Jones,`Community Development Director RE: WORK SESSION DAVID FY2014 CONSOLIDATED PLAN - ONE YEAR ACTION PLAN JONES Ward I December 31, 2012 is our deadline for individual agencies to submit their applications for CAROLYN the CDBG and HOME Program funding for FY2014. These funds will be allocated for COLE the period beginning July 1, 2013 and ending June 30, 2014. A public information meeting Ward 1 was held in November to kick off the process and we have published numerous citizen HAROLD input notices in the Courier. GETTY Ward 3 The Board will hold a public hearing on January 15 2013 at 5:00 p.m. in the City QUENTIN M. Council Chambers,to gain citizen input for preparing the City's Consolidated Plan. Then, HART a Subcommittee of the Community Development Board will review proposals and Ward 4 formulate a recommendation on the use of these funds by early February. RON WELPER We would like the opportunity to discuss any questions you may have concerning the block Ward 5 grant process and eligible activities. May we suggest a work session with the Community BOB Development Board and City Council on January 7,2013 for this purpose. The intent of the GCVAC's overall economic development program is to intentionally integrate cross marketing in each initiative GCVAC undertakes realizing there is a direct correlation in business recruitment, workforce development, and business retention. The Greater Cedar Valley Alliance & Chamber is a regional economic community development corporation working to increase economic vitality and wealth in the Waterloo/Cedar Falls MSA and surrounding economic region. Economic Development Initiatives: June 2012 — December 2012 Opportunities Delivered — GCVAC's goal for fiscal year 2012/2013 is to identify and/or participate greatly in 20 opportunities for GCVAC's service area averaging a $5 million capital investment and $19.00/hr average wage rate. To date, GCVAC has totaled 12 opportunities representing 678 jobs (315 jobs meeting the $19.00/hr criteria) with average investment of$6.78 million capital investment. For Waterloo, four opportunities represent existing business (Twin City Hide, Alpha Express, Hydrite Chemical and Grainger); four represent new project opportunities (IWEB, Arkadium, Plastic Injection Molding, WorldStrides, LLC) and one represents GCVAC's participation with Hostess Brands property acquisition. Information Technology (IT) Marketing — GCVAC led a regional effort retaining a lead generation firm (310 LTD) to help identify growing IT and data center firms. To date, five IT/data center projects have been identified. GCVAC has retained this same firm to identify additional project lead from companies in IT/data center, renewable energy and advanced manufacturing. The intent of GCVAC is to focus primarily on projects which pay $19.00/hr wage. At calendar year's end, a database of 900 plus companies has been contacted multiple times representing 2,182 total calls made. 1 International Food Technology Trade Show—Through the Cedar Valley Regional Partnership, GCVAC staff participated and represented Waterloo in a trade show exhibit at North America's largest food ingredient show in June. Two follow-up international lead opportunities were identified at the show. FABTECH International —Through the Cedar Valley Regional Partnership, five leads were identified along with an additional 10 soft leads. The booth exhibit was also used to encourage attending technology students to explore manufacturing positions available in Waterloo and the Cedar Valley Region. FABTECH is the world's largest metal forming, fabricating, finishing and welding event. GMAC — GCVAC has worked with the ResCap officials to identify the number of positions associated with the Waterloo operation, wage rate ranges and contact information for the new owner, Ocwen. In turn, GCVAC staff is planning on a business retention meeting with corporate officials representing Ocwen. GCVAC staff is also working closely Iowa Economic Development Authority to develop a strategy for incentive retention for potential need. Existing Business Survey (Synchronist) —A goal of 60 surveys completed in fiscal year 2013 was set with 36 being completed by the end of November. These reports helped provide a variety of information such as confirmations of plans for expansion (Grainger and Twin City Tanning), issues that may prohibit future expansion, measuring companies who are looking for additional space/locations, those with utility or street/traffic concerns and those in need of workforce development services. Skilled Iowa Program — On November 20th Governor Terry Branstad declared the Cedar Valley to be Iowa's first Skilled Iowa Community. The GCVAC is taking the lead on educating all area businesses on this new program with the goal of increasing awareness about the skills needed to be hired by local organizations and to help promote the need for higher-level skills in modern workplace. To date, GCVAC staff has helped the state attain the goal of registering over 135 businesses in Black Hawk County, including 50 plus businesses in the City of Waterloo. 