Head Signature: �Q �y i// J # of Attachments: SUBJECT: Council Work Session Cedar Valley Alliance and Chamber Contract Submitted by: Mayor Clark Recommended City Council Action: Summary Statement Expenditure Required Source of Funds Policy Issue Alternative Background Information: GREATER CE 4 L LEY ALLIANCE & CHAMBER THE CPAREDAR VALLEY OG FRIOWA Alliance & Chamber Agreement Council Work Session February 18,2013 Specific Ask: Modify the form of the agreement between the Alliance & Chamber and the City to fund the scope of work undertaken, replacing the base-plus-incentive arrangement in place currently. • Until 3 years ago, the City and Alliance & Chamber had an agreement that provided two payments per year, for a list of services and economic development programs delivered, cooperatively, with the City's ED &Planning Dept. • At that time, the City adopted a more complex contract, copied verbatim from another city, indicating a belief that superior ED results of that city were in part due to the form of contract with the Alliance & Chamber. The Alliance & Chamber took responsibility for that misperception. • Given the broad based services and projects worked on in Waterloo, many unique to Waterloo, we ask that this arrangement be modified: o Move from a contract that provides a base plus incentives for 1) acres of land put into service for successfully recruited and expanding projects, 2) tax base created for the City by recruited or expanded businesses, and 3)jobs created by successful projects. o Move to an agreement that recognizes the spectrum of work performed: • TechWorks Campus redevelopment • External Marketing program • Existing Business growth services &programs • Talent& Workforce programs and projects • Economic and Business data and information collection and supply • Competitiveness &Amenities improvements and promotion • IEDA Contracts, Monitoring, and Relationships • Promote Waterloo and the Cedar Valley generally in Government Relations priorities and events, and Strategic Communications media. (all described in draft/detail on attached pages) o Accountability is through meeting goals and impacts reported on a routine basis. • Suggested next steps: o Continue routine ministerial project and program discussions o Redraft the agreement o Hold an update meeting fashioned as it would be in the new arrangement.
