs work in cramped body positions. Exposed to a variety of stresses. g. - critical decision making in life threatening situations. - dealing with critically injured people and their families/friends. - tight time frames. - tasks requiring long periods of intense concentration. - unpleasant or traumatic situations (i.e. critically injured people, death, injury to self or coworkers) - working in unknown situations. - must be constantly prepared to respond to emergency situations without warning. h. Exposed to all weather elements (i.e. sun, heat, rain, sleet, snow ice, etc.). 17. Reports and prepares for duty on time presenting a neat and clean appearance and dressed in uniform as required. 18.
