The general scope of urban renewal activities in the area involves the rehabilitation,conservation,development, and redevelopment of such area, or a combination of such activities in the area, to promote continuedgrowth and devel- opment of commercial activities in the area through various public purpose and special financing activities outlined in the Plan. These activities are deemed necessary in the interest of the Public health,safety or welfare of the residents of the City o Waterloo.
