Absent: Amos and Feuss. Moved by Morrissey seconded by Grieder that the Agenda, as proposed,be approved. Voice-vote Ayes: Five. Motion carried. Objective: Discussion of edits to Title 1, Chapter 4 of Waterloo City Code. The city council discussed sections 1-4A-12 through 14A-19 of changes to Title 1. Objective: Update on Waterloo's Climate Action Plan. Mr. Grieder provided an update of work completed to date on Waterloo's Climate Action Plan. Eric Giddens, Energy Education & Outreach Coordinator of the UNI Center for Energy & Environmental Education,provided an overview of the process used to develop the plan and next steps. Mr. Morrissey commented that he has not seen the baseline greenhouse gas inventory for Waterloo. Eric Giddens commented that the study was not shared as it was never presented to the city. A student working at the time presented the information a few years ago. Objective: City of Waterloo Recycling Program_ update. Randy Bennett, Public Works Division Manager,provided an overview of the performance of the recycling program since contracting with Republic Services. The tonnage of increase in recycled materials collected from December of 2018 to July 2020 has increased 201.68%. He added that Republic Services saw a 30% increase in trash and recycling collection during the pandemic.
