The Civil Service List for Maintenance Electrician - Traffic Operations was presented for approval. The position
was approved by the Human Resources Committee on 9/13/10 and by the Civil Service Commission on 9/24/10.
There is a vacancy due to a resignation. The position was advertised in the Courier, posted on the City website and
cable channel, a notice was sent to the IBEW and to the agencies, organizations and individuals on the Affirmative
Action List and posted in all City departments. We received 4 resumes and 3 candidates were invited to interview
on 11/16/10. Panel members were Mohammed Elahi from Traffic Operations, Randy Heiberger-retired Traffic
Operations and Mary Peterson from Human Resources. All candidates passed the interview but there were
concerns about residency and backgrounds so the City readvertised with the same venues and received 5 additional
resumes. The same panel interviewed these candidates on 12/16/10 (1 candidate cancelled). The Civil Service List

The position was approved by the Human Resources Committee on 8/2/10 and by the Civil Service Commission
on 9/24/10. There is a vacancy due to a termination. The position was advertised in the Courier, posted on the City
website and cable channel, a notice was sent to the agencies, organizations and individuals on the Affirmative
Action List and posted in all City departments. We received 42 resumes and 26 candidates were invited to
interview on 12/7-9/10. Panel members were Brian Rath and Keith Kearns from Waste Management Services and
Cheryl Huddleston from Human Resources. One candidate cancelled, there were 4 no shows and 1 candidate was
not interviewed because he did not have a CDL. The Civil Service List has 2 white females and 8 white males; the

The Civil Service List for Fire Engineer was presented for approval. The position was approved by the Human
Resources Committee on 8/2/10 and by the Civil Service Commission on 9/24/10. The current list has expired.
The position was posted as a promotional and 19 candidates signed up to take the tests. An equipment test was
conducted over the course of several days. A written test and a street identification test were given on 11/20/10.
One candidate withdrew. No passing scores were established on either part of the test. Huddleston would like to
recommend that, next time we test, there be a cutoff total score (excluding seniority points) of 60 that would have
eliminated 5 of those currently on the list. Because there was no cutoff, some candidates did not take this testing
seriously because they knew they would make the list no matter how poorly they scored. The Civil Service List
has 18 white males. This list will be used for out -of -rank assignments as well as for promotions. Moved by

City departments. The Culture & Arts staff also made some contacts with arts and culture venues. We received 32
resumes and 12 candidates were invited to interview on 12/1/10. Panel members were Kent Shankle and Chawne

revised job notice is being presented for approval. In the previous notice, the civil service process included an
equipment test. The Street Superintendent no longer wants an equipment test. The only testing would be the
interview. Moved by Luce, seconded by Blitsch to approve the revised job notice for Equipment Operator I -

Equipment Operator I -Street Department
Approved by Human Resources on 9/27/10 and by Civil Service on 11/19/10. Several vacancies due to
retirements. Advertised in all the usual venues. Received 54 resumes and are still reviewing — will probably
interview/test 25-30 candidates.
Operations Supervisor -Street Department
Approved by Human Resources on 10/11/10 and by Civil Service on 11/19/10. Vacancy due to retirement.
Advertised in all the usual venues. Received 13 resumes and 3 candidates will be interviewed after the holidays.
All those being invited to interview are current employees.
Park Maintenance IV/Electrician-Leisure Services
Approved by Human Resources 10/11/10 and by Civil Service on 11/19/10. New position replacing Park
Maintenance II/Construction position. Advertised in all the usual venues. Received 10 resumes and still
reviewing — will schedule interviews after the holidays.
Sewer Maintenance Worker — Waste Management Services
Approved by Civil Service on 11/19/10 and by Human Resources on 12/13/10. Will be advertising possibly
next week.
Police Recruit
Approved by Human Resources on 11/8/10 and by Civil Service on 11/19/10. Extensive advertising — in
addition to our normal venues, also sent PSA to regional radio stations and newspapers, KBBG, KWWL,
posters all over town, fitness facilities, policeone.com, policerecruiter.com, officer.com, State and regional
colleges with police science program. Received 93 resumes to date and will continue accepting resumes
through 12/30/10.
Instrumentation Control Technician -Waste Management
Approved by Human Resources on 7/12/10 and by Civil Service on 7/30/10. There has been a vacancy for a
couple years. Advertised and received 11 resumes; 4 were invited to interview by a panel of Keith Kearns and
Kent Quin from Waste Management and Mary Peterson from Human Resources on 11/19/10. One candidate
did not show. Only 1 candidate passed so we readvertised and received 4 additional resumes. Three of those
candidates were invited to interview but the City had to cancel due to a death in the family of one of the panel
members. Interviews will be rescheduled after the holidays.

