SUBJECT: Sewer Rate Increase

Recommended City Council Action: I recommend that the Council adopt an
ordinance change to City Ordinances, Chapter 3, Sewer Regulations, Section 8-
3A-6 to apply the following sewer rental charge, effective with billing done
beginning July 1, 2015:
Minimum monthly charge $14.25 (includes first 3 Ccf)
Minimum quarterly charge 42.75 (Includes first 9 Ccf)
Per Ccf over minimum monthly charge 2.30 (Ccf = 100 cubic feet of metered
water used or metered wastewater discharge if provided in permit)
Summary Statement: As discussed at the sewer department budget
work session, the City needs to complete substantial capital improvements to the
sewer system. In order to maintain a balanced budget for the sewer fund, a rate
increase is required. As we have discussed, the projected budget for the year
ending June 30, 2016 projects a shortfall of nearly $1,450,000 in the sewer fund
unless a rate increase is adopted.
Expenditure Required: N/A
Source of Funds: N/A
Policy Issue: The rate increase will allow the city to comply with
Clean Water regulations and maintain a balanced sewer budget.
Alternative: If rates aren't increased and the improvements
required by the Department of Natural Resources aren't implemented, the City
won't be able to comply with the regulatory requirements and may be subject to
fines.
Background Information: The last sewer rate increase was effective July 1,
2010, five years ago. The City will not be able to comply with recent Department
of Natural Resources and US EPA requirements without additional revenue.
