Absent: Don Ticknor, Mike Mrzlak Also in Attendance: Nancy Higby, Administrative Secretary. Moved by Miller, seconded by Petersen, that the Agenda be approved. Ayes: Nine. Motion carried. Moved by Petersen, seconded by J. Mrzlak, that the Minutes of August 22, 2018, be approved. Ayes: Nine. Motion carried. Citizen's Oral Comments Sue Pearson, Reference Librarian at the Waterloo Library, spoke to the commission members about their intent to conduct two tours of the Memorial Hall on October 20th at 10:00 a.m. and 2:30 p.m., in conjunction with their Genealogy Month series of events. Ms. Pearson stated they've limited each group to 40 people so the tours would be more easily managed. In addition, Ms. Pearson requested the temporary use of WWI artifacts to be held in a locked display case at the Library during the month of October. Moved by Miller, seconded by Wittwer, to approve the temporary use of up to 10 artifacts from Memorial Hall for display at the Waterloo Library. Ayes: Nine. Motion carried. Treasurer's Report Marcia Courbat provided an update on the Brick Fund balance as of September 26, 2018, for a closing balance of $12, 782.83. Marcia presented a new invoice from Van Meter Inc. in the amount of $480, for the installation of new LED lighting in the conference room area and kitchen. The amount should be paid from the brick fund. Moved by McDonald, seconded by J. Mrzlak, to approve the use of brick funds, to pay Van Meter Inc. in the amount of $480, for the installation of new LED lighting in the conference room area and kitchen. Ayes: Nine. Motion carried. Marcia noted that there have been 19 additional brick orders and questioned if there are sufficient bricks for this and future orders. Randy Miller stated he believes the current inventory of bricks is sufficient. Chairperson's Report None. Committee Reports Building, Grounds & Operations — Chairperson Richard Hastings Dick Hastings explained he received a civil war article, which he gave to Mel Wittwer for handling. Education/Historical — Chairperson Randall Miller Randy Miller explained that on September 13, there was an Armory Reunion held at Memorial Hall and it went very well. Interest was shown in utilizing the Hall for a tour in the future. Finance/Fundraising — Chairperson Marcia Courbat September 26, 2018 Page 2 Marcia Courbat commented that the funds requested from the City to replace the flag fund are in process. John Mrzlak suggested contacting a local college to help find someone to help write a grant. Richard Hurtado reminded the commission members that the building must be used 20 hours per week to qualify for funding. He stated that the Casino also has grant forms available. Artifacts Preservation — Chairperson Mel Wittwer Mel Wittwer commented on the new lighting and discussed future projects that were discussed at a previous meeting. A discussion took place regarding missed opportunities for best pricing on much of the needed improvements due to city required procedures. Moved by Miller, seconded by Wittwer, to move forward on the electrical for fans and cabinet lighting. Ayes: Nine. Motion carried. Unfinished Business Randy Miller explained that the flags will go up for Veterans Day, beginning Friday, November 9th at 8:00 a.m. and be removed on Tuesday, November 13th at 8:00 a.m. He further explained that the Veterans Day Program will be held on Monday, November 12th, beginning at 10:15 a.m., with Mike Chapman as speaker. Marcia Courbat said that KWWL told her they would televise the event. Randy Miller explained he'd been looking at pricing for the 65" smart TV approved at the August meeting. He recommends changing the size of the television to 75" and found that a Samsung QLED is priced at $3,200, with a lesser option at $2,100. Mel Wittwer questioned if the commission should consider a 50" TV to save money. There was considerable discussion on the benefits of a larger TV with higher resolution and better technology. Moved by McDonald, seconded by Wittwer, to approve spending NTE $3,300 for the purchase of a 75" QLED smart TV for Memorial Hall. Ayes: Nine. Motion carried. New Business Craig White shared there are several 3-hour shifts still needing to be filled for the Vietnam memorial vigil. Nancy Higby, Administrative Secretary, explained there are members who need to renew their appointments before December if they wish to continue and passed around applications. Dick Hastings said he will not be renewing his appointment due to health reasons, but he does plan to serve out his term, which expires December 31, 2018. He stated he will take several applications to the DAV to see if someone there would like to service on the commission. With no further business before the commission, it was moved by Lentfer, seconded by McDonald, that the meeting be adjourned at 6:15 p.m. Ayes: Nine. Motion carried.
