TIONS, FORM OF CONTRACT, AND
ESTIMATE OF COST FOR THE FINAL
CLARIFIER NO. 3 DEWATERING
WELLS-CONTRACT NO1032IN THE
CITY OF WATERLOO,IOWA
RECEIVING OF BIDS
Sealed proposals will be received by the
City Clerk of the City of Waterloo,Iowa,at
her office in the City Hall of the said City
on the 101h day of September,2020,until
1:00 p.m. for the construction of FINAL
CLARIFIER NO. 3 DEWATERING
WELLS, CONTRACT NO. 1032, as
described in detail in the plans and
specilications now on file in the Office of
the City Clerk.
OPENING OF BIDS
Sealed bids must be received by the City
Clerk of the City of Waterloo at City Hall,
715 Mulberry Street. Waterloo, Iowa
50703,no later than Thursday, Septem-
ber 10, 2020, at 1:00 p.m. All bids
received will be opened in the Council
Chambers at City Hall, in the City of
Waterloo, Iowa, on the 10th day of
September,2020,at 1:00 p.m.,and the
proposals will be acted upon at such later
time and place as may then be fixed by
the City Council.The bid opening will be
livestreamed on YouTube and made
available on the city website.
PUBLIC HEARING
Notice is hereby given that the Council of
said City will conduct a public hearin8 on
the proposed plans, specifications, form
of contract,and estimate of cost for the
construction of the above-described im-
provement project at 5:30 p.m. on the
141h day of September, 2020, said
hearing to be held in the Harold E.Getty
Council Chambers in City Hall in said
City.The proposed plans,specifications,
form of contract.and estimate of cost for
said improvements heretofore prepared
by AECOM are now on file in the office of
the City Clerk for public examination,and
any person interested therein may file
written objection thereto with the City
Clerk before the date set for said hearing,
or appear and make objection thereto
with the City Clerk before the dale set for
said hearing, or appear and make
objection thereto at the meeting above set
forth.
The City of Waterloo will continue to hold
City Council meetings as scheduled;
however, in response to COVID-19,
elected officials and city staff will
participate via videoconferencing, with
elected officials and city staff dialing into
the meeting to participate.
The public is invited to speak on public
hearing items in the following way: Call
the City Clerk's Office at 319-291-4323 by
4:45 p.m. to obtain conference call
information. Alternatively,you may email
your comments to
comments®waterloo-ia.org and they will
be read during the public hearing.Please
state the public hearing item on which you
wish to speak.Members of the public may
also attend the meeting in person but will
be strongly encouraged to wear a mask
and practice social distancing.
SCOPE OF WORK
The extent of the work involved is the
installation of three(3)dewatering wells,
one(1)new piezometer and operation of
a temporary pumping system near
Clarifier No. 3. Includes furnishing and
installing level transducers with battery-
operated onboard dataloggers in the
three (3) dewatering wells, the existing
piezometerthe existing monitoring well
250 feet west of Clarifier 3,and the new
piezometer.Also includes installing,oper-
ating, and removing temporary rental
pumps and discharge piping. Test
pumping will be performed by the well
drilling contractor_The testing will gener-
ate groundwater flow and drawdown data
for the aquifer properties.
