AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY AMENDING SECTIONS 2 AND 3 OF CHAPTER 7, PARKING IN RESIDENTIAL AREAS, OF TITLE 6, MOTOR VEHICLES AND TRAFFIC. BE IT ORDAINED by the City Council of the City of Waterloo, Iowa: That Section 2, Definitions, of Chapter 7, Parking in Residential Areas, of Title 6, Motor Vehicles and Traffic, is hereby amended to strike "trailers" from the definition of "Recreational Vehicles" and to substitute "trailers other than utility trailers" in place thereof. That Subsection D of Section 3, Standards Governing the Off -Street Parking or Storage of Vehicles as an Accessory Use on Residential Properties, of Chapter 7, Parking in Residential Areas, of Title 6, Motor Vehicles and Traffic, is hereby amended to strike said Subsection D in its entirety and to substitute in place thereof the following new Subsection D: D. Parking of Recreational Vehicles: 1. Not more than three (3) recreational vehicles shall be parked on any one- or two- family residential property at any time. No recreational vehicle owned by persons not residing on the property shall be parked on any residential property at any time, except for visitors. Visitor parking shall be limited to not more than thirty (30) days per calendar year. 2. No recreational vehicle shall be parked in the front yard of any one- or two-family residential property, except when such vehicle is being actively loaded or unloaded or except for times not exceeding two (2) hours when the vehicle is being washed. Submitted By: Michelle Weidner, Chief Financial Officer July 2, 2020 City of Waterloo City Council Dear City Council Members, It is my understanding Republic Parking's contract is up for renewal with the City of Waterloo. 1 am writing this letter in support of renewing that contract with Republic. I have lived downtown for about 5 years, and have had a parking permit for the Park Ave garage that entire time. Over time I have had several interactions the employees and staff of Republic Parking and will tell you each and every one of those interactions has been positive. They are friendly, helpful and responsive. I do not want to risk losing that by changing to a different company. They do an exceptional job, in my opinion, of keeping the garage clean and appear to always want to improve. The garage is cleaner, more secure and has fewer pigeon problems than when 1 moved in 5 years ago. They provide a free car starting service which I had to take advantage I had to take advantage of on one of those 40-degrees-below-zero mornings we get. Their employee went above and beyond that morning in helping me. When there are special events downtown they have to handle the situation with permitted parkas (such as myself} being able to enter and exit the garage, and have always done a great job with that. The office has been helpful on several occasions when I have needed a short term permit for a guest, or had to switch my account around because of a new vehicle or license plate, Ifany problem comes up it is always handled quickly, usually with just a simple email from me. As a downtown resident with a vested interest in who runs the parking, I strongly ask that you renew the contract with Republic Parking. David . These are the main things that come to mind: `Keep the ramp very clean *Very responsive if we have any issues with people parking in the ramp that should not be, reports of vandalism. *We appreciate the assistance given if Flat tires, or dead batteries. *You keep very good records of what spots we have assigned to us and the people assigned to each of them. 'Very prompt in responding to questions "keep me updated when you have entered our new employees in your system. This is very helpful forme to let them know when they can begin parking in the ramp. 'Been accommodating when there were issues with flooding on the lowest level. *no a good job of keeping the ramps salted/sanded in the winter. Thanks!
