THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE SAN MARNAN DEVELOPMENT
PLAN IN ORDER TO ADD ADDITIONAL
AREA AND TO INCLUDE OTHER
UPDATES.
The area included in the San Marnan
Development Plan is an economic
development area within the meaning of
Iowa Code Section 403.17(10).Such area
is appropriate for commercial and indus-
trial enterprises and is eligible for an
urban renewal project and otherwise
meets all requisites under the provisions
of Iowa Code Chapter 403. The general
scope of urban renewal activities in the
area involves the rehabilitation,conserve-
bon,development,and redevelopment of
such area, or a combination of such
activities in the area, to promote
continued growth and development of
commercial activities in the area through
various public purpose and special
financing activities outlined in the Plan.
These activities are deemed necessary in
the interest of the public health,safety or
welfare of the residents of the City of
Waterloo.
The Plan Amendment is an amendment
to the San Maman Development Plan
(the "Plan"), originally adopted in 1999
and subsequently amended in 2004,
2009,2015,2017 and 2019.Among other
modifications to the Plan, the Plan
Amendment proposes to add the follow-
ing additional areas to the Plan:
Beginning at the Southwest corner of the
Southeast % of the Southeast 'A of
Section 10,T88N R13W;thence North 33
feet to the Northerly right-of-way lice of
East Shaulis Road as presently establish-
ed;thence Easterly alongg said Northerly
right-of-way line of East Shaulis Road 10
the West line of the Southwest%of the
Southeast Y4 of Section 11,T88N R13W;
thence Northedy along said West line to
the North line of said Southwest'A of the
Southeast'A;thence Easterly alas said
North line of said Southwest V4 of the
Southeast Y4, and the North line of the
Southeast'A of the Southeast A of said
Section 11,and an Easterly extension at
the North line of said Southeast%of the
Southeast%to the Easterly right-of-way
line of Hess Road as presently establish-
ed in Section 12, T88N R13W; thence
Souihedy along said Easterly right-of-way
line of Hess Road to the Northerly
right-of-way line of East Shaulis Road as
presently established; thence Westerly
along said Northerly right-of-way line of
East Shaulis Road to the East line of
Section 11,T88N R13W;thence Souther-
ly along the East line of said Section 11
and the East line of Section 14, T88N
1`113W to the Southerly right-of-way line of
East Shaulis Road as presently establish-
ed;thence Westerly along said Southerly
right-of-way line of East Shaulis Road to
the West line of the Northeast Y, of the

thence Northerly along said West line to
the Northwest comer of the Northeast%
of the Northeast Ya of said Section 15,
said point also being the Southwest
comer of the Southeast ''A of the

and the Point of Beginning.

feet to the Northerly right-of-way line of
East Shaulis Road as presently establish-

Section 12; thence Southerly along the

The Plan provides that the City may issue
bonds or use available funds for purposes

incurred by the City. The Plan may be
further amended from time to time to
respond to future development oppodum-
ties-
The public hearing will be held at 5:30
pm. on Monday, July 13, 2020, in the
City Council Chambers at City Hall in
Waterloo, Iowa.Any questions regarding
the proposed amendment to the Plan
should be directed to the Planning and
Zoning Office at 291-4366.
The City of Waterloo will continue to hold
City Council meetings as scheduled,
however in response to COVID-19,
elected officials and city staff will
participate via videoconferencing with
elected officials and city staff dialing in to
the meeting to participate.
The public is invited to speak on public
hearing hems in the following ways.Call
the City Clerk's Office at 319-291-4323 by
4:45 p.m. to obtain conference call
information.Alternatively,you may email
your comments to comments@waler-
loo-ia.org and they will be read during the
public hearing. Please state the public
hearing item on which you wish to speak,
Anyone who is interested may appear at
said time and place and be heard or may
file written objection with the City Clerk,
City Hall,Waterloo,Iowa,before the date
set for said hearing.
