HomeMy WebLinkAbout06/27/2016 Council Work Session June 27, 2016 Time indicated below Harold E. Getty Council Chambers Roll Call. Approval of Agenda, as proposed or amended. 4:10 p.m Budget Discussion Session#2 -Tax Increment Financing-What's in it for me? Submitted By:Michelle Weidner, Chief Financial Officer ADJOURNMENT Suzy Schares, CMC City Clerk/Human Resource Director OMNI MidPort Geraldine Road is now open to the public with all three phases built on the industrial road. The new Johnstone Supply is now open, bringing added jobs and opening up potential development area in downtown Waterloo at their former site. A new 50,000 sq. ft. spec industrial building is beginning construction just south of the Kinzler building on Geraldine Road, opening up new opportunities for business development and expansion in the area as well. Con Agra construction continues for their $60 million expansion, and the missing link of the MidPort Boulevard roadway is now under contract for construction as well. These projects will open up additional industrial lots for development and provide additional land for Con Agra to continue to invest in the Waterloo community, bringing over 55 new jobs to the community. Northeast The City of Waterloo is working to plat land to expand the Northeast Industrial Park. This will open up 8-10 new industrial lots for development, as well as continue to expand the infrastructure network in this area for heavy water and sewer users. Twin City Tannery has gone from approximately 15 employees about five years ago to over 60 employees at present. Logan With the recent passing of Muhammad Ali, boxing comes to mind. One of the most famous boxing lines was "Down goes Frazier" by Howard Cosell in the Foreman vs Frazier fight. Well, we have "down goes Logan Plaza, down goes Logan Plaza, down goes Logan Plaza ! ! ! " as the dilapidated structure comes down to make way for developer Ben Stroh to begin construction soon on over $9.5 million in medical and retail redevelopment on the site. This partnership with the City will have the ability for over 60 acres of new development in this area of the community. KWWL now has extensive exterior work going on with their building along the Franklin Street corridor. This $10 million project will also help anchor more redevelopment of the Franklin Street area, as well as the Walnut Neighborhood area for potential historic renovations. Highway 63 design work continues as well, with design completions underway to start work again in the spring of 2017. Rath The Rath area continues to see many smaller projects redevelop the empty lots along Highway 218 with small business rnfill. These projects are an excellent redevelopment of this area for a business — industrial park type setting to provide easy access to the highway for businesses, and employees in close proximity to the downtown Waterloo amenities for restaurants, residential units to rent, etc. iiiI.11,1: letOrt r. 1 ; _• u ES n 1 NKr 4cwui t utittptxTvN INC rl u..a3 THEGRANDCROSSK. f - San Marnan The City of Waterloo continues to acquire land and go through the State Certified Site process for the South Waterloo Business Park. This area gives the City the ability to go after large statewide projects along the Highway 20 corridor area. VGM is under full construction for their 70,000 sq. ft. expansion project that will give them the ability to add 250-300 new employees. The Green Acres project is also nearing completion and opening of their 53 million investment in the Wateiloo community of a new 100,000 sq. ft. indoor storage facility. As a part of both of these projects, the City of Waterloo took the opportunity to expand roadway and sewer infrastructure where it makes economic sense for additional lot development future development of nearby lots, and for continued growth and development of the business park atmosphere. Housing The City of Waterloo had its highest single month of single family homes being built this year with 25 new homes in March 2016. This figure is indicative of the tremendous amount of new housing areas we have under construction. Besides all of the numerous new subdivisions being platted (Island West, Prairie Meadows, Crossroads Estates, Nottingham, Audubon) we also have construction starting on some multifamily units near the Kimball and Ridgeway area. Five new 12-plexes will be built this year in that area as well. Downtown At a highly visible location, the Grand Crossing is making a grand entrance of Phase I of its multi -phase plans for the former Grand Hotel site. Immediately to the northwest is the beginning of the Green at Tech Works project which will bring a Marriot Hotel into the former Deere building, as well as new restaurants, added investment for bio and green business development in the Tech I building, and many partnerships with UNI and Hawkeye Community College for educational training. Hawkeye Community College is continuing their investment in the immediate area with the announcement of their new urban campus on the former Bowl -In site as well. Single Speed is also continuing its historic renovation of the former Wonder Bread Bakery site, with an opening eyed in December. Plans are underway for a robust series of downtown festivals and concerts to attract visitors to the downtown area and to support existing and emerging businesses in the City's central business district This summer's programming includes a Latino Culture Festival, Irishfest, My Waterloo Days, Stem & Stein (a food, beer & wine tasting event), Friday'Loo events in Lincoln Park, a RiverLoop Rhythms concert series at the RiverLoop Amphitheatre, a Sunday afternoon family performance series, and live musical performances for the weekly downtown Farmers Market at the Expo Plaza. C (Downtown continued) Renovations in the 200 block of West 4th Street by JSA Development recently wrapped up resulting in the opening of Basal Pizza as well as additional prime new retail and loft/apartment spaces. Opening celebrations were also held for Cedar Valley Makers Space on the Techworks campus and The Hive, Waterloo Public Library's new maker's space. A public art Project to develop a Lou Henry Hoover Sculpture Park along the highway 218 corridor on the site of the former First Lady's childhood home will wrap up this month. And a new sport is corning to downtown Waterloo! Beginning league play in August, a new Dekhockey facility will open on the North Plaza of the RiverLoop Expo Plaza. This sport is similar to hockey, but played on a special plastic outdoor sport court eliminating the need for skates. Participation is affordable and the game is simple, fun and can be played by all ages. This will be only the second such complex located in the United States. The facility, which also includes concessions and a pro shop, is expected to draw thousands of players and spectators to downtown. Crossroads The entire Crossroads area is seeing smaller new restaurants (Freddy's, Tokyo, Chick-Fil-A, Chipotle), financial buildings (Dupaco), and small retail development occurring. With the At Home inclusion in the mall itself, the opening of Lost Island Water Park, the new residential construction up the hill, things will be hopping in the entire area. Airport For the period of January through May, this five month period reflected the best five month period for passenger travel from Waterloo Regional Airport since 2006. American Airlines has now also added an additional flight on Saturdays for the summer season travel months of June -July -August. Airfares frorn Waterloo are still very attractive when contrasting other fares from Cedar Rapids, Des Moines, Quad Cities, and other larger regional and international airports especially when factoring in travel to/from the airport, vehicle parking fees and the longer lines for check -in and security screening. Significant summer construction is planned, with the reconstruction of Taxiway Charlie, Repair of a Joint on the Airport s Primary Runway (Runway 12/30), and Repainting Runway 12/30, Runway 18/36 and various taxiways. A budget of just over $1.9 million has been set to complete all elements of construction, pending the ability of Congress to extend aviation legislation via the FAA's Airport Improvement Program. • .
