RESOLUTION APPROVING LETTER OF UNDERSTANDING
- T WITH UNION PACIFIC RAILROAD AND DIRECTING

— BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA,
