THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE RATH URBAN RENEWAL AND
REDEVELOPMENT PLAN,TO INCLUDE
ADDITIONAL PROJECTS AND UPDATE
RELATED FINANCIAL INFORMATION.
The area included in the Rath Urban
Renewal and Redevelopment Plan (the
"Plan")is an area of slum and blight and
an economic development area within the
meaning of Iowa Code Section
403.17(70).Such area is appropriate for
commercial and industrial enterprises and
is eligible for an urban renewal project
and otherwise meets all requisites under
the provisions of Iowa Code Chapter 403.
The rehabilitation,conservation,develop-
ment,redevelopment,or a combination of
such activities,of such area is necessary
in the interest of the public health,safety
or welfare of the residents of the City of
Waterloo.
The Plan amendment is an amendment to
the Plan,originally adopted in 1990 and
subsequently amended in 2004, 2009,
2016 and 2019. The amendment is
proposed to include one or more
additional urban renewal projects and to
update related financial summaries of
bonding capacity, project expenses,and
funding sources.The Plan area,which is
not being changed by the proposed
amendment to the Plan,is described as
follows:
Beginning at the point of intersection of
the centerline of East Eleventh street and
the Northerly bank of the Cedar River,
thence Northeasterly along the centerline
of East Eleventh Street to its intersection
with the centerline of Franklin Street,
thence Southeaster[ and Easterly along
the centedine of Franklin Street to Us
intersection with the centerline of Vinton
Street, thence, Southerly along the
centerline of Vinton street to its intersec-
tion with, the centedine of Sycamore
Street, thence Southeasterly along the
centerline of Sycamore Street to its
intersection with the centedine of Dunham
Place,thence Southerly along the center-
line of Dunham Place and an extension of
the centerline of Dunham Place to its
intersection with the Cedar River,thence
Northwesterly along the Northerly bank of
the Cedar River to the point of beginning,
all in the City of Waterloo, Black Hawk
County,Iowa(the`Original Area").

Beginning at the intersection of the
centerline of Nevada Street and Lafayette
Street, thence Southeasterly along the
centerline of Lafayette Street to the
cemerine of Glendale Street, thence
South along the centedine of Glendale
Street and an extension thereof, to the
point where said extension would inter-
sect the extension Easterly of the
centedine of Hawthorne Avenue,thence
West along the extension of the centedine
of Hawthorne Avenue and the centerline
of Hawthorne Avenue to the centerline of
northbound Washington Street, thence
Northwesterly along the centerline of
northbound Washington Street to the
centerline of West 12th Street, thence
Northeasterly along the centerline of West
121h Street and its extension Northeaster-
ly to the Southedy line of the Cedar River,

Southerly line of Lafayette Street;thence
Northwesterly along the Southerly line of
Lafayette Street to the Southeasterly line
of Block 2 Kohler's Addition; thence
Southwesterly along the Southeasledy
line of Block 2 Kidder's Addition to the
centerline of the existing spur line of the
Canadian National Railroad; thence
Northwesterly along said railroad line to
the Point of Beginning.
The Plan provides that the City may issue
bonds or use available funds for purposes
allowed by the Plan amendment,and that
tax increment reimbursement of such
costs will be sought if and to the extent
incurred by the City. The Plan may be
further amended from time to time to
respond to future development opporlum-
ties.
The public hearing will be held at 5:30
P.M. on Monday, July 13, 2020, in the
City Council Chambers at City Hall in
Waterloo, Iowa.Any questions regarding
the proposed amendment to the Plan
should be directed to the Planning and
Zoning Office at 291-4388.
The City of Waterloo will continue to hold
City Council meetings as scheduled,
however in response to COVID-19,
elected officials and city staff will
participate via videoconferencing with
elected officials and city staff dialing in to
the meeting to participate.
The public is invited to speak on public
hearing items in the following ways.Call
the City Clerk's Office at 319-291-4323 by
4:45 p.m. to obtain conference call
information.Alternatively,you ma email
your comments to comments3water-
loo-ia.org and they will be read during the
public hearing. Please state the public
hearing item on which you wish to speak.
Anyone who is interested may appear at
said time and place and be heard or may
lite written objection with the City Clerk,
City Hall,Watedoo,Iowa,before the date
set for said hearing.
