3-1-1: LICENSES REQUIRED:
Any person who shall carry on or engage in or attempt to carry on or engage in any occupations,
professions or trades for which a license is required, or who shall own, operate or control any
exhibitions, entertainments, games,of amusements, or special events for which a license is required,
without first procuring the license therefor and complying with all other regulations pertinent thereto,
shall be deemed guilty of an offense, and upon conviction thereof, shall be punished as provided in
section 1-3-1 of this code. (Rev. Ord. 1540, Comp. 1941, p. L-4)
3-1-7: SPECIAL EVENTS
A. Definition: For purposes of this section, a "special event" means events or organized activities for 75
or more people and that event or organized activity involves any one of the following:
1. Street closures or use of public ways such as parks, nature trails, bike paths, alleys, or other
outdoor public domain; -or-
2.An outdoor venue involving the use of alcohol where there is on-site cooking, food sales, or
large-scale temporary structures; -or-
3. Include event components requiring the coordination of a number of city departments.
Examples of special events include festivals, parades, runs/walks, farmer's markets, outdoor
weddings/ceremonies, or other planned group activity.
B. License; Fee: No person shall carry on or operate a special event in the city without first procuring a
license and paying a per event non-refundable fee of twenty five dollars ($25.00). For organizations
holding multiple like events from May 1 until April 31,the non-refundable fee shall be thirty five dollars
($35.00). It is recommended that you submit your special event license application at least 60 days prior
to the beginning of the event to allow ample time for vetting and processing of your application. For
applications submitted less than 60 days prior to the first day of the event, or the first day of the first
event in a series of events by a single organization, a non-refundable $25.00 expediting fee will be
added to the appropriate previously listed fees.
C. Security Plan: You may be required to hire Waterloo Police Department officers, a professional
security company, or a combination of both in order to obtain your license.The number and type of
security personnel required will depend on expected attendance, location of event, presence of alcohol,
history of event, nature of event, and the amount/length in time of street closures. A police department
representative will discuss the proposed amount and costs of security with you prior to the issuance of
your license.
D. Other Costs: In addition to the license fee and security plan costs, you may be assessed the actual
costs of personnel and resources provided for your special event by any other city department. A
representative from the affected city department will discuss the proposed costs of city personnel and
resources with you prior to the issuance of your license.
