THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE EAST WATERLOO UNIFIED UR-
BAN RENEWAL AND REDEVELOP-
MENT PLAN TO INCLUDE ADDITIONAL
PROJECTS AND UPDATE RELATED
FINANCIAL INFORMATION.
The East Waterloo Urban Renewal and
Redevelopment Plan (the "Plan's was
adopted as a combination of plans
formerly known as the Airport Area
Development Plan(the"Airport Plan")and
the Logan Avenue Urban Renewal and
Redevelopment Plan(the"Logan Plan").
The area included in the Plan area is
characterized in multiple ways within the
meaning of Iowa Code Section
403.17(10). As to area in the former
Airport Plan, the Plan area is a
combination economic development and
blight area,as to area in the former Logan
Pian,the Plan area is a slum and blight
area, and as to other area in the Plan
area such area is a combination
economic development area and blight
area. The Plan area is appropriate for
commercial and industrial enterprises and
is eligible for an urban renewal project
and otherwise meets all requisites under
the provisions of Iowa Code Chapter 403.
The general scope of urban renewal
activities in the area involves the
rehabilitation,conservation,development,
and redevelopment of such area, or a
combination of such activities in the area,
to promote continuedgrowth and devel-
opment of commercial activities in the
area through various public purpose and
special financing activities outlined in the
Plan. These activities are deemed is
necessary in the interest of the public
health,safety or welfare of the residents
of the City of Waterloo.
The Plan amendment is an amendment to
the Plan,originally adopted in 2015 as a
merger of the Airport Plan, which was
originally adopted in 1992 and subse-
quently amended in 1994 and 2004,and
the Logan Plan, which was originally
adopted in 2004 and subsequently
amended in 2008. The Plan was
previously amended in 2019.The amend-
ment is proposed to include one or more
additional urban renewal projects and to
update related financial summaries of
bonding capacity,project expenses,and
funding sources.The Plan area,which is
not being changed by the proposed
amendment to the Plan,is described as
follows:

The public hearing will be held at 5:30
p.m. on Monday, July 13, 2020, in the
City Council Chambers at City Hall In
Waterloo, Iowa.Any questions regarding
the proposed amendment to the Plan
should be directed to the Planning and
Zoning Office at 291-4366.
The City of Waterloo will continue to hold
City Council meetings as scheduled,
however in response to COVID-19,
elected officials and city staff will
participate via vldecconferencing with
elected officials and city staff dialing in to
the meeting to participate.
