ADJOURNMENT Suzy Schares City Clerk FY2014 Block Grant Funding Process November 8, 2012- Leisure Services Director attended Information Forum outlining Grant Application rules and deadlines. December 10, 2012- Leisure Services Director communicated with Carol Stahl of Gates Park Neighborhood Association and Maxine Tisdale of We Care Neighborhood Association (Sullivan Park) to confirm neighbor support for both projects. December 17, 2012-Council unanimously approved and authorized Mayor to sign CDBG requests for $18,000 (with $3,000 cash match) for Sullivan Basketball Court Replacement Project and $50,000 (with $5,000 cash match) for Gates Park Playground Replacement Project. December 31, 2012-Grant applications submitted to Community Development office. January 15, 2013- First Community Development Board Public Hearing February 19, 2013-Second Community Development Board Public Hearing March 1- March 30- Public Comment Period April 8, 2013-Set Date of City Council Public Hearing April 22, 2013-City Council Public Hearing—Council unanimously passed resolution approving the One-Year Action Plan for CDBG and HOME funds. This action allocated $35,000 for Gates Playground Project (as published in the Sunday, February 3, 2013 Waterloo Courier). June 18, 2013- CDBG Board public hearing for updated allocations June 24, 2013 - City Council unanimously approved updated allocations which allocated $50,000 for Gates Playground and $18,000 for Sullivan Basketball Court. June 26, 2013- Received Sub-recipient Agreements for both projects July 8, 2013-City Council unanimously approved and authorized Mayor Clark to sign Agreements with the Community Development Board providing funding for both projects. July 10, 2013- Leisure Services Facilities/Project Manager attended mandatory Sub-recipient training. Planning to provide amount of funds dedicated to demolitions from bonds—this year and last 4 years 1 2014 (current) -$550,000 2013 -$50,000 2012 -$800,000 2011 -$200,000 2010 -$0 Note—all Chamberlain demolitions have been from grant funds, EDI, EPA, etc. All bond funding sown in CIP Program process. Differences in years shown as projects and priorities needed in specific projects and/or planning efforts from year to year. 4. Planning to provide rough numbers of demolitions last 5 years—including larger demolition projects and sources of funding City demolitions (total demolitions for year) 2008 - 9 (26) 2009- 24 (57) 2010- 12 (25) 2011- 12 (27) 2012- 9 (36) 2013- 12 (35) 5. Planning to provide "moving ahead"summary—how we prioritize demolitions,the 657A process, intent, and goals. Moving ahead: The Dilapidated Housing Committee (attorney office, Community Development Office, Code Enforcement, Planning office) continue to work on the overall planning of the community in reference to nuisance properties: a. Identifying nuisance properties—those in a bad state of existence, those eligible for 657A process by being vacant for 1 year b. Prioritizing which to work on first—paperwork process and notification process is lengthy—2 to 3 month process. Once a property is identified as an "abandoned property", the City works through several criteria and groups to prioritize: a. Working with neighborhood groups for long standing and dilapidated buildings b. Working with Building Official for dangerous buildings c. Working with Waterloo Fire and attorney office for fire damaged buildings d. Identifying buildings in process that have been abandoned, but may be repairable or saleable e. Working to clean up high visibility sites f. Working with developers for redevelopment of sites to put positive projects back on tax rolls g. Working on larger redevelopment planning efforts for better land use and Smart Growth of community c. Securing funds through grants, through annual C.I.P. Program, through other sources, to eliminate properties: a. Utilized State Brownfields funds for help with asbestos removal at Francis Grout b. Utilized Brownfield Cleanup Revolving Loan Funds for asbestos removal at Grand Hotel c. Utilized State Brownfield funds for acquisition and earlier demolition of River's Trail Condominium site on Sycamore Street d. Utilize State Assessment Grant funds for asbestos survey on eligible sites e. Utilize CDBG demolition funding for eligible sites f. Utilize Neighborhood Stabilization Program for demolitions on eligible sites (submitted and approved plan area) g. Utilize local City bond funds for majority of demolitions d. Go through process to demolish a. Acquisition—either through donation, acquisition, or 657A b. Asbestos testing— must submit request for survey to companies, await response, they survey, send samples to labs, await results to identify asbestos containing materials 2 c. Asbestos removal—must submit request to companies to remove and bid, await response, hire company, company must submit 10-day notice to DNR after being approved by City, must then go in and remove asbestos containing materials d. Demolition -must submit request to companies to demolish and bid, await response, hire company, company must submit 10-day notice to DNR after being approved by City, company must work with utilities companies for proper shut-offs, submit to Building Department with signatures showing cut-offs, obtain demolition permit, demolish structures e. Work towards redevelopment a. Identify potential future use—residential, commercial, industrial b. Identify developer or company to build on area c. Identify needs of Development Agreement—funds for utilities, land, developer to demolish, city to demolish, size of building, site plan layout, parking, drainage, stormwater, building design, aesthetics, landscaping, design approvals, etc. d.
