CMOM - PERFORMANCE STANDARDS
1) Properly manage,operate,and maintain,at all times,the parts of the
collection system that the permittee owns or over which it has operational
control.
2) Provide adequate capacity to convey base flows and peak flows.
3) Take all feasible steps to stop,and mitigate the impact of, sanitary sewer
overflows.
4) Provide notification to parties with a reasonable potential for exposure to
pollutants associated with an overflow event.
5) Develop a written summary of their CMOM program and make it,and
required program audits,available to the public upon request.

CMOM - PROGRAM GOALS
1) Identify Program Goals consistent with the General Standards.
2) Identify Administrative&Maintenance functions responsible for
implementing the CMOM program and chain of communication for
complying with the reporting requirements of SSO'S.
3) Include Legal authorities necessary for implementing the CMOM program.
4) Address appropriate measures and activities necessary to meet the
performance standards.
5) Provide design and performance provisions.
6) Monitor program implementation and measure its effectiveness.

Waterloo, Iowa — CMOM — GOAL PRELIMINARY
The City of Waterloo,Iowa is adopting a Capacity, Management, Operation,
and Maintenance program to assist management in improving Operation and
Maintenance of the Sanitary Sewer Collection System serving the Residents
and Businesses in the City of Waterloo. The CMOM will be used as a
Management Tool to proactively address Sewer Capacity Limitations,
Extraneous Flows to the Sanitary Sewer System, Prevent SSO's and
Basement Back-ups,and Emergency Response to Sanitary Sewer issues. The
CMOM will also be used as an Evaluation Tool for Planning and Prioritizing
Capital Improvement Needs in the Sanitary Sewer Collection System.

• Sanitary sewers are designed to carry waste water generated by the
residential,commercial&industrial users.
In theory:
• Waste water flows should trace closely to the potable water used by the
residential,commercial&industrial users.
• Waste water flows in the sanitary sewer should be independent of weather
conditions.

Footing Drain Removal Program
Indianola adopted a policy to abate problems associated with I/I:
1) City to Perform study
2) Public Sewers & Manholes w/I/I to be repaired using Sewer Revenue Fees
3) Private sources of I/I are Property Owners responsibility and are to be Repaired or Removed
A) Property Owners need to grant access for I/I testing& Inspection
A-1) Letter notifying Owner w/30 days to respond—If access is denied,Surcharge of$30.00
per month is added to Sewer Fee. If denial extends past 90 days, Surcharge increases to
$50.00 per month
After Inspection:
B) Upon written notification from City—Property Owner has 90 days to perform the repairs or
retain a contractor to make the repairs
B-1) If they do the above within 90 days they qualify for one of the following:
1) 25% reimbursement up to $500.00 OR
2) 5%-7-year loan for the costs up to a maximum of$2,000—costs to be added to Sewer
Bill
B-2) If Property Owner opts not to repair the I/I after the 90 days—a Surcharge is added to
the Sewer Bill-$30.00 per month for the first year. After one year,the Surcharge increases
to$50.00 per month until the repairs are made
Inspection by City Staff both prior to and after repairs is required to qualify for reimbursement loan.
Bills for the work need to be submitted for the loan reimbursement. If work is done by the property
owner—City may reimburse up to 50%of the materials cost up to $250.00
SUMP PUMP
Upon Written Notification—Property Owner has 30 days to disconnect
1) $30.00 per month Surcharge applies after 30 days for one year. Increases to $50.00 per month
after the first year until repairs are made.
2) No Financing Options for Footing Drains
UNDUE HARDSHIPS
They appear to be handled on a case-by-case basis BUT the$30.00 per month surcharge is a minimum.
The increase to $50.00 per month can be waived, but the $30.00 appears to remain in effect.

Footing Drain Program
Prohibited Discharges: - No clear water from any Roof,Surface, Groundwater, Sump Pump, Footing Tile,
Swimming Pool, or other They shall have a permanently installed discharge line which shall not at
any time discharge water to the Sanitary Sewer.
Any connections of a yard drain, roof source, tile, or swimming pool now connected or
discharging to the sanitary sewer system shall be disconnected or removed.
Sump Pumps shall not be connected to the Sanitary Sewer. Prior to the closing of the sale of a
dwelling,the seller must request that the Sump Pumps and Tiles be inspected by the City,visually
&/or by smoking to ensure they are not connected to the sanitary sewer system. If the City
determines that the Sump Pump or Drain Tile is illegally connected to the Sanitary Sewer System,the
situation must be corrected before the unit is considered in Compliance to be sold.
Disconnections must be made Permanent and Complete&meet all applicable Codes&
Ordinances.
Inspections—Property Owners must allow Inspections. In lieu of an Inspection,the Property
Owner may furnish a Certificate from a Licensed Plumber Certifying the property is in Compliance.
IF Property Owner refuses to allow for inspection or does not provide a Certificate of
Compliance—within 21 days from notification—they are subject to a Surcharge-$100.00 per month
until property is shown to be in compliance.
All new construction is to be inspected and shall have Sump Pumps piped to outside of the
structure. Inspection needs to be done and Certificate issued prior to occupancy.
Surcharge is set at$100.00 per month for all connections not in compliance or refusing to
allow for an inspection.
Incentives—Reimbursement & Fees related to the program are to be set by Resolution?
Penalties—Any person found to be in violation shall be notified in writing by the City—stating
the nature of the violations and establishing a schedule for Compliance. IF Property owner fails to
correct the situation—City may correct it and collect costs and attorney fees from Property Owner or
may certify Costs as a Special Assessment against the Property.
They include a provision which allows sump pumps to discharge to the sanitary sewer in the
winter months(Nov 1—Mar 30) under special conditions. They go so far as to "require" this when
discharge creates an icy condition on the streets.