Former Fire Chief Doug Carter has requested a hearing regarding his demotion to Fire Captain. At this point,
we need to know availability of Commissioners the next few weeks. Culp is not available 1/11/11, Luce is not
available 12/22-28/10, Blitsch is not available the last week of January and the first week of February. City
Attorney Jim Walsh has advised that the City will be filing a resistance to the Civil Service Hearing.

Motion to Dismiss Appeal Request
Former Fire Chief W. Douglas Carter had requested an appeal hearing before the Civil Service Commission on
his demotion to Fire Captain. Attorney Dave Dutton is representing Carter.
Attorney Chris Wendland, on behalf of the City, has filed a Motion to Dismiss, alleging the Civil Service
Commission does not have jurisdiction over this matter.
Both Attorneys were given an opportunity to present their case to the Civil Service Commission. An audiotape
of the presentations is available in the City Clerk's Office.
The Civil Service Commission went into Closed Session at 8:15 a.m. to review and discuss the information
presented by both sides.
The Civil Service Commission meeting was reconvened at 9:15 a.m. with the following present: Suzy Schares,
Steve Schmitt, Bob Stringer, Chris Wendland, Tim Jamison, Dave Dutton, Cheryl Huddleston.
Moved by Culp, seconded by Blitsch.
The Civil Service Commission does not have jurisdiction under Iowa Code Chapter 400.14 to hear this issue.
But W. Douglas Carter has recourse under Iowa Code Chapter 372.15 to be heard before the Waterloo City
Council.

engineer, performs inspection related work in the
field and office on a variety of public works

experience and training graduate of an accredited
college or university_ with a Bachelor's Degree in
Civil or Construction Engineering with major
course work in construction or municipal
engineering at graduate of a technical school or
community college with an Associate of Applied
Science Degree in Civil Engineering Technology or
a directly equivalent degree and prefer minimum
one (1) year experience in public works design,
engineering and public works inspection nr high
school graduate/GED with minimum five (5) years
experience in public works design, engineering and
public works inspection ox any equivalent
combination of education and experience that
provides the knowledge, skills and abilities necessary
to perform all aspects of the position effectively;
Nuclear Meter certification and IDOT Plant and
Materials certification desirable; general computer,
database, computer -aided drafting (CAD) and road
design software experience; good knowledge of
mathematics as it pertains to engineering problems.
Required knowledge and abilities include but are
not limited to the following thorough knowledge
of the standard practices, tools and terminology of the
engineering and public works inspection trade;
knowledge of engineering practices, land surveying
and drafting techniques; ability to prepare drawings
from field notes and plat records; adequate
knowledge of mathematics and ability to make
independent investigations of engineering problems
as it relates to public works projects; ability to
communicate with and give advice and
recommendations to coworkers, the public,
contractors and supervisors tactfully and promptly,
in a clear, concise and easily understandable
manner; ability to communicate effectively and
maintain working relationships with other City
employees, supervisors and the public; ability to read,
analyze and record complex technical data and
computations, prepare written reports, complete
required forms and keep thorough and accurate
records regarding work performed; ability to plan,
assign, supervise and review work of part time and
seasonal employees; ability to safely operate
passenger vehicle; ability to observe and enforce
appropriate safety precautions; ability to use
independent judgment to recognize and solve

backgrounds. Iowa Driver's License and good
driving record based on City of Waterloo driver