2 TechWorks Campus — June-December 2012 • Construction bids were let on the site work for property surrounding the Deere museum and portions of Tech I; • Solidified renewable energy partners: vertical axis wind, solar photovoltaic and fuel cell; • Partnering with UNI, Hawkeye Community College and Iowa Innovation Council to pursue designation of TechWorks as the advanced manufacturing hub for the state of Iowa; • Working with local developer for investment in Tech I renovation using disaster recovery bonds. Hostess Brand/Recipe Purchaser(s) — GCVAC is actively tracking and identifying potential purchasers of Hostess brands and recipes, so we can project possible siting of new locations associated with these acquisitions. Intent is not to recruit to the former facility but instead focus recruitment efforts on the physical infrastructure that the Waterloo area provides for distribution and food processing. Talent Realignment Services - The new Talent Realignment Services offered by the GCVAC (which step in when businesses downsize staff or close their doors), examine the skill sets of the affected persons and the needs of our local businesses match the most likely companies with the population affected by each event. Hostess — GCVAC organized and led a job fair on November 30th to find new job opportunities for Hostess employees. Waterloo businesses that participated included: Bertch Cabinets, ConAgra, Hydrite Chemical, Isle Casino Hotel, Power Engineering, Preis Enterprises, Tyson, City & National Employment, Hy-Vee and more. Over 70% of the affected workers attended along with 12 people from the general public. PFG — GCVAC led a job fair to reach out to displaced workers from the company's many entities soon after their closure. This event took place on July 31st. Twenty-three companies participated while 66 employees attended. This outreach is ongoing as needed by displaced employees including resume assistance and personal phone calls to help match talent to business needs. Waterloo businesses/operations participating included: GMAC, Mediacom, CBE Group, Village Inn Restaurants, Mediacom, and Hawkeye Community College, among others. 3 BPI — GCVAC helped coordinate an information session with Governor Brandstad and owners of BPI at Hawkeye Community College in June. GCVAC staff worked with area businesses and lowaWORKS to identify expanding companies who were hiring and place opportunities for the BPI workforce. High-Tech Talent Recruitment Initiative — To support existing IT companies' continued growth in the community, a GCVAC-led recruitment event took place on September 28th at Brown College in Mendota Heights, MN. Officials from area businesses accompanied GCVAC staff to meet with 120 students from the school's IT department. To date, an area business has hired two game developers; while another is reviewing resumes. Intent is to plan a similar event again in the spring with more existing IT business participation and additional MN colleges. Minnesota is a hot spot for IT talent and potentially a good source for population growth for the Cedar Valley, in turn, helping GCVAC's ability to recruit new IT business to Waterloo Talent Tells All Event—A part of the "Work the Valley" initiative which is meant to encourage local, emerging talent to choose the Cedar Valley as their career community. This specific event was held on December 7th. A panel of UNI students shared their opinions as young professionals on how the Cedar Valley could be more competitive in attracting young talent to have careers in Waterloo and the region. Forty HR professionals from the area, including representatives from John Deere, CBE Group, Veridian, Hawkeye Community College and Cedar Valley United Way attended. Legislative Agenda — GCVAC led preparation of the area's legislative policy agenda including input from Waterloo influences from the City, Main Street and the Convention & Visitors Bureau. Roundtable technical sessions with area legislators provided an opportunity for dialog exchange of issues prior to 2013 session. Data Portal - GCVAC is currently populating on-demand online demographic, economic, social and housing related information on the metro area and Waterloo. Expected to be complete February 2013. Dream Big, Grow Here (Cedar Valley 2012) - The DBGH Cedar Valley is a $5,000 grant contest led by GCVAC and sponsored by the CVRP, occurring annually. The 2012 contest had 8 emerging businesses from Waterloo participate; one which was voted into the finale on October 18th. Overall the contests generated 14,675 web site visits to the DBGH Cedar Valley page and 8,365 people voted in the Cedar Valley's contest. 4 Cedar Valley Economic Indicators — Fall 2012 Edition — Print and online publication include quarterly statistics on the Waterloo/Cedar Falls Metro area including employment, housing, retail, bank deposits and other economic indicators important to existing and prospective Waterloo businesses. Upcoming Economic Development Initiatives 2013: not exhaustive for the year - as of December 31, 2012 Sell Trip— Chicago, Atlanta, Dallas, and Minneapolis—GCVAC staff will contact site selection and real estate influences about the location attributes in Waterloo and the Cedar Valley Region. Corporate existing business visits will occur as applicable in each market. Staff will meet with local colleges and trade schools to promote workforce opportunities in the Waterloo and the Cedar Valley Region. PROMAT Trade Show—Chicago, January 21-25, 2013 - Through the Cedar Valley Regional Partnership, Waterloo and the Cedar Valley Region will be represented at North America's largest logistics show. Intent is to identify expanding businesses and promote job opportunities available in the Cedar Valley by area distribution centers. Targeted Industry — Lead Generation Initiative - January-June 2013 —As previously stated, GCVAC has retained 310 LTD to identify expanding companies in Information Technology, Data Center, Advanced Manufacturing & Renewable Energy. The intent is to target companies creating jobs at $19/hour. Prospect leads will be identified through research and phone calls. 310 LTD is contracted to identify 12 prospect leads for GCVAC during this period. FABTECH — Fall 2013 —Through the Cedar Valley Regional Partnership, Waterloo and the Cedar Valley Region will be represented at North America's largest metal forming, fabricating, finishing and welding event. Intent is to identify expanding businesses and promote job opportunities available in the Cedar Valley by area manufacturers. Site Location Partnership —Through the Cedar Valley Regional Partnership, GCVAC will maximize Waterloo and the Cedar Valley Region's presence at multiple shows through joint trade show exhibition. Separately, staff will schedule meetings with consultants; corporate headquarters as opportunities present themselves in the city the shows takes place.
