Absent: Rodney Butz, Marcia Courbat, Don Ticknor and Angela Hickok(A). Also in Attendance: Matt Carpenter— Sons of the American Legion Moved by Miller, seconded by Mike Mrzlak, that the Agenda be approved. Ayes: Nine. Motion carried. Moved by Miller, seconded by Mike Mrzlak, that the Minutes of September 23, 2020, as presented, be approved. Ayes: Nine. Motion carried. Citizen's Oral Comments Matt Carpenter — Sons of American Legion Post 138 - was present to offer his members' assistance for Memorial Hall sponsored events. Carpenter stated they have 40 members willing to volunteer to help wherever needed. Carpenter also handed out a flyer to advertise a free will Thanksgiving Dinner, November 14, 2020, 11:00 — 3:00 at post 138. RSVP required for seating or take-out available. White thanked Carpenter for attending and offering volunteers. White feels with COVID-19 it is too dangerous to have a Thanksgiving event but suggested drive-up meals as alternative. Treasurer's Report—Marcia Courbat was absent. LeAnn Even, read the fund balances as of October 14, 2020, brick balance of $7,262.44. The balance in the Flag Fund stands at $994.15. Motion by Wittwer, and seconded by Mike Mrzlak to approve payment to Black Hawk Memorial, in the amount of$100, for engraving of 4 bricks. Ayes: Nine. Motion carried. Chairperson's Report Craig White stated Ed Stoffer and Agnes Kress from the City of Waterloo Cable TV Production will be available for filming segments for Memorial and Veterans Day celebrations. White asked that anyone interested in filming segments for their group be available at Veterans Hall on November 5, 2020, 10:00 a.m. The following organizations expressed interest: Cedar Valley Civil War Round Table, Sons of American Legion, UAW and Rolling Thunder. There was discussion regarding support and expanding community interest in maintaining Memorial Hall. Scott McDonald gave information regarding the Waverly Area Veterans Post, which has successfully brought four separate veterans organizations together under one roof. Committee Reports Building, Grounds & Operations—Chairperson Mel Wittwer Mel reported that he received a quote from Leisure Services Department of$2,245 for a J. Nardini memorial bench for courtyard. Mel hasn't received a response from the family yet with regards to quote. White questioned if they couldn't get a better quote than City's. Mel reported a homeowner donated fourteen memorial bricks found at their home, engraved with veteran's names. Mel suggested they add the bricks to the courtyard and volunteered his labor as did Randall Miller. Mel also agreed the veteran's names would also go in the directory. Education/Historical—Chairperson Randall Miller October 28, 2020 Page 2 Randy reported the flags for Veterans Day will go up in the downtown area, November 9, 2020 at 9:00 a.m. and taken down November 13, 2020 at 9:00 a.m. Matt Carpenter volunteered to help with flags. Finance/Fundraising—Chairperson Marcia Courbat-Absent. Craig White read a letter from Marcia Courbat resigning her position on the Commission due to health reasons. White stated the Women's Army Corp has also resigned their charter. LeAnn Even suggested, in light of Courbat's resignation, the commission discuss future agenda item to nominate and replace Treasurer as well as role of Finance and Fundraising chair as resignation may have effect on constitution and by-laws. White responded the committee was in process of discussing changes to by-laws and that this would be on the agenda in the future. Artifacts Preservation—Chairperson James Lentfer Jim Lentfer commented that efforts to continue digitizing artifacts is progressing. He also stated that he has spoken with Chris Youngblut to pursue updating internet access for Memorial Hall and would like to ask if college students interested in assisting in archival efforts. Members suggested any volunteers be vetted carefully. Unfinished Business— Randall Miller reported receiving payment for fountain cleaning. New Business Marilyn Robinson questioned receiving assistance from City for replacing worn POW/MIA flags at Memorial Hall. Rolling Thunder has always donated replacement flags but due to drop in membership, they no longer have funds to donate flags. Jim Lentfer spoke on updating Memorial Hall Operating Procedures and filling vacant positions on Commission. Lentfer feels new people should have a say in changes for procedures and by- laws. Lentfer would like to see representation by the City. Craig White responded they may as well have council members be representatives as city employees wouldn't show up or continue to participate. Scott McDonald explained as Women's Army Corp and Post 19 gave up charters positions are gone. Lentfer questioned if mayor needed to make a decree to take post numbers off rosters in order to allow interested members access to all vacant positions. Lentfer will organize a special meeting for further discussion on filling positions. Motion by Miller, seconded by Mike Mrzlak to combine November and December meetings to December 9, 2020, 5:00 p.m. Ayes: Nine. Motion carried. With no further business before the commission, it was moved by McCaw, seconded by Miller, that the meeting be adjourned at 6:21 p.m. Ayes: Nine. Motion carried. LeAnn M.
