First Floor Conference Room
Board Members Present: Doris Kelley, Randy Pilkington, and Scott Crowley (quorum)
Staff Members Present: Jim Walsh and Linda Craun
Jim Waterbury left a message that he had an emergency and would not be able to attend today's
meeting. Therefore, Doris Kelley acted as Chair.
Moved by Randy Pilkington, seconded by Scott Crowley that the minutes of June 17, 2008, as
submitted, be approved. Motion carried.
The budget report was not submitted to the Board. There was an expenditure for publication of
minutes. It was decided to defer this item and put it on the agenda for next month.
Jim Waterbury and Doris Kelley met with Greater Cedar Valley Alliance. They still have not
heard back regarding support for conducting the business survey. Doris Kelley stated she will
continue to push for GCVA support. The Business Survey should be on next month's agenda.
Jim Walsh presented an update on Waterloo Telecom Partners. He is only aware of two projects.
The Grout Museum project did not proceed, but Jim was not aware of details related to this
decision. He suggested contacting Grout leadership or Mark Kittrell. Jim mentioned that he is
installing conduit while 4th Street is under construction.
Doris Kelley prepared a draft of an RFP for a fiber network design proposal, which has been
reviewed by Jim Walsh. Ms. Kelley also has a list of vendors that it. should be sent to. There was
discussion as to who should review the RFP's when they are returned to the City. It was moved
by Randy Pilkington and seconded by Scott Crowley that an ad hoc review committee be formed
including Board members, City staff and outside personnel to review the proposals. Motion
carried. Doris Kelley will draft a cover letter that will be sent out from the City to the vendors.
There was no new business.
Randy Pilkington moved, Scott Crowley seconded, that the meeting be adjourned. Next meeting
is scheduled for September 16th at 3:30 p.m.