Transportation drug and alcohol testing
requirements if choose to assist with snow removal.
Following a conditional offer of employment, a
physical exam and drug test is required.
MOTOR VEHICLE RECORD CHECK
The Human Resources Department will check
driving records of the applicants who meet the
minimum qualifications through the Iowa
Department of Transportation. Loss of license, plea
of guilty, plea of no contest or its equivalent or
conviction for OWI, reckless driving or other major
moving violation within the previous five years;
four or more citations for moving violations within
the previous three-year period, excluding speeding
violations of 10 mph or less over the posted speed
limit; three or more citations for moving violations
within the previous one-year period will disqualify
the applicant from continuing in the testing process.
ORAL, EXAMINATION
All qualified applicants will be required to appear
before an oral examination panel consisting of a
minimum of three people who have expertise in the
areas being tested. An individual must receive a
minimum average score of 60 points out of 100 to
achieve a passing score on the oral examination. The
top applicants, as ranked by their scores on the oral
examination, will be the individuals placed on the
certified lists. Applicants who qualify as outlined
and are full time regular employees of the City of
Waterloo shall have one additional point per full year
of employment up to a maximum of five points
added to their fmal score. Honorably discharged men
and women from the Armed Forces of the United
States who qualify per provisions of Chapter 35 of
the Iowa Code and who are citizens and residents of
the State of Iowa -shall have five additional points
added to their final score upon submission of their
DD214 or ten points added if they were awarded a
Purple Heart or have a service connected disability.
Employment is contingent on passing a post job offer
physical examination including a drug test and
possession of a good driving record.

GENERAL STATEMENT OF DITTIES
Technical position responsible for performing inspection related work in the field and office on a variety of public
works projects. The work is performed under the general direction of a higher -level engineer but considerable
leeway is granted for the exercise of independent judgment and initiative. May supervise or direct part time or
seasonal employees.

All qualified applicants will be required to appear before
an oral examination panel consisting of a minimum of

by their scores on the oral examination, will be the

ORAL. EXAMINATION
All qualified applicants will be required to appear
before an oral examination panel consisting of a
minimum of three people who have expertise in the
areas being tested. An individual must receive a
minimum average score of sixty points out of one
hundred to achieve a passing score on the oral
examination. The top applicants, as ranked by their
scores on the oral examination, will be the
individuals placed on the certified lists. Applicants
who qualify as outlined and are full time regular
employees of the City of Waterloo shall have one
additional point per full year of employment up to a
maximum of five points added to their fmal score.
Honorably —discharged men and women- from the
military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Iowa
Code and who are citizens and residents of the State
of Iowa shall have five additional points added to
their final score upon submission of their DD214 or
ten points added if they were awarded a Purple Heart
or have a service -connected disability. Employment
is contingent on passing a post job offer physical
examination including a drug test and possession of a
good driving record.

GENERAL STATEMENT OF DUTIES
Performs skilled, mechanical and lead work in maintenance, repair, testing and installation of parking meters,
coin changers and electronic equipment and maintenance of parking facilities. Patrols assigned areas of the
City, enforcing parking ordinances and issuing parking tickets for violations. The work is performed under the
general direction of the Traffic Operations Superintendent but considerable leeway is granted for the exercise of
independent judgment and initiative. No supervisory responsibility.

