Dear Ladies and Gentlemen,
We understand that the City of Waterloo needs a quality -oriented, cost-effective janitorial services
program that will meet your needs and build value for your Public Works Facility. With our over 100+
years of expertise in janitorial services, ABM will provide you with reliable, quality service that makes the
most of your operating budget.
ABM will meet and exceed your expectations with our dedicated personnel, innovative processes and
technology, and commitment to client satisfaction. Our entire organization stands behind this proposal
and all of the commitments made to the City of Waterloo.
As industry leaders in our field, we would like to recommend two options that were not part of the RFP or
existing scope of work.
With the presence of COVID-19 and the most recent surge of cases, ABM has put together a team of
internal and external experts in disease control and hygiene. We have created a plan to reduce COVID-
19 and help make it safer and more comfortable for people to return to public spaces and the work
environment. Our Enhanced Clean program is attached towards the back of the proposal as reference,
and we recommend that your team looks at it. If you would like to have additional talks about Enhanced
Clean, we can sit down and discuss the details about what this might look like at your facility.
We are also recommending a day porter as an option. A day porter or day cleaning gives people in the
building visibility that cleaning and disinfecting is being performed. Which in return provides people with a
safe and comfortable feeling of being in the work environment. This option could also help reduce the
staff and cost associated with some elements of the night cleaning.
Both Enhanced Clean and day porter services are recommendations from our team. If your team would
like to talk more about these, or even implement any of the services, please let us know.

Consumables
We have based our price on minimal information for providing consumables for this building. We believe
our number is an accurate representation based upon occupancy needs. However, we would request
some protection within the agreement should the total amount of consumables needed increase
significantly in the three-year period due to unforeseen circumstances.

We've made the program flexible by offering three distinct levels.
We'll help you take a more holistic approach to green cleaning,
whether it's switching to green cleaning products, implementing
sustainable equipment and processes or assisting with LEED

Consumables
ABM will evaluate your paper/plastic consumables for
compliance with the EPA Comprehensive Procurement
Guidelines, Green Seal, or Environmental Choice standards, or
that the items are made from rapidly renewable resources or
tree -free fibers.
If you have goals for recycled content, we will work with you and our suppliers to identify ways to increase
the recycled content levels as a percentage of purchases, balancing sustainability goals with your facility

Chemicals will be selected from the ABM GreenCare® Chemical List, which
identifies Green Seal certified products or Environmentally Preferable
Products (as determined by USGBC requirements). Our goal is to reduce
the number of chemicals onsite while simultaneously switching out the most
high -volume use chemicals for sustainable ones. If you require a particular
chemical that is not available in a Green Seal certified or Environmentally
Preferable Products option we will work with you to minimize environmental
and health risks.
At particular sites, ABM recommends a chemical dilution system that allows
service workers to dilute chemical concentrates onsite, thereby reducing the
amount of waste that is associated with manually mixed chemicals. Our
dilution control systems automate the amount of chemicals for each use,
ensuring consistency, accuracy and safety.
Equipment
Equipment choices are a critical component of GreenCare®. Choosing the right equipment not only
improves our cleaning effectiveness, it also contributes to the positive environmental impact of your
building. Selecting from our ABM GreenCare® Standard Equipment List helps minimize your costs,
improve indoor air quality, maximize the productivity of our workforce and benefits service workers
through ergonomic design, reduced sound levels and increased safety. We will maintain detailed logs of
the purchase date, maintenance, repairs and manufacturer's specifications for each piece of equipment
used at your building.

Transition Plan
Our GoodStart Transition program is fully customized for each of our clients to ensure the project's
start-up goes smoothly and is free from time-consuming miscommunications and disruptions. On contract
award, our team's initial activities will be to set up a kick off meeting to identify the City of Waterloo's
communications and implementation plan and share it with the City of Waterloo and ABM transition
teams.
Our transition efforts customarily take anywhere from four to six weeks from the contract award. Having
reviewed the number and locations of the sites, scope of work and requirements, we estimate the
transition will take approximately 30 days.

Train and Develop
During the start-up phase, ABM Project Managers and Supervisors conduct
employee training sessions at one of your locations in a classroom setting.
These sessions include site -specific rules and regulations, ABM policies and
procedures and basic job training. Our Supervisors demonstrate each task
step-by-step, detailing the importance of each step along the way, and train
them to perform visual inspections before completing work. The Supervisors
also provide guidance to the service workers as they work. Once initial

• Telematics: All ABM fleet vehicles are equipped with telematics systems that monitor the
employee's driving habits, including speed of travel, seatbelt use, idle time, and location of
vehicle at every stop Data is collected automatically, and audible alerts are sounded whenever a
driver exhibits unsafe behavior. Driving habits, patterns, and violations of the policy are reviewed
monthly and remain on the driver's record for 12 months.
• Nurseline: A "first call" nurse triage program to assess on the job injuries for treatment.
• Concentra National Clinic Program: A specialized national network of clinics focused on the
assessment and treatment of work -related injuries (for all areas outside of California).
• Stay -at -Work Program: A specific focus on returning injured employees to work once the
provider has released the employee with appropriate "light -duty" assignment.
• Telephonic Nurse Case Management (TCM): Utilization of qualified nurses to assist with the
medical management component of the claim, with the goal of prompt return to work.
• Safe Work Observation Process (SWOP): A process that reinforces ABM's safety culture

accountability, all work requests will clearly define who is responsible for the work and the time involved
for completion. The requests will be time stamped, and automatic escalations are triggered by that time,

Electrostatic Spraying Services (Alternate 2, Part 2)
Periodic, broader coverage electrostatic spraying with EPA -approved disinfectants is an important
component of any effective disinfection program. ABM maintains electrostatic sprayers within our current
Waterloo operations and will be readily available should these services be required. So, how does it work
and why is it different than frequent, high touch point manual disinfection?
• Electrostatic spraying uses charged particles to coat surfaces and provide for easy large-scale
dispersal of EPA -registered disinfectants.
• Manual cleaning is a necessary first step of any disinfection process. If surfaces are not cleaned
immediately before electrostatic spraying, the disinfection process could be compromised by
surface soils.
• This disinfectant dispersal method increases pathogen droplet attraction, which may be helpful to
slow the spread of COVID-19.
• ABM has selected disinfectants from EPA's List N to be used with electrostatic and other sprayers.
List N disinfectants are deemed effective against SARS-CoV-2. Although the EPA continues to
study electrostatic spraying of disinfectants, there is evidence that electrostatic spraying is an
effective method of disinfection, especially for hard to reach areas or remote surfaces that may not
have been disinfected through manual processes.
• This technology, as part of an overall cleaning and disinfection program, can help create a safe
and healthy environment while decreasing the risk of cross -contamination.
