Ever since cable went to the digital format, the sound goes mute several times per day. Then you have to swig
channels and then go back to what you were watching. This has been a constant, usually at really irritating tirr
show we are watching.
We have only been able to get into "pay per view' once or twice. This is something we would use, if only we c
Most of the time you go thru it partway and then it tells you that you can't access it. Not sure why that would b
we have virtually every channel available except showtime. Which brings me to another complaint....
I wish CF Utilities would service Waterloo. 1 never had any trouble with them. I started out around $60 or so or
and it has slowly doubled to it's current rate with mediacom. And, they keep taking away channels. Very anno
j we have had way too many blackouts. I will be waiting all day for a particular movie or sports event and then t
/ goes out and does not come back until too late.
Wish we could pick & choose what channels we want. I have 2-107, 201-298, 301-313, 401-430. I bet i don't r
select 1/3 of those channels.
That about sums up my major complaints.

Service Complaint:
Residential service went out on Saturday, November 27, 2011
She called on Saturday, November 27, 2011 to make arrangements to have
services restored; appointment was made for Wednesday, November 30, 2011
Her services were on in the morning of Monday, November 28, 2011
Mediacom called at 6:00 p.m. on Monday, November 28, 2011 to confirm the
appointment for a technician to restore her services; she informed them that her
services were now on so they no longer needed to come to her residence
At 7:00 p.m. on Monday, November 28, 2011 her services went back off
- She called Mediacom after her services went out on Monday, November 28, 2011
to arrange to have services restored and was told the earliest available
appointment was Saturday, December 3, 2011; she asked to speak to a Supervisor
and she informed the Supervisor that her services would be out for an entire week
if no one came to restore it until Saturday, December 3, 2011; the Supervisor then
rudely stated "that's what it adds up to isn't it"
In the past when she has had this problem the technicians have indicated that her
residence barely registers a high enough reading/signal; the reason her services
continue to go out is because there is not enough cable power/support to run
everyone in the area; in -turn power/support is being taken from one residence to
support the needs of another; she has been told that in order to fix the problem
new cable would need to be run but at the cost of the customer
She is the President of the Kingswood Association, which contains 30 condos in
the area, and all of the residents have had the same problems she's had with the
services from Mediacom
She feels that she pays a lot of money for cable and internet services to continue
to have these service interruptions
Suggestions:
- Need service upgrades to support all the residents that should already be incurred
through the costs of services
- Need more technicians to provide service in a timely manner

Moved by Hutchens, seconded by Heinze that the minutes of November 3, 2011, as amended
changing Neff to Hutchens for approval of the agenda and minutes, be approved. Ayes: Five.
Motion carried.
Citizen Oral Comments
Concerns were raised regarding the lack of equipment carried by the technicians and it was asked
that the sales representatives recommend a surge protector for the cable line. It was suggested
that this information be passed along to Lee Grassley and that the Commission would like a tour
of the Mediacom facility.
Financial Report
Funding of the Public Access Studio was discussed and the loss of the PEG fees will be
investigated.

Old Business
Availability of the Public Access and Government Access channels to those who are unable to
afford cable was discusses and a suggestion was made to inquire if it is possible to allow access
to these channels at the library.
John Sherbon gave an update on a work session held with the City Council to discuss
Mediacom's Internet progress.
Moved by Heinze, seconded by Sherbon to adjourn. Ayes: Five. Motion carried.

I'll also look for next month's installment on sports programming. The CFU author states, as a teaser for
next month's article, that 25-30% of a customer's cable billing goes to pay the costs of these channels!

