THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE CROSSROADS WATERLOO UR-
BAN RENEWAL AND REDEVELOP-
MENT PLAN IN ORDER TO REMOVE
AREA FROM THE PLAN.
The area within the Crossroads Waterloo
Urban Renewal and Redevelopment Plan
(the`Plan')is an economic development
area within the meaning of Iowa Code
Section 403.17(10)-Such area is appro-
priate for commercial and industrial
enterprises and is eligible for an urban
renewal project and otherwise meets all
requisites under the provisions of Iowa
Code Chapter 403.The general scope of
urban renewal activities in the area
involves the rehabilitation, conservation.
development,and redevelopment of such
area,or a combination of such activities in
the area, to promote continued growth
and development of commercial activities
in the area through various public
purpose and special financing activities
outlined in the Plan.These activities are
deemed is necessary in the interest of the
public health, safety or welfare of the
residents of the City of Waterloo.
The Plan Amendment is an amendment
to the.Plan, originally adopted in 2013
and subsequently amended and restated
in 2014 and further amended in 2019.
Among other modifications to the Plan,
the Plan Amendment proposes to remove
the following areas from the Plan:
Beginning at the Southwest comer of
Section 12,T88N R13W;thence North 55
feet to the Northerly right-of-way line of
East Shaulis Road as presently establish-
ed;thence Easterly along said Northerly
right-of-way line of East Shaulis Road and
an Easterly extension of said Northerly
right-of-way fine to the centerline of U.S.
Highway 218 as presently established;
thence Southeasterly along said center-
line to the East line of Section 13,T88N
R13W;thence South along the East line
of said Section 13 to the South line of the
Northeast W of said Section 13; thence
West along said South line and the South
line of the Northwest%01 said Section 13
to the West line of said Section 13;
thence North along the West line of said
Section 13 to the Northwest corner of said
Section 13, said point also being the
Southwest corner of Section 12, T88N
Rl3W,and the Point of Beginning.
AND
Beginning at the Southwest corner of
Section 12,T88N R13W;thence East 50
feet to the Easterly right-of-way line of
Hess Road as presently established:
Ihence Northerly along said Easterly
right-of-way line of Hess Road to the
intersection with an Easterly extension of
the North line of the Southeast%of the
Southeast'A of Section 11,T88N R13W:
thence Westerly along said Easterly
extension of the North line of said
Southeast'A of the Southeast'A,and said
North line of said Southeast 1,1< of the
Southeast ts, and the North line of the
Southwest N of the Southeast'r of said
Section 11 to the Northwest corner of said
Southwest%of the Southeast%;thence
Southerly along the West line of said
Southwest% of the Southeast Ya to the
South line of said Section 11; thence
Easterly along said South line to the
Southeast comer of said Section 11,said
point also being the Southwest comer of
Section 12,T88N R13W,and the Point of
Beginning.
The Plan provides that the City may issue
bonds or use available funds for purposes
allowed by the Plan Amendment,and that
tax increment reimbursement of such
costs will be sou ht if and to the extent
incurred by the Ctly. The Plan may be
further amended from time to time to
respond to future development opportuni-
ties.
The public hearing will be held at 5:30
p.m. on Monday, July 13, 2020, in the
City Council Chambers at City Hall in
Waterloo,Iowa.Any questions regarding
the proposed amendment to the Plan
should be directed to the Planning and
Zoning Office at 291-4366.
The City of Waterloo will continue to hold
City Council meetings as scheduled,
however in response Io COVID-19,
elected officials and city staff will
participate via videoconferencing with
elected officials and city staff dialing in to
the meeting to participate.
The public is Invited to speak on public
hearingitems in the following ways.Call
the City Clerk's Office at 319-291-4323 by
4:45 p.m. to obtain conference call
information,Alternatively,you may email

Anyone who is interested may appear at
said time and place and be heard or may
file written objection with the City Clerk,
