Moved by Amos seconded by Jacobs that the Agenda, as amended, be approved. Ayes: Three.
Motion carried.
Moved by Amos seconded by Jacobs that Mayor Hart's recommendation of the following

Mr. Lind questioned the applicant's residency.
Abraham Funchess, Director of Human Rights, explained that the commission does not require a
commission member be a citizen of the City of Waterloo. He added that other commissions have
residents from Cedar Falls serving.
Mr. Amos questioned if there was an ordinance in place requiring City of Waterloo residency for
board members.
Director Funchess stated that the current city code does not include a residency requirement for
board or commission members.
Mr. Lind recommended waiting one week on voting on the appointment.
Mr. Amos clarified that, based on Director 'Funchess' statements, he is comfortable with
approving this nomination with the understanding that, if later there is found a rule in place
requiring residency, that the appointment is null and void.
Mr. Jacobs asked for input from the City Attorney before any vote was taken on this
recommendation.
Moved by Jacobs seconded by Amos to table until clarification from the City Attorney is
received. Ayes: Three. Motion carried.
With no further business before the Council, it was moved by Amos seconded by Jacobs that the
meeting be adjourned at 5:09 p.m. Ayes: Three. Motion carried.