Cost to Carry Local Broadcast Channels Rises Quickly
Let's talk about why cable TV bills
keep going up and what we can do
about it.
First, here's the good part - cable
TV is a bargain in Cedar Falls
compared to just about anywhere
else. Odds are you'd pay an extra
$190 to $340 a year, depending
upon your service level, if CFU
wasn't in the cable business.
CFU provides water, light and heat
- essential services you can't live
without. Most of us would say cable
TV is not in that category. Yet many
of us have more than one TV and
seldom pass a day without turning
them on.
Whether you think cable TV is
must -have or non -essential, the
fact is that 90% of Cedar Falls
households buy it. We're grateful
every day that most of you buy it
from CFU and not the other guys.
Because you've trusted us with
your cable business, we're trying to
figure out how to keep it affordable
when the fees we pay to the
networks go up every year.
Programming costs are shooting
up much faster than the rate of
inflation. The cost of programming
is the main factor that drives your
bill up, because roughly 65 cents
out of every dollar we charge for
cable TV is paid out in License
fees to cable networks and local
broadcast stations.
Read that last sentence again. Were
you aware that we pay License fees
not just to cable networks, but also
to local broadcast stations KCRG,
KFXA, KGAN and KWWL?
That's right. Even though you
could put up an antenna and get
the broadcast signals for free, federal
law allows local stations to demand
cash in exchange for the right to
deliver their "free" over -the -air
signals to you through our
cable service.

Every three years we have to
renew our contracts to carry the
local stations on cable. The NBC,
CBS, Fox and ABC stations all raised
their prices by more than 100% for
this year, with additional increases in
2013 and 2014. We added $2 to the
price of Basic Cable January 1, and
every penny of the increase is going
to the Local stations. That means
you'll pay an extra $24 this year for
what the broadcasters like to call
free TV.

Fox, ABC and NBC .out of your
cable plan.
We know you don't want to lose
these channels. Last summer,
more than 90% of customers
who responded to CFU's channel
preference survey said they'd rather
pay more for cable than put up an
antenna to get these channels. You

So what's the answer? We think
broadcast stations ought to be free
no matter whether you receive
them with an antenna or through a
cable or satellite TV service. This
would take a major overhaul of
federal law, and the broadcasters
have blocked this change..
The best realistic alternative may
be customer choice. Today, we are
required to distribute the broadcast
channels to either all or none of our
subscribers. We'd like to be able
to offer the broadcast channels as
an optional add -on to your cable
service. You could choose to receive

Report for Telecommunications Commission Meeting
March 1st, 2012, 4:30 pm
1. Access Waterloo
I have the letter written and ready to go to start a new program, Access Waterloo that will
hopefully draw interest from the community to create their own television program. I am
starting with the non-profit groups and other who have expressed interest in the past of
producing their own show.
2. New Public Access Programs:
A. Iowa Gospel Train: A Gospel Music show produced by Ann Jackson. She
is still working on getting some more shows done. We are assisting her in
getting the shows done so we can get the show on the air soon. She is
looking at a Thursday evening time -slot and to start airing in the coming
weeks.

Summary:
WCTV staff will be available to assist individuals and groups to produce a half-hour
television program for air on the Public Access channel. In addition to training we will
assist in operating studio equipment. One of us would be available to either direct or be
on camera during production.
Objective: To encourage non-profit organizations and individuals to use the Public
Access studios to produce their own television programs.
Reasoning: I hope that by offering this service we will encourage more organizations to
come in and produce their own television programs. Some of what I have heard over the
years is that people are often intimidated by the equipment, I hope that by observing us
help produce programs, people will see that it is not all that difficult. I am making only
one of us available to assist because to other will continue to do the day-to-day activities
that need to be done. Wednesday's are the best days because Marc and I are both here,
the studio is generally not reserved heavily on Wednesday's, and most staff from non-
profits are available during normal business hours.
Procedure:
1. Only one of us will be available to assist with the production.
2. This service will only be available on Wednesday's

4. Organizations will need to have at least 1 or 2 others trained on our studio
equipment to assist with the production.
5. The program length will be 28:30 minutes.
6. For new programs, we will keep Tuesday nights at 8:00 pm open for airing the
programs.
7. We, (WCTV), will not be responsible for finding talent of coming up with content
for the program.
Timeline: The letters will go out next week and the program will start as soon as we
start getting responses.

Dear Public Access User:
We are launching an initiative called "Access Waterloo" in which we will assist your group to make their
first few programs. This would be free of charge. If at a later date, your organization decides it would
like to make additional programs, we could discuss what training would be necessary at that time.
This service will be available only on Wednesday's, either in the morning or afternoon. We ask that you
call and schedule a time for taping beforehand. Please plan on a one to two hour time commitment to get
the program done. Your program must be able to fit into a 30-minute time -slot and we will be airing
them either on Tuesday or Thursday night.
I am really interested in diversifying our programming and hope you will consider using our facilities.
