Members present: Vice Chairperson Pat Morrissey, and Chairperson Sharon Juon joined the
meeting by telephone, Margaret Klein was present.
Moved by Morrissey, seconded by Klein, that the Agenda, as proposed, be approved. Voice vote
- Ayes: Three. Motion carried.
Moved by Morrissey, seconded by Klein, that the Minutes of June 29, 2020, as proposed, be
approved. Voice vote - Ayes: Three. Motion carried.
Moved by Klein, seconded by Morrissey that the request for the following pre -authorizations to
expend over $1,000.00, be approved.

Northeast Iowa "Dollar Days" with the Phelps Youth Pavilion award in the amount of $5,000, to
be used for programming support, as submitted by Culture & Arts, be approved. Voice vote -
Ayes: Three. Motion carried.
Moved by Morrissey, seconded by Klein that the project budget for the Iowa Arts & Culture
Emergency Relief Grant for $14,000 funded with federal funds, to be used for general operating

support due to Covid-19, as submitted by Culture & Arts, be approved. Voice vote - Ayes: Three.
Motion carried.
Moved by Morrissey, seconded by Klein that the project budget for the Waterloo Police
Department Racial Equity Training project, to use donations from the Waterloo Community
Foundation, in the amount of $52,000, as submitted by the Police Department, be approved. Voice
vote - Ayes: Three. Motion carried.
Moved by Morrissey, seconded by Klein that the project budget for the Waterloo Police
Department First Responders Fund project, to use donations from the Waterloo Community
Foundation, in the amount of $5,000, as submitted by the Police Department, be approved. Voice
vote - Ayes: Three. Motion carried.
Moved by Morrissey, seconded by Klein that Bills Payment, as contained in Accounts Payable
Invoice Report, dated July 13, 2020, in the amount of $5,400,173.07, be received, placed on file
and approved and forwarded to the full council for approval. Voice vote - Ayes: Three. Motion
carried.
With no further business before the committee, it was moved by Morrissey, seconded by Klein
that the meeting be adjourned at 5:20 p.m. Voice vote - Ayes: Three. Motion carried.