These functions are considered essential for

1. Inspects City parking facilities and parking
meters.
2. Inspects and tickets county -owned parking
lots, as contracted.
Performs janitorial, heating and —plumbing
maintenance in City -owned parking ramps.
4. Installs and maintains parking meter posts,
meter heads, ticket spitters, electrical gates
and fine boxes.
5. Repairs damaged or defective units and
inspects equipment for proper operation.
6. Writes parking tickets and picks up fine
deposits from fine boxes.
7. Investigates meter and ticket complaints;
responds to citizen questions and provides
information to the public concerning parking
regulations and enforcement.
8. Promotes good public relations between the
public, downtown businesses and the City.
9. Operates tractor loader, snowplow, snow

10. Cleans and maintains walkway on 4th Street
bridge.
11. Assists with line striping and installation of
street signs throughout City.
12. Periodically monitors parking ramp activity.
13. Rotates weekly, 24-hour call with one other
meter repair employee.
14. Keeps a daily log sheetowork performed.
15. Works outside in all weather conditions;
works near moving automotive equipment;
atmosphere may contain dust and fumes from
traffic; ground may be icy or wet.

ACCEPTABLE EXPERIENCE & TRAINING
1. High school graduate/GED.
2. Minimum one year experience in welding
and electrical repair of small mechanical
items
OR
Any equivalent combination of education and
experience that provides the knowledge,
skills and abilities necessary to perform the
work.
3. Iowa Driver's License and good driving
record based on City of Waterloo driver
performance criteria. A candidate with any
of the following will not be considered for
employment: loss of license for any reason
during the penod of candidacy for
employment, if the candidate remains
without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty,
plea of no contest or its equivalent or
conviction for OWI, reckless driving or other
major moving violation within the previous
five years; four or more citations for moving
violations within the previous three-year
period, excluding speeding violations of 10
mph or less over the posted speed limit; three
or more citations for moving violations
within the previous one-year period. After
appointment to the position, disciplinary
action or continuing employment status may
be reviewed for the following: four or more
moving violations within the previous three
years, three or more moving violations within
the previous one year or loss of license or
conviction for OWI, reckless driving or other
major moving violation within the previous
five years; two or more at -fault accidents
within a three-year period while driving on
City business; a combination of three or more

three-year period. An applicant's driving
record will be reviewed prior to an offer of

ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation.
1. Sufficient manual dexterity and fine motor
skills to repair small gears and engines,
operate power and manual repair tools, and
write parking tickets.
2. Sufficient stamina to work outside in all
weather conditions.
3. Sufficient color vision, depth perception,
distance and peripheral vision to safely
operate snow removal equipment in all
weather conditions and for vehicle
identification.
4. Sufficient color vision to identify color -coded
electrical wiring.
5. Sufficient hearing to understand verbal
instructions, respondto questions from the
public and to hear traffic in work areas.
6. Sufficient personal mobility that permits the
employee to operate required equipment
safely in all types of weather and to walk or
drive from one parking ramp, lot or metered
area to another; ability to walk on uneven
ground such as cracked sidewalks, unpaved
parking lots and streets.
7. Sufficient clarity of speech and hearing that
permits the employee to communicate
effectively with the public.
MISCELLANEOUS
1. Must be bondable.
2. Must wear personal protective equipment
such as safety shoes, safety glasses, safety
vest, hearing protection, gloves and hardhat.
3. Following a conditional offer of employment,
the City of Waterloo requires a physical
examination and a drug test by a physician of
the City's choice to determine if an applicant
is capable of performing the essential
functions of the position.
4. If choose to obtain a Commercial Driver's
License and assist with snow removal, must
submit to Department of Transportation
alcohol and drug testing requirements
including pre -employment, post -accident,
reasonable suspicion, random and return-to-
duty/follow-up testing.
5. The City of Waterloo reserves the right to
conduct a background investigation including
employment and criminal history checks on
any applicant being considered for this

WORK SCHEDULE
Generally 6:00 a.m.-2:00 p.m. or 9:00 a.m. — 5:00
p.m. Monday -Friday with twenty -minute paid lunch.
The City of Waterloo reserves the right to change
these hours within the guidelines of the Municipal
Employees Bargaining Contract. May be significant
overtime during weather emergencies. Will rotate
weekend/evening call with other meter repair
employee.
