RESOLUTION NO. 2021-215 RESOLUTION APPROVING AN AMENDMENT TO THE CITY OF WATERLOO RESIDENCY POLICY BY EXPANDING THE RESIDENCY RADIUS FOR INFORMATION TECHNOLOGY PERSONNEL TO 30 MILES FROM CITY HALL. WHEREAS, the City of Waterloo has established a policy with regards to residency of critical municipal employees and department heads, and WHEREAS, it has been determined the policy is too restrictive for the purposes of a competitive hiring pool for Information Technology related positions, and WHEREAS, the City of Waterloo seeks to establish a fair and competitive residency policy, with regards to said employees, to within a 30-mile radius of corporate City limits. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, that the Policy Regarding Residency of Critical Municipal Employees and City Department Heads is hereby amended as follows: Section 1. That "Information Technology personnel for the City of Waterloo" be struck from paragraph one of the section titled Policy and replaced under paragraph five: Thirty (30) mile Radius All Street Department personnel, Forestry personnel, Garage mechanics, Waste Management staff (including Waste Management technicians), Treatment Operations Foreman, Sewer Maintenance workers, Collections Systems Foreman, Maintenance Mechanics, Maintenance Foreman, Instrument Control Technicians, Instrument Control Foreman, all traffic operations personnel, (Add: Information Technology personnel for the City of Waterloo) and all information technology personnel for the Waterloo Police Department must physically reside within a radius of thirty (30) miles from Waterloo's City Hall. Section 2. That the Civil Service process be updated in accordance with this resolution. PASSED AND ADOPTED this 5th day of April 2021.
