Under Chapter 44, candidates are allowed to appear on the municipal ballot under a Nonparty Political Organization. This requires that a convention or caucus be held by such organization, and at this convention or caucus there must be in attendance a minimum of 10 eligible electors who are residents of the city, including at least one eligible elector from at least one-half of the voting precincts in that city. Candidates going this route need to complete a Certificate of Nomin- ation by Convention or Caucus (153-D) . Samples are enclosed to show how these are to be filled out in your city. This form must be notar- ized. Candidates not wishing to file through a nonparty political organiza- tion would file under the provisions of Chapter 45. Using the Nom- ination Paper - By Petition form (Form 59) , the candidate must get a minimum of twenty-five signatures of eligible electors who live in the district served by the office they seek. Each form must be notar- ized. Each candidate, regardless of the method of nomination, must complete an Affidavit of Candidacy form (159-P2) . This may also be notarized, or you may witness it at your office, and on this as well as all other forms, the candidate's name should appear as it is to appear on the ballot. Only one affidavit is required per candidate. The enclosed calendar shows the dates that relate to this year's election. Please note that September 27 is just the final day for you to turn in nomination papers to us. You may file them here prior to that date, as you receive them. Questions that would be too long to appear on the ballot in their entirety must be accompanied by a summary. In this case, the entire question would be published and posted in each voting precinct, and the summary would appear on the face of the voting machine. With the final filing, we must also receive a letter stating the offices which will appear on the ballot, the candidates filing to fill those offices, the term of office for each position on the ballot, any ques- tions that are to appear on the ballot, and the newspaper in which the ballot is to be published. Election results will be displayed on computer terminals in the Trea- surer's Office as they come in on Election Night. When all results have been entered, printed copies will be made available that night for those who request them. I have enclosed a supply of each of the three above-mentioned forms. This year that election will be held November 5, or October 15, if a Primary is applicable. To help you plan for that election, we have enclosed a copy of the 1985 city election calendar. Extra copies of it are available upon request. We have made a direct mailing to all city clerks of the calendar only and not the order blanks. This is also a good time to order election supplies and we are enclosing an order blank and return envelope for this purpose. Plese indicate that you will use either voting machines or paper ballots, and if you decide to use machines, also indicate if you will need one or two tally lists per precinct kit. These supplies will be shipped in late September and we ask that you indicate if you wish us to mail supplies to your office or directly to each city clerk. As in past years, we will bill your office and send duplicate invoices for your convenience in billing the individual city clerks.
