Meeting was held via Zoom.
Members present: Boesen, Amos, Morrissey, Klein, Feuss, Grieder, and Juon.

that the Minutes of February 1, 2021, as proposed, be approved. Voice-vote Ayes: Seven.
Motion carried.
Objective: Discussion of downtown bridge construction projects.
Tony Bower and Jeffrey Hillegonds, Stanley Consultants, provided an overview of the Park
Avenue and 11th Street bridges replacement project. They reviewed project timeline, cost,
options for design enhancements and project design considerations. The bridges will be
constructed in such a way that they will not need to be blocked off during flood events. They
are also designing the project so that it will not have a railroad crossing at 11th street. The project
will be let in September 2021 with construction occurring in 2022 and 2023. Some variables
include whether they work on both bridges one at a time or simultaneously. The roadways will
need closed for the duration of construction.
Council members then discussed the options presented by Stanley Consultants with the
consultants and Jamie Knutson, City Engineer. A survey with design options will be sent to
council members to gather their feedback.
Objective: Discussion of the FYE2022 budget.
Michelle Weidner,Chief Financial Officer,provided an overview of the budget planning process
to date. She explained that next council will be asked to pass a maximum levy rate and hold a
final budget hearing on Thursday, March 25, 2021. She provided an overview of trends in
valuation, fund balance, and number of employees. As of today,without any edits,the levy rate
for the max hearing budget is $19.67872,which are increases of 9.3% for residential, 6.72% for
Commercial and 1.1% for multi-residential. She also explained that the residential rollback is
changing to 2.4%this year, so they are having to pick up a larger piece of the increase this year.
Council members discussed the preliminary budget figures with Michelle Weidner.
Objective: Discussion of the FYE 2021 financial audit.
Kevin Smith,RSM,provided an overview of the FYE2021 financial audit. The city saw a 2.2%
decrease in revenue and an increase in expenses as well. The city was rated as a low-risk auditee
with no instances of noncompliance reported. He shared two findings that were shared in the
past, such as a lack of W-9 records and airport budget deficits.
Council members discussed the FYE2021 financial audit with Kevin Smith and Michelle
Weidner.
