Action Steps
Step I
Seek the services of a qualified consultant with experience and expertise
in telecommunications and with cable institutional systems to conduct a
needs assessment relative to the city's overall telecommunications
network needs including:
• An analysis of the city's data communications uses/needs
including equipment and network and the city's technical services
division design;
• Analyze and assess the feasibility of employing a Voice over
Internet Protocol for the city's telephony system, and prepare a
report that addresses the physical (i.e., equipment and network)
requirements to build the system,the costs to build the system and
the cost savings to be realized through such a system;
• Analyze and assess the city's public safety, traffic operations and
water department communications networks. Prepare a report that
addresses options and recommendations to upgrade and enhance
the network;
• Analyze and prepare a report on the telecommunications needs of
the various city departments on a going forward basis. In addition
to identifying the short and long-term needs, the report shall
explore ways to lower the city's costs for telecommunications
services, including Internet access and video conferencing
services.

Step H
Seek the services of a qualified consultant with experience and expertise
in telecommunications outside plant(infrastructure)to prepare a
conceptual design and cost estimates for an Institutional network. The
design will take into consideration the results of Step I.
Step III
Using the results of both studies, develop a plan for transitioning the city
to an electronic government including the allocation of funds and staff
training. The general public is becoming more technologically astute and
is going to demand the same from city government.
Step IV
Explore funding sources via grants, reallocation, etc.
Step V
Develop a system for measuring how the city is evolving in the use of
information technology. To be measured include city online services,
what forms are available electronically; what information is offered to the
public; and whether or not the public can provide online feedback to city
officials.
