HomeMy WebLinkAbout03.29.21 Planning Session Minutes March 29, 2021 The Council of the City of Waterloo, Iowa,met in a Planning Session in the Scholtz Room at the Waterloo Center for the Arts, at 5:30 p.m., on Monday, March 29, 2021. Mayor Quentin Hart in the Chair. Roll Call: Boesen, Amos, Morrissey, Klein, Feuss, Grieder and Juon. Prayer or Moment of Silence. Pledge of Allegiance: Sharon Juon, At-Large Council Member 159714 - Juon/Grieder that the Agenda, as proposed, for the Planning Session on Monday, March 29, 2021, at 5:30 p.m., be accepted and approved. Voice vote-Ayes: Seven. Motion carried. 159715 - Juon/Grieder that the Minutes, as proposed, for the Regular Session on Monday, March 15, 2021, at 5:30 p.m., Work Session on March 22, 2021, and Special Meeting on March 25, 2021, be accepted and approved. Voice vote-Ayes: Seven. Motion carried. CONSENT AGENDA 159716 - Juon/Feuss that the following items on the consent agenda be received,placed on file and approved: a. Resolutions to approve the following: Resolution approving Finance Committee Invoice Summary Report, dated March 22, 2021, in the amount of 1,284,026.96 and March 29, 2021, in the amount $3,161,763.68, a copy of which is on file in the City Clerk's office, together with recommendation of approval of the Finance Committee. Roll call vote-Ayes: Seven. Motion carried. Resolution adopted and upon approval by Mayor assigned No. 2021-178. OTHER COUNCIL BUSINESS Discussion of 2030 Community Visioning Plan lead by de Novo Marketing. Mayor Hart welcomed everyone for joining to participate in the community visioning process. A few years ago we asked what we want Waterloo to look like, and depending on who you talked to you received a different answer. We set out to undergo a process for synthesizing responses to create a community vision plan. Money was allocated in the budget last year to do the visioning plan, an RFP was sent out and de Novo Marketing was selected to lead the effort. Committee members were selected to help lead the effort, who include Sherman Wise, Felicia Smith-Nalls, Tim Hurley, and Wendy Bowman. Co-Chair and former Mayor Tim Hurley shared remarks about the important perspective council member bring to the community. He explained that leadership is critical for council members and he asked them to take a collective breath, especially just getting through the budget, to look down the road to set the vision for the community going forward. Part of why he accepted the role was to make amends for letting the millennium plan sit on the shelf. Many other business organizations have made a plan and it is an excellent opportunity to converge on those and set the course for the future. Jen Neumann, de Novo Marketing, introduced her team and delivered a presentation. Ms. Neumann and her team provided an overview of the process to date and the results of engagement sessions to date. Jen Neumann and the de Novo Marketing team then led the city council, Mayor Hart, and department heads through exercises to discuss a vision for waterloo in the future.
