Veterans Memorial Hall
Members present: Craig White in the Chair, Randy Miller, Rodney Butz, Scott McDonald, Don
Ticknor, Mel Wittwer, Marilyn Robinson, Frank McCaw, Mike Mrzlak, James Lentfer, Mike
Hudson, John Mrzlak(A) and Matt Carpenter(A).
Absent: Angela Hickok(A).
Also in Attendance: Rick Hurtado and Nancy Higby, Secretary, City of Waterloo.
Moved by Miller, seconded by McCaw, that the Agenda be approved. Ayes: Eleven. Motion
carried.
Moved by Lentfer, seconded by McDonald, that the Minutes of February 24, 2021, as amended,
to correct that the purpose of the account at Veridian Credit Union was designated specifically
for"Memorial Day Parade" instead of"flags",be approved. Ayes: Eleven. Motion carried.
Citizen's Oral Comments
Matt Carpenter commented that the Sons of American Legion Post #138 wish to purchase (2)
cases of flags.
Treasurer's Report—Vacant
Nancy Higby read the fund balances as of March 24, 2021, reporting a current brick fund balance
of$7,149.84 and a flag fund balance of$505.85, both are unchanged from last month.
Moved by McDonald, seconded by M. Mrzlak, to receive the fund balance report and place on
file. Ayes: Eleven. Motion carried.
Chairperson's Report
Craig White commented on the need to begin the process for this year's virtual Memorial Day
ceremony and stated that he would get in touch with the city to begin arrangements, and would
also reach out to the Courier.
A discussion took place regarding archived records of the Memorial Day Parade and if they
should be based at Memorial Hall.
Moved by Miller, seconded by Butz, to maintain the records at Memorial Hall. Ayes: Eleven.
Motion carried.
Committee Reports
Building, Grounds & Operations—Chairperson Mel Wittwer
Mel Wittwer passed around the finished plaque and framed photo of Marcia Courbat. A
discussion followed on where best to display them. He explained that he would be donating the
items and therefore will not be asking for reimbursement.
Education/Historical—Chairperson Randall Miller
Randy thanked the commission members for offering assistance to Marcia's family on their
request to use the hall.
He reported on the downtown flags that were retired and stated that they are still waiting for the
no-twist poles to come in. A discussion followed on the various locations that require new
brackets. He stated that they will put the flags up downtown on May 24th beginning at 9:00 a.m.
and they will remain up until just after July 4th. Flags will again be put up prior to Veterans Day.

There was discussion amongst the commission members about changing the name of the street to
honor Marcia Courbat. Hopefully this could take place prior to the Memorial Day event and
have Marcia's family available for the unveiling/dedication.
Moved by Miller, seconded by J. Mrzlak to petition the city to change the street name to Courbat
Lane. Ayes: Eleven. Motioned carried.
Randy and M. Mrzlak will meet on next steps.
Finance/Fundraising—Vacant
Craig White commented on the need to fill this position.
Artifacts Preservation—Chairperson James Lentfer
Jim Lentfer explained that the cost to matte and reframe the civil war veteran reunion photo
came to $198.49, and that Michael's staff did the work. He explained that when they
disassembled the frame, they discovered a piece of letterhead from Becker Chapman who was
the original framer of the photo and that Michael's did some research on the photos and provided
a write-up on their finding.
Moved by McDonald, seconded by Wittwer to reimburse Jim Lentfer in the amount of$198.49.
Ayes: Eleven. Motion carried.
Unfinished Business—
John Mrzlak explained that he has brought the portfolio of the Memorial Day Parade account as
discussed at the last meeting. Statements go back to 1961, with additional records dating back as
far as 1935 from the original bank. He has not gone to the bank yet to learn how much money is
in the account.
Jim Lentfer commented that he has not yet received any donations from Marcia's memorial.
Rick Hurtado commented that the flowerpots need new flowers and recommended working with
Petersen & Tietz Florists.
Moved by Wittwer, seconded by McDonald, to approve flowers in an amount not to exceed $40.
Ayes: Eleven. Motion carried.
Rodney Butz questioned how long it would be until the building will have internet.
Jim Lentfer explained that he has contacted his councilperson, Jerome Amos on the issue, but
has received no response.
Matt Carpenter explained that he is a broadband installer and offered to take a look and offer
recommendations.
New Business
Matt Carpenter, provided a check in the amount of$262.95, on behalf of Becker Chapman Post
#138 for the purchase of(2) cases of flags.
Moved by McDonald, seconded by J. Mrzlak, to receive and deposit the check into the Memorial
Hall Flag Fund. Ayes: Eleven. Motion carried.
With no further business before the commission, it was moved by Miller, seconded by J. Mrzlak,
that the meeting be adjourned at 6:01 p.m. Ayes: Elevn. Motion carried.
