Via Rail understands that the CITY has requested this proposal to assist with site evaluation of the CN Waterloo Yaid located in vicinity of Waterloo High School. Serious pedestrian injuries have occurred at this location and continue to be critical safety concern due to the unrestricted passageway of students and train switching movements within the CN Yard. CITY has considered various alternatives to curb student exposure to moving trains, such as pedestrian walkways, with significant challenges and obstacles. Therefore, the CITY is requesting support to evaluate the feasibility of relocating the CN Waterloo Yard and switching operation from the current downtown location. One would expect that the new CN Yard location will have little or low pedestrian exposure and safety concerns. The relocation is expected to result in improved safety of pedestrians in the area of the current rail yard, provide traffic congestion relief and overall betterment of the downtown environment. Based on our understanding of CITY pedestrian safety concerns and planning initiative, we have prepared the following task descriptions aimed to clarify our proposed services. CN Yard Relocation Alternatives Analysis: Via Rail will gather readily available internet, railroad, and CITY provided GIS information to use as a base map for the site location analysis. Utilizing the assembled documents as our base map, Via Rail will create conceptual planning level railroad infrastructure layouts that correspond to existing Via Rail Engineering Inc. 14727 Maribel Road, Maribel, Wisconsin 54227 Phone 920-367-2000 fheafy@viarailengineering.com CN Yard configuration and storage capacities, additional designated infrastructure areas for possible material laydown, locomotive fueling, and other criteria obtained from CN Engineering and Operations. Via Rail understands that this safety initiative and Rail Yard relocation will require communication, cooperation and ongoing correspondence between CITY and CN. We anticipate preparation of three potential Rail Yard site iterations for review and analyzing. We will submit the three alternative locations for CITY and Stakeholders review. Via Raif will attend a face- to-face meeting and assist in the evaluation process of each alternative and selection of preferred iteration. Upon your authorization and timing, Via Rail will schedule a meeting with CN Engineering and Operations to review the preferred relocation opportunity and allow CN to provide feedback and support guidelines. Based on CN comments and directives, Via Rail will incorporate necessary revisions to our conceptual layout and utilize this document in preparation of our Opinion of Probable Construction Cost (OPCC) and Construction Schedule to complete our analysis work effort. On behalf of CITY, Via Rail will monitor the project process with CN and maintain communications with the CITY throughout this initiative. Professional Fee Break Down: Task 1: Task 2: CN Railyard Alternative Analysis $ 16,250.00 Prepare OPCC & Construction Schedule $ 5,880.00 Our fee for the described services is based on the Lump Sum amount of Twenty -Two Thousand One Hundred Thirty Dollars ($22,130.00). Via Rail will invoice monthly for actual services provided to date and not exceed our lump sum fee. Our proposed service is limited to conceptual planning layouts, two (2) project meetings, and railroad submittals. We have not included: detailed preliminary railroad engineering, site civil design or final railroad approval and construction permitting.
