N � TgREAS, the City of Waterloo is requesting funding through
w la-e�to Homeland Security and Emergency Management Division to
&q4j- (�- 2Iamaged or destroyed properties located in the floodway,
10f-'ye a-r flood plain, or flood prone areas; and
�WI_.,EREAS, the City of Waterloo has a Hazard Mitigation Plan
spov�d by the Federal Emergency Management Agency (FEMA) on
$la , 2004 and is a participant in good standing in the
latgna�1 Flood Insurance Program; and
r 49REAS, if awarded the City of Waterloo agrees to fund up
5o ;-f the cost of each acquisition including up to $10, 000 in
placement housing allowance and up to $850 for moving expenses
t�" eat eligible owner or tenant, and the city' s portion of
,3tructi#re demolition costs; and
WHEREAS, if awarded the City of Waterloo understands that it
must comply with Section 106 of the National Historic
Preservation Act of 1966 and receive clearance for each of the
acquired structures from the Iowa State Historical Preservation
Office before demolition; and
WHEREAS, the City of Waterloo understands that all property
acquired through the Hazard Mitigation Program will be subject to
permanent deed restrictions regulating future use of the
properties in question.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the Mayor is authorized to sign and submit a
Notice of Interest and required attachments to the Iowa Homeland
Security and Emergency Management Division (HSEMD) for Hazard
Mitigation Grant Program (HMGP) 1763 Structural Acquisition funds
to acquire on a voluntary basis structures damaged or destroyed
by the 2008 floods .
PASSED AND ADOPTED this 25th day of August, 2008 .
