BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA: SECTION I. CREATION OF OFFICE, That there is hereby created within the City of Waterloo, Iowa, and as a part of the municipal governmental structure of said City, the office of Finance Director. SECTION II. APPOINTMENT AND TERM OF OFFICE. The Finance Director may be appointed by the City Council, which appointment shall extend from the date of appointment until the 31st day of December of the following odd-numbered year, unless said appointment shall be made during an odd-numbered year, in which event said appointment shall extend only until December 31st of that same year. Nothing herein contained shall prevent the removal of and the termination of the appointment of said officer for cause as provided by law. SECTION III. QUALIFICATIONS FOR APPOINTMENT. Any person so appointed under the provisions of Section II of this ordinance shall have a comprehensive and detailed knowledge of the general laws and administrative policies governing municipal financial practices and procedures, principles and practices of accounting and budgeting in government, and be able to prepare informative financial reports, and to perform fiscal planning and other budgetary matters so as to advise the Mayor, Council, and Department heads on fiscal and budgetary policy. SECTION IV. BOND. The Finance Director shall within ten days from the date of his appointment qualify as provided by law and file a bond in the sum of $10,000.00 for the faithful performance of his duties with sureties to be approved by the City Council. SECTION V. DUTIES OF FINANCE DIRECTOR, The Finance Director shall maintain and supervise a central accounting system for the City which accounting system should include pre-audits and other financial controls. He shall direct and coordinate the activities of the employees of his department. The Finance Director shall advise department heads and the Mayor and Council in the review of revenue and expenditure estimates and in the preparation and control of the budget. The Finance Director shall provide the Mayor with timely and informative financial reports and statements. The Finance Director shall generally supervise all financial matters for the City and shall perform such other and further duties as may be required by the laws of the State of Iowa, or as may be required by this r` Page 2 Ordinance or other City Ordinances. The work of the Finance Director shall be reviewed through conferences with the Mayor and City Council and by independent post-audits. SECTION VI. SALARY PROVISIONS. The salary to be paid to the Finance Director shall be that fixed by proper and appropriate resolution of the City Council. SECTION VII. REPEAL OF CONFLICTING ORDINANCES OR SECTIONS THEREOF.
