PURPOSE OF TRAVEL: Lt. Richter is requesting to send the Sergeant and 3 Officers with the Violent Crime
Apprehension Team (VCA T) to conduct 2 days of ride along/shadow training with the Chicago Police Department's
Tactical Team and Saturation Team. This training will focus on how CPD units investigate gun violence and what steps
are being taken in Chicago to reduce the number of shootings in their communities. VCAT Officers will ride one shift with
the 001 District Tactical Team and one shift with the 006 District Saturation Team. These units are similar to the Waterloo
Police Department's VCAT as they focus their efforts on gang violence, weapons crimes, and drug trafficking. A city
vehicle and gas will be needed for travel. VCAT Sgt. Girsch has made all the necessary arrangements with CPD.
