RESOLUTION NO. 2020-475
RESOLUTION APPROVING AN AMENDMENT TO THE CITY
OF WATERLOO RESIDENCY POLICY BY EXPANDING THE
RESIDENCY RADIUS FOR THE LEISURE SERVICES
DEPARTMENT, POLICE DEPARTMENT, AND PUBLIC
WORKS DIVISION TO 30 MILES FROM CITY HALL.
WHEREAS, the City of Waterloo has established a policy with regards to residency of
critical municipal employees and department heads, and
WHEREAS, it has been determined the policy is too restrictive for the purposes of a
competitive hiring pool for Leisure Services Department, Police Department and Public Works
Division related positions, and
WHEREAS, the City of Waterloo seeks to establish a fair and competitive residency
policy, with regards to said employees, to within a 30-mile radius of corporate City limits.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the Policy Regarding Residency of Critical Municipal Employees and
City Department Heads is hereby amended as follows:
Section 1. That "within a radius of ten (10) miles from Waterloo's City Hall. Consistent
with the prior residency policy, effective April 7, 2003, City of Waterloo department heads who
move their location of residence or who are hired after April 7, 2003, must physically reside
within the city limits of Waterloo " be struck from paragraph two and three of the section titled
Policy and replaced with:
"the specified radiuses from Waterloo's City Hall as listed below.
Ten (10) mile Radius
All Engineering, Airport Maintenance Workers, Building Maintenance personnel, Information
Technology personnel, Public Library staff must physically reside within a radius of ten (10)
miles from Waterloo's City Hall.
Thirty (30) mile Radius
All Street Department personnel, Forestry personnel, Garage mechanics, Waste Management
staff (including Waste Management technicians), Treatment Operations Foreman, Sewer
Maintenance workers, Collections Systems Foreman, Maintenance Mechanics, Maintenance
Foreman, Instrument Control Technicians, Instrument Control Foreman, all traffic operations
personnel and all information technology personnel for the Waterloo Police Department must
physically reside within a radius of thirty (30) miles from Waterloo's City Hall.
Consistent with the prior residency policy, effective April 7, 2003, City of Waterloo department
heads who move their location of residence or who are hired after April 7, 2003, must physically
reside within the city limits of Waterloo."
Section 2. That "a radius of twenty (20) miles from Waterloo's City Hall, consistent with
the prior residency policy effective April 7, 2003", be struck from number four under the section
titled Provision and replaced with:
"the stated radius from Waterloo's City Hall, consistent with the residency policy effective June
22, 2020".

Section 3. That " a 20-mile radius from Waterloo's City Hall shall be made available by the
Engineering Department to assist in this effort" be struck from number five under the section
titled Provision and replaced with:
"a 30-mile radius from Waterloo's City Hall shall be made available by the Engineering
Department to assist in this effort".
Section 4: That "effective on September 1, 2006" be struck from number six under the
section titled Provisions and replaced with:
"effective on June 22, 2020."
Section 4. That the Civil Service process be updated in accordance with this resolution.
