ELECTRONIC CITY COUNCIL MEETINGS At this time, all meetings of the Waterloo City Council will be electronic because meeting in person is impossible or impractical due to the spread of COVID-19. Iowa Code Section 21.8, Governor Reynolds' Disaster Emergency Proclamations allow cities to hold electronic meetings and Mayor Hart has issued Civil Emergency Proclamations calling for electronic meetings. Electronic meetings will be held utilizing Zoom video conferencing. Zoom meeting information is available on the city website at https://cityofwaterlooiowa.com/register. You may also call the City Clerk's Office at 319-291-4323 or email clerks@waterloo-ia.org to receive the meeting information. Individuals speaking during the electronic regular session or planning session meetings are required to follow the rules for public participation. RULES FOR WORK SESSION PUBLIC COMMENT Iowa Code Chapter 21 gives the public the right to attend council meetings, but it does not require cities to allow public participation except during public hearings. Mr. Amos joined at 3:52 p.m. Objective: Discussion on the Dunsmore House. Noel Anderson, Community Planning and Development Director, provided an overview of the Dunsmore House. Mardy Holst, Align Architecture and Planning, provided an overview of options for repairing the historic home and the potential uses for the site. These options included converting the structure to a small office, a home, a short-term rental like an Air B&B, and a museum. City council members and Mayor Hart discussed the options with Noel Anderson, Mr. Holst, and Billie Bailey with the Grout Museum. Council discussed going through an RFP/RFQ process to find someone interested in a private-public partnership to fix up the house that fits with one of the uses outlined by Mr. Holst. Objective: Discussion of the FYE2022 budget. We have identified a few things that were not included in the contractor's original bid for the work that need to be completed. One of these is a critical item to be able to obtain Summary Statement: temporary occupancy for scheduled events so that the new ceiling allows the dividing walls in the first floor meeting rooms to work properly. We also need additional coiling doors for the addition to meet building codes. There are a few more old items that need to be demolished as well.
